Section B should be a maximum of 2-3 pages, inclusive of the questions and tables provided. 1. Project description: In 3-4 sentences, describe the project and its main objectives. The main objectives of the project are to: Increase uptake of trans-boundary spatial marine management (TSMM) approaches among APEC member Economies; Improve information exchange between Economies on marine-related issues including TSMM, marine threats and stressors, and key economic drivers such as transport, tourism and sustainable resource use, by providing ongoing discussion opportunities between relevant stakeholder groups; Deliver improved efficiencies and cost savings to APEC Economies through the establishment of centralized, web-based data sources and discussion forums; and Develop a gap-analysis on governance and institutional arrangements relating to TSMM to identify areas for further development. 2. Meeting your objectives: Describe how the project went, with reference to the objectives laid out in your project proposal. Include any major changes to your project as proposed and any problems or obstacles that you encountered and how you overcame them. The project provides a useful suite of outputs that APEC Economies can draw on to improve their understanding and application of spatial management in the marine environment. Four web-based workshops were held with stakeholders throughout the project to exchange information about and improve the understanding of TSMM measures, and these workshops were attended by numerous APEC Economies, including Hong Kong, Vietnam, Indonesia and China. The key output, the TSMM Guide, successfully fills several information and institutional gaps, and has identified other gaps for future work. A challenge with this project was that the initial timeframe set to complete all outputs was quite short and required a deadline extension. 3. Project evaluation: Describe how you evaluated the project and provide some details on the results of the evaluation (e.g. participant evaluation, peer review of publication, measurement of indicators, statistics demonstrating use of outputs etc.). The project outcomes have been evaluated against its original scope, objectives and budget. On this basis, the project was executed well by the project consultants; however its success was hampered by lower participation by working group members than expected, and the establishment of the elibrary is still under development, pending provision of technical support. The TSMM Guide was subjected to peer review via other working group contacts and officers working to the Project Overseer with relatively minor amendments. The project succeeded in completing all outputs within the budget. 4. Key findings: Describe one or two examples of important findings arising from the project (e.g. results from surveys or case studies, insights provided by participants or experts, policy recommendations, roadblocks to progress on an issue etc.). The Guide to TSMM outlines a range of considerations for trans-boundary marine spatial managers in the form of twelve ‘steps‘. Nevertheless, a key recommendation of the Guide is that each area and instance of TSMM will vary; therefore the sequence and emphasis of the identified measures may differ from that outlined in this Guide. A further recommendation is that planners and managers need to remain flexible in their approach and draw upon the examples and advice offered with an open mind and creative disposition. Analysis of the questionnaire responses revealed that TSMM is carried out across the responding Economies to a certain extent. Some Economies seemed to place more emphasis on TSMM than others. All the responding participants reported that their Economy has more than one marine activity that is managed cooperatively across jurisdictional boundaries. Additional questionnaire analysis was provided to the APEC Secretariat and Project Overseer in a final project report. 5. Next steps: Describe any follow-up steps or projects that you recommend. Have you already planned or begun these? What role could APEC play in any follow-up? Plans are underway to share the TSMM Guide amongst the working group contacts for the Fisheries and Marine Resources Conservation Working Groups and they will be urged to share this with their relevant stakeholder networks. 6. The consultants had difficulty keeping to project timelines and were at times difficult to stay in contact with over email; but were always very professional in their interactions with those who oversaw the project and delivered a useful suite of outputs on budget.
