Republic of the Philippines Department of Public Works and Communications RADIO CONTROL DIVISION Manila EXCERPTS FROM DEPARTMENT ORDER NO. 227, DATED OCTOBER 14, 1933, OF THE DEPARTMENT OF PUBLIC WORKS AND COMMUNICATIONS, PROMULGATING RULES AND REGULATIONS GOVERNING RADIO STATIONS AND RADIO COMMUNICATIONS IN THE PHILIPPINES. Broadcast Service 28. Determination of maximum rated carrier power. – The maximum rated carrier of any broadcast transmitter shall be determined by the total installed vacuum tube capacity of the last radio stage (i.e., oscillator or radio frequency power amplifier that supplies power to the antenna), depending on the system of modulation. 29. Special authority needed for change in number of tubes or modulation system. – No license shall change the number of vacuum tubes, or use vacuum tubes of different rating in the last radio stage or change the system of modulation, without special authority of the Secretary of Public Works and Communications. 30. Communication to be provided between main studio control room and transmitting station. – Some adequate and dependable system shall be provided for communication between the main studio and the control room, and between these and the transmitting station. 31. Spares. – Sufficient number of tubes and other necessary spares must be readily available to ensure continuity and reliability of the announced schedule of service. 32. Minimum modulation of 75 per cent required. – A broadcast station shall not be operated unless it is capable of delivering satisfactorily the authorized power with a modulation of at least 75%. When the transmitter is operated with 75% modulation, not over 10% combined audio frequency harmonics shall be generated by the transmitter. 33. Maximum power. – A broadcast station shall not be operated with an operating power greater than the maximum rated carrier power of the licensed transmitter. 34. Indicating instruments. – Each broadcast station shall be equipped with suitable indicating instruments of accepted accuracy to measure the antenna current, direct plate circuit voltage, and the direct plate circuit current of the last radio stage. 35. Auxiliary transmitter. – Upon showing that a need exist for the use of an auxiliary transmitter in addition to the regular transmitter of a broadcast station, a license may be issued therefore subject to the following conditions: (a) An auxiliary transmitter shall be installed only at the same location as the main transmitter, except that, upon the satisfactory showing of the technical necessity therefore, the Secretary of Public Works and Communications may authorized another location. (b) A licensed operator shall be in control whenever an auxiliary transmitter is placed in operation. (c) The auxiliary transmitter shall be maintained so that it may be put into immediate operation at any time upon failure of the main transmitter. During the usual broadcasting period of the day a duly authorized Government representative may require demonstration to show that the auxiliary transmitter is available for immediate use. (d) The auxiliary transmitter shall be equipped with satisfactory control equipment which will enable the maintenance prescribe by these regulations. 36. Duplicate transmitter. – if the license of a broadcast station has duplicate transmitting equipment and arranges for alternate operation, one such duplicate shall be considered as an auxiliary transmitter subject to the above conditions: Provided, however, That a duplicate equipment may be used to carry on experimental work subject to the regulations or to such special conditions as may be imposed by the Secretary of Public Works and Communications. 37. Log records. – The license of each broadcast station shall keep a program log and an operating log. The program shall contain an entry of (1) the time each station and call announcement is made, with an (2) indication of the type of announcement, and (3) entry briefly describing each program broadcast, with the time of the beginning and ending; if a (4) mechanical reproduction is used, an entry to that effect together with an indication whether announcement thereof was made; if (5) a speech is made, an entry of the name of the speaker; an entry of (6) time each program begins and ends, together with statement of (7) names of sponsors in the case of sponsored programs. The operating log shall show the (1) time the station begins to supply power to the antenna, and the time it stops; the (2) time the program begins and ends, (3) interruptions to the carrier wave, its cause and duration, the following information for each thirty-minute period; (4) operating constant of last stage (total power amplifier plate current and plate voltage); antenna current; (6) frequency check. 38. Announcement. – Each license of a broadcast station shall announce the call letters, and location as frequently as practicable during the hours of operation, and, in any event, before or after each program. 1. For SIGN ON the following announcement should be used. * * * You are tuned to ( State the call signal ), a ( commercial/non-commercial ) broadcast station owned and operated by ( name of operating company ) as authorized by the RADIO CONTROL OFFICE, Department of Public Works and Communications under license ( state number of license ) to expire on ( state expiration date ). Station (call signal) operates from (time of sign on ) to ( time of sign off ) on ( state frequency in kcs ) with a power of ( state power in watts ) from transmitters located at ( state location ) . Our studious are located at (state location ) . This station is being operated and maintained by the following personnel duly licensed by the RCO: First Class Radio Operators: 1. ____________________________________________________________ 2. ____________________________________________________________ 3. ____________________________________________________________ Second Class Radio Operators: 1. ________________________________________________________________ 2. ________________________________________________________________ 3. ________________________________________________________________ 2. For SIGN OFF the following announcement should be used: “ You have been listening to station (state call sign), a (commercial/noncommercial ) broadcast owned and operated by (name of operating company) as authorized by the RADIO CONTROL OFFICE, Department of Public Works and Communications under license number (state number) to expire on (state expiration date). Station (state call sign) operates from (time of sign on) to (time of sign off) on (state frequency ) kilocycles with a power of ( state power in watts ) from transmitters located at (state location). This station is being operated and maintained by the following personnel duly licensed by the RCO. First Class Radio Operators: 1. ________________________________________________________________ 2. ________________________________________________________________ 3. ________________________________________________________________ Second Class Radio Operators: 1. ________________________________________________________________ 2. ________________________________________________________________ 3. ________________________________________________________________ (As added by Dept. Order No. 21, Series of 1963, March 12, 1963). 39. Mechanical reproduction. – A mechanical reproduction shall be announced as such before it is broadcast, except when its use is merely incidental, as for an identification or background. 40. Furnished or paid programs. – All matters broadcast by any station for which service, money, or other valuable consideration is directly paid or promised shall be announced as paid, furnished or sponsored by the person, firm, company, as the case may be. 41. Listening-in on distress frequency. – Each broadcast station shall listen-in continuously on the international distress frequency during the period the station is in operation. Provided, however, That, the Secretary of Public Works and Communications may waive this requirement if the broadcasting system has made arrangement for receiving immediate notification from Government or commercial stations that distress signals are being transmitted.
