Communiqué Regarding the Meters to be used in the Electricity Market Section One Scope, Objective, Definitions Article 1 – This communiqué has been issued to identify the minimum qualifications of the meters to be used in the electricity market. Article 2 – The meters to be used in the electricity market shall be compliant with the standards of Turkish Standards Institute or IEC and have obtained “Type and System Approval” certificate from the Ministry of Trade and Industry. In case there are modifications to the standards, the modified standard shall be valid; and in case a valid standard is cancelled or abolished, the new standard shall be valid. Article 3 – This Communiqué has been issued on the basis of the Provisional Article 6 of the Electricity Market Licensing Law, Article 36 of the Electricity Market Distribution Regulation and Article 5 of Electricity Market Eligible Consumers Regulation. Section Two Consumer Meters Article 4 – The meters to be installed at the consumers’ premises shall bear the following common qualifications: a. Programmable electronically and separately for weekdays, Saturdays and Sundays, b. Determining the consumptions related to calendar , real-time clock that has a capable of supporting the implementation of multi-part tariffs and evaluation of other transactions on time basis, c. Capable of measuring and recording each day in eight time periods within at least four tariff periods, d. Capable of keeping the recorded data for four months, even in cases of power cutoffs, e. Communications hardware that shows the measured energy volumes according to tariff and time period and that is capable of remote reading and programming, f. In cases of power cut-offs, data indicated in item (d) should be read from the meter display, g. Capable of making required real-time corrections over communications hardware, h. Capable of self-adapting to summer and winter time sets, i. Capable of indicating battery life and clock problems, j. Allowing for easy reading of index data and symbols on the display, k. Capable of indicating the active energy index data with these symbols: Total (T), Day-time (T1), Peak (T2), Night (T3) and Reserve (T4), Disclaimer: The English version of the Communıqué Regarding the Principles and Procedures of Financial Settlement in the Electricity Market is intended to assist interested foreign parties. Capable of understanding and recording the front cover and connector cover intervention, even when the power is cut-off, and allowing for reading of these data over the communications hardware. Article 5 – In addition to the qualifications indicated in Article 4, the three phase meters, that will be used for, when required, measurement of reactive energy consumption, shall also indicate the total inductive reactive consumption data with “Ri” symbol and the total capacitive reactive consumption data with “Rc” symbol. Furthermore, these meters shall be capable of understand phase interruptions, current direction changes, all forms of interruptions and programming changes in the network or the meter. These shall be recorded together with date and hour information and shall be read (accessed) over communications hardware. The meters in this category shall not be subject to the criteria of understanding the front cover and connector cover intervention. Article 6 – In addition to the qualifications indicated in Articles 4 and 5, the meters to be installed at consumers requiring demand measurement should be capable of storing the demand measurement data recorded in at least previous four months together with date and time information. The demand data shall be read from the meter display and / or over the communication hardware. The meters that has accrual basis demand specification, the operation of forming information and resetting shall be done over both with a button that is under a seal and with communication hardware when it is wanted. The demand period shall be fifteen minutes, while the meters shall be capable of arranging the demand measurement period in five, ten, fifteen, twenty, thirty and sixty minutes. These meters shall indicate the demand measurement value with “P” symbol on the display. The meters in this category shall not be subject to the criteria of understanding the front cover and connector cover intervention. Article 7 - In addition to the qualifications indicated in Articles 4, 5 and 6, the meters to be installed with measurement transformers shall be capable of understanding any potential error in connection of the current and/or voltage transformers with the meters, the phase interruptions during operation and current direction. These shall be recorded together with date and hour information and shall be read (accessed) over communications hardware. The internal coefficient of these types of meters shall be programmed as “1”. The meter or the measurement system, where the meter is installed, shall have a data collection unit, that allows for recording load curve in a given time period, and a communication hardware that allows for access to data recorded in measurement system. The meters in this category shall not be subject to the criteria of understanding the front cover and connector cover intervention. Article 8 – The meters in this section shall be selected class 1 meter compliant with IEC-EN 61036 standard for active energy and class 2 meter compliant with IEC-EN 61268 standard for reactive energy. Article 9 – The consumers that purchase electricity and/or capacity from distribution companies holding retail licenses via regulated tariffs shall not be required to change their existing meters. Section Three The meters necessary for the communication required by the Balancing and Settlement System Article 10 – The meters, meeting the following minimum qualifications, shall be placed in closed and seal-able panels at the connection point of generation facilities with the network, at the connection point of distribution systems with transmission network, at the network connection point of consumers directly connected to the transmission system, and at the delivery point at country border for imported and/or