REQUEST FOR EXPRESSIONS OF INTEREST

Assignment Title: Consultancy services to provide technical backstopping (advisors - mentor – trainer) on
fisheries information system
Reference No. MLF – Z/S/26
The United Republic of Tanzania has received financing from the World Bank toward the cost of the South West
Indian Ocean Fisheries Governance and Shared Growth Program (SWIOFish), and intends to apply part of
the proceeds for consulting services.
The services (“the Services”) include but not limited to:
For Tanzania mainland (MALF)
Part 1
(i) Review the design of the old CAS Database and provide clear and concise instruction on changes to be
made by the database developer in all the modules of the database to ensure that the estimation process
is coherent with FAO recommendation for sample based fisheries data collection;
(ii) Provide clear and concise instruction to the data base developer how to calculate the relative error at
90% probability level and to consider the veracity of the for the estimated monthly average CPUE and
the estimated monthly total catch, etc.
Part 2
a) Provide technical advice on the key fishery indicators and reports to be provided by the CAS;
b) Check the existing sampling design for the Catch Assessment Surveys (CAS) including the subsampling
methodology, stratification, , species selection, species identification and priority fishery identification
(amongst others), etc.
For Zanzibar (MANRLF):
a) Provide training on sample based fisheries data collection and statistics for senior staff of MANRLF
using the International training course developed by FAO;
b) Provide technical advice on the development of a training course on fisheries data collection for District
Fisheries Officers, taking in to account the training material already developed by mainland Tanzania;
c) As for mainland review fisheries catch data collection protocol (based on sample based statistical
approaches and techniques);
d) As for mainland, provide technical advice on a new and appropriate Catch Assessment Survey (CAS)
methodology that includes the subsampling methodology, stratification, species selection, species
identification and priority fishery identification (amongst others);
The services are expected to take four (4) months to complete and are scheduled for the year 2016/2017. For

The Ministry of Agriculture Natural Resources Livestock and Fisheries Zanzibar now invites eligible
consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should
provide information demonstrating that they have the required qualifications and relevant experience to perform
the Services. The short listing criteria are:
a) Biostatistician with at least 10 year experience in sample based data collection for small scale fisheries;
b) Working experience in Ms Access database development;
c) Profound knowledge of FAO recommendation for small scale fisheries statistics and data collection;
d) A University degree or equivalent in a discipline related to fisheries management or fisheries statistics;
e) At least 10 years of demonstrable experience working in a fisheries and/or natural resources, small scale
sample based fisheries data collection. Experience specifically in the development of Fisheries Information
Systems and ARTFISH will be an added advantage;
f) Wide experience and interaction with regional and international projects as well as good networks in fisheries
data collection;
g) Ability to communicate effectively in English both orally and in writing;
h) Strong report writing and analytical skills are required.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and
Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers 2011
(“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their
qualifications.
A Consultant will be selected in accordance with the Consultant Qualification Selection method (CQS) set out
in the Consultant Guidelines.
