Invitation to Non-Governmental Organizations and other registered Civil Society entities to
bid for the planning and implementation of
HIV and AIDS innovative preventive projects among especially vulnerable young
people in Azerbaijan
1. Background
Although Azerbaijan is still a low HIV-prevalent country, the epidemic is spreading at an
alarming rate in the country. The number of officially registered HIV/AIDS cases has
increased from 3 in 1992/93 to 767 in September 2005 although experts estimate that this
number could be ten times higher1.
Injecting drug use is the major mode of transmission (47%) followed by heterosexual contact
(26%). Mother to child transmission constitutes 1.8% of all cases. The accurate picture of
drug use is difficult to obtain.
Awareness among the population and especially the most vulnerable group – young people
– is low. Percentage of women aged 15-44 who has heard about HIV/AIDS varied from 93
% in Baku to 55.4 in the South. Rural and young women aged 15-19, never married women
and those without sexual experience, and women with the least educational attainment were
less likely to have heard of HIV/AIDS and other STDs.
The country proposal submitted to GFATM was successful and provides an excellent
opportunity for putting in place vital measures to prevent the further spread of HIV/AIDS.
UNICEF has been invited to take part in implementation, providing technical assistance for
Life skills based Education within and out-of schools, YFHC framework and behavioural
change communication strategy development and implementation. UNICEF also shares
responsibility for targeting especially vulnerable young people, such IDUs, CSWs, street
children etc.
2. Expected Results



Increase most at risk adolescents’ access to core interventions necessary for the
prevention of HIV: information, skills and services;
Decrease vulnerability of most at risk adolescents to HIV;
Decrease the prevalence of HIV among young people, including most at risk
adolescents
3. Tasks






Design the overall approach to identify the target audience in order to address the HIV
and AIDS among especially vulnerable young people;
Facilitate the audience research and analysis in order to learn the best way of
interventions of especially vulnerable young people;
Develop the HIV and AIDS innovative preventive programme with the detailed
description of activities focused on especially vulnerable young people;
Ensure the successful implementation of HIV and AIDS innovative preventive
programme;
Collaborate closely with government counterparts (Ministry of Interior, Ministry of
Education and Ministry of Justice) for the selection of target groups
Azerbaijan Republican AIDS Center.
4. Deliverables

The organization is required to deliver the Activity Report, both hardcopy and electronic
version, in the MS Word format, as well as in English and Azerbaijani
5. Requirements
Non-Governmental Organizations, as well as Civil Society entities are supposed to have
extensive (more than 5 years) experience in HIV and AIDS related programmes.
6. Duration
The proposal with detailed budget should deliver to UNICEF no later than December 10,
2005. The selected NGOs must be ready to discuss the details in close consultations with
UNICEF. Only those NGOs or Educational Institutions that have extensive experience in
working with young people in planning and successful implementation of HIV and AIDS
Prevention Programmes are asked to bid.