exported electricity: a. electronic and programmable b. data collection unit that allows for memory-storing of measured energy and demand values and for recording of load profiles in a certain time period c. capable of measuring the active and reactive energy data in four screens d. capable of measuring the all phases of the primary system, three phase four wire e. nominal voltage feed of 3x58/100 V and nominal current feed of 1 or 5 A f. real time synchronization g. internal identification number Article 11- The meter accuracy classes shall be compliant with the values indicated following table (depending on the main power transformer and/or circuit nominal capacity) and shall be chosen according the values that is stated below: Capacity of the Larger than 100 circuit, where the MWA meter is connected Active energy meters IEC-EN 60687 0.2S class Reactive energy **IEC-EN 61268 meters 0.2S class Between 100 and 10 Less than 10 MVA MVA (inclusive) IEC-EN 60687 0.5S class **IEC-EN 61268 0.2S class IEC-EN 60687 0.5 class **IEC-EN 61268 0.2S class * Main power transformer and/or nominal capacity circuit at each measurement point ** Minimum accuracy requirement The meters shall be installed as main meters and reserve meters at the measurement points. Article 12- Each settlement period shall be 60 minutes and the below stated energy and demand measuring during 40 days at least even if the capacity, the settlement period is adjusted to 30 minutes, this measurements shall be stored at the memory that has a capacity of storing this measuring during 40 days. a. Energy measurement: The following energy measurements shall be taken from the meters together with the date and time tags: 1. kWh received 2. kVARh (Inductive) drawn from the system 3. kVARh (Capacitive) supplied to the system 4. kWh supplied 5. kVARh (Inductive) supplied to the system 6. kVARh (Capacitive) drawn from the system b. Demand measurement: The maximum demand exceeds number and durations shall be taken over meter with date and time label for active energy in an invoicing period for settlement. The demand period for calculation of maximum demand value shall be 15 minutes; and the meters shall have the capacity to allow for adjusting the demand period to 5, 10, 15, 20, 30 and 60 minutes. Article 13 – The metering or measurement systems shall have the communication hardware that allows for accessing to the recorded data for error control purposes. Article 14 – The installed meters with transformers shall be programmed in line with the current transformer and voltage transformer ratios. Any errors on the connection points of the current and voltage transformers with the meters, phase interruptions during operation and current direction shall be recorded with date and time information and such data shall be read via communication hardware. Article 15 – The principles and procedures regarding the measurement and communication infrastructure in which the meters indicated herein shall be identified in the legislation regarding the balancing and settlement. Section Four Provisional Articles, Enforcement and Execution Provisional Article 1- Provided that their existing meters are capable of measurement in three time periods, a) the autoproducers selling electricity into the liberal market, b) the autoproducer groups and their members c) the eligible consumers shall not be obliged to change their current meters until the legislation regarding balancing and settlement is in place. In case such discrepancies occur, the Turkish version shall prevail. a. within sixty days following the publication of this Communiqué, the autoproducers and autoproducer groups shall be obliged to install the meters with qualifications indicated in Section 3 of this Communiqué, while the facilities of the autoproducer group members be obliged to install the meters with qualifications indicated in Section 2; in case it is not possible to obtain meters with such qualifications, these shall install meters capable of measurement in at least three time periods until the legislation regarding balancing and settlement is in place. b. the eligible consumers, who wish to change their suppliers, shall install in theirs facilities the meters with qualifications indicated in Section 2 (with due regard to the type of the facility) before changing their suppliers; in case it is not possible to obtain meters with such qualifications, these shall install meters capable of measurement in at least three time periods until the legislation regarding balancing and settlement is in place. Provisional Article 3- The meters indicated in Section 3 of this communiqué shall be installed in the following places until the Communiqué on Principles and Procedures Regarding Financial Settlement in the Electricity Market is abolished. 12: a. Generation facilities operating through their existing TOR, BO, BOT contracts b. Eligible consumers and existing generation facilities directly connected to the transmission system c. Existing generation facilities connected to the distribution system d. Generation facilities operated by EUAS and its affiliates and mobile generation plants operated through service procurement by EUAS e. Connection points of the transmission system and the distribution systems. Provisional Article 4- All new facilities shall be selecting the location of the measurement systems connected to their meters in line with the following rules: a. For energy measurements between the transmission system and distribution companies 1. In cases where only one distribution region is fed through the distribution bus-bar of the step down transformers of the transmission system, the measurement point shall be at the exit side of the power transformer(s) connected to the transmission system. 2. In cases where two distribution regions are fed through the distribution bus-bar of the step down transformers of the transmission system, the measurement point shall be at the exit side of the power transformer(s) connected to the transmission system and at feeder exits of the distribution region fed through lesser number of feeders. 