Mr. Bontrager continues to provide business process consulting on large
complex IT implementation projects in the U.S. Naval Shipyard Scheduling
industry. In addition to working on the Navy’s project management
scheduling PSS/CAT II program, Mr. Bontrager has supported Oracle
Database work on the Parts Tracking System (PTS) and Technical
Inventory Management (TIM) systems. Recent efforts include Oracle 11G
upgrade and implementing various Security Technical Implementation
Guides (STIGs).

Project Sequencing and Scheduling (PSS) & Oracle Developer
Project Description: Senior Analyst/Programmer on the PSS module of the
Baseline Advanced Industrial Management (BAIM) Project. BAIM Provides
software development and maintenance services for the Ship Maintenance
and Logistics Information Systems (SMLIS) organization. The CACI/IBM
team was responsible for producing and maintaining ship and aircraft
availabilities software used by the Naval Shipyards and Naval Aviation
Depots. The PSS application uses the CAT II scheduling tool (by RobbinsGioia similar to Artemis 9000). CAT II is a 4th generation programming
language running on an SUN Solaris platform, displayed on Windows
NT/2000/XP workstations executing X-Window emulation software.
The PSS is specifically designed to interface with BAIM to create, define and
track Project Management of tasks required to maintain naval vessels.

Mr. Bontrager provides business process consulting on large complex IT
implementation projects in the U.S. Naval Shipyard Scheduling industry. He
has engineered significant functional improvements in support of government
program management strategies and process improvements. He successfully
supported demanding, complex release efforts for the past 13 years. Specific
enhancements include incorporating TOC methodologies into the Critical Path
Method (CPM) PSS/CAT II program. Designed, coded and tested multiple
trace algorithms which identify work leading to Tests, Milestone and Key
Events in the project schedule. Kerberos LDAP CAC authentication on Solaris
10, using Attachmate Reflections X-window emulation tools, in turn using the
Kerberos tickets for authentication into Oracle 11G databases. Re-engineered
User Administration from CAT to a Virtual Private Database (VPD) and .Net
Web User Admin tool used to manage user access to multiple activities, and
applications for each activity under a central server database consolidation
effort. Consolidate server effort also included segmenting Solaris by
activities, accounting for the time-zone associated with each activity,
synchronize setting user session context variables in Oracle to activate VPD
and set time-zone in Oracle session.

for the remote site which automated Sybase DBCCs, backup, online
documentation for the complete IDEX system, online operational log book,