3. In cases where more than two distribution regions are fed through the distribution bus-bar of the step down transformers of the transmission system, the measurement point shall be at the exit side of the power transformer(s) connected to the transmission system and at feeder exits feeding each distribution region. 4. In case shunt capacitor bank(s) are connected to the distribution bus-bar of the step down transformers of the transmission system, measurement point at the capacitor feeder shall be added to the measurement points indicated in sub-items 1,2, and 3. 1 Amended by the Communiqué published in the Official Gazette no: 25605 dated October 6, 2004. The measurement points of the internal use feeders at the step down transformers of the transmission system shall not be kept in regard. b. For energy measurements between the transmission system and generation companies 1. The measurement points of the generation facilities connected to the transmission system transformers over high voltage lines (66 kV, 154kV or 380kV) shall be at the exit side of the group step up transformers of the generation facilities. In cases where the start-up transformer is connected to the high voltage bus-bar, the measurement system shall include the measurement point at the entry side of the start-up transformer. 2. The measurement points of the generation facilities connected to the transmission system transformers over 36kV or lower lines shall be at the entry side of the step down transformers of the generation facilities. c. The measurement points of the consumers directly connected to the transmission system shall be at the entry side of the step down transformers of their facilities. d. The measurement points of consumers, directly connected to the system over independent 36 kV or lower voltage lines at the transmission system transformers, shall be at the entry side of the step down transformers of the consumer facilities. e. The measurement points of the generation facilities connected to the distribution system shall be at the exit side of the group step up transformers of the generation facilities. f. The measurement points of consumers, connected to the distribution or transmission system shall be at the entry side of the step down transformers of the consumer facilities. g. The measurement points of consumers, connected to the distribution at high voltage level, shall be at the entry side of the step down transformers of the consumer facilities. h. In cases where the total installed capacity of a generation facility is below 10 MVA, the measurement point (and/or points) shall be at the opposite end feeder and/or feeders of the line on which the generation facility is connected to the network (at the transmission or distribution company facilities). i. The measurement points of international interconnections over transmission system shall be at the related line’s feeder and/or feeders of the transmission system transformers. j. The measurement points of international interconnections over distribution system shall be at the related line’s feeder and/or feeders of the distribution system transformers. Provisional Article 5- For new facilities, the characteristics of the current and voltage transformers of the measurement systems should be compliant with the values indicated following table (depending on the main power transformer and/or circuit nominal capacity): Capacity of the Larger than 100 circuit, where the MWA meter is connected Current transformer IEC-185, IEC-44, 0.2S class Voltage transformer IEC-186, IEC-44, 0.2 class Between 100 and 10 Less than 10 MVA MVA (inclusive) IEC-185, IEC-44, 0.2S class IEC-186, IEC-44, 0.5 class IEC-185, IEC-44, 0.5 class IEC-186, IEC-44, 1 class Disclaimer: The English version of the Communıqué Regarding the Principles and Procedures of Financial Settlement in the Electricity Market is intended to assist interested foreign parties. The current and voltage transformers to be used in facilities, that will connect to the system over 154kV or 380kV voltage level and whose capacity is more than 10 MVA, shall have two secondary outputs to feed the main and reserve meters separately. No other equipment shall be connected to and collector current transformer shall not be used in the secondary current and voltage circuits feeding the main meter. Other measurement equipment may be connected to the secondary current and voltage circuits feeding the reserve meter. Regardless of their capacity, all current and voltage transformers to be used in facilities, that will connect at 36 kV or lower voltage levels, shall have two secondary outputs to feed the main and reserve meters separately. Provisional Article 6 – Applicable for installation of the meters, meeting the communication criteria required by the balancing and settlement system, in the existing facilities; the meters to be used shall, depending on the primary equipment, be capable of measuring all phases of the primary system in three-phase four wire or “aron” connections within the related category classes. Provisional Article 7- Until any institution is authorized for installation of the meters indicated herein, TEIAS and/or distribution licensees should be given commitments that the meter characteristics and capacities are guaranteed by the meter manufacturers and/or importers and such parties shall assume all responsibilities for any malfunction or problem. Furthermore applicable for the meters indicated in section three of this communiqué; in order to ensure sound operation of data exchange, TEIAS should be given commitments by the meter manufacturers and/or meter importers that the communication protocol to be used in the meters shall be compliant with and be installed, without any charge, within the software used as part of the management system of the balancing and settlement market. Provisional Article 8- Communiqué regarding the Meters to be used in the Electricity Market published in Official Gazette no. 24957 of 8.12.2002 has been hereby annulled. Article 16 - This Communiqué shall be effective on the date of its publication. Article 17 - This Communiqué shall be enforced by the President of the Energy Market Regulatory Authority.
