GENERAL GUIDELINES FOR DESCRIBING TITLES
IN THE CONSPECTUS FILE
For every title the following information should be given in the following
order of appearance:
1. Full title of the journal (in capitals).
2. ISSN number. The ISSN number should be referred in order to avoid any
confusion that the existence of different magazines sharing the same title may
cause. The ISSN number should be written as it appears on the magazine,
that is to say, two groups of 4 digits each, with a dash separating the two
groups.
3. Title changes. Only the most recent title is to be mentioned in the Conspectus
File, followed by the SYMBOL: > (greater). This symbol shows only that the
specific title had at least one change in the past. However, holdings statement
is to be given thoroughly (i.e. from the first year of subscription –even if the
title was different at that time- until the most recent year) as described in
paragraph no 5 of these guidelines. Analytical description of all the changes
in the titles of the relevant periodicals only, along with each library’s
respective holdings (for each title change) will be mentioned in a different
table according to Guidelines no 2: Guidelines for the Analytical Description
of Title Changes.
4. Statement of the distribution of the title in electronic form (only in case this
stands). SYMBOL (to be used): @. If the title is available both in electronic
and printed form the SYMBOL: @+ is used to show this specific information.
If the title is available only electronically the SYMBOL: @- should be used.
5. Holdings:

I. Each library should give as complete reports of its holdings as possible.
These reports should include the following:
a. The first year of subscription (i.e., the year when the library
subscribed to the specific title). Year reporting should be followed
by the corresponding volume number put into parenthesis. The
SYMBOL for the volume is: v (“v” short). In case there are issue
numbers instead of volume numbers, the procedure followed
should be similar to the one already described for volume
numbers. That is to say, we put the issue number instead of the
volume number. The SYMBOL for the issue number is: no (“no”
= number, in short letters).
b. Possible lacks in the sequence of holdings. The way of reporting
lacking items would be similar to the one used to report the state of
holdings. The only difference would be that the SYMBOL (word):
Lacks: followed by up and down full stops, will appear in front of
the items described.
5. Condition of the material. The condition of the material should be reported
only when this is extremely bad and as a result it makes material impossible
to be used in interlibrary loan. The SYMBOL used for bad condition is:
PO$. This symbol should be followed by a complete identification of specific
volumes or issues, or sequence of volumes or issues being in a bad condition.
The way of reporting condition of material (as far as volume numbers or
issue numbers are concerned) should be similar to that of reporting holdings.
6. Statement of usage. Each library should describe the usage of specific titles
according to the following codes:
MO % (Most used)
ME % (Medium use)
NO % (Not used)
General notes

All the above areas should be separated from one another by a full stop
followed by two spaces. This is suggested in order to be able to easily (and
correctly) transform text into tables if needed (that may be quite possible).

In case we want to describe a sequence of issues or specific numbers of
issues within a volume, these should appear as follows: (v1, no 2-3,5,7). In
other words, we firstly describe the volume and following, we describe the
issues either separated by a dash (in order to show continuous run of
issues), or separated by a comma (in order to show a range of unique
numbers of issues).

In reference to the statement of the holdings, as long as the collection is a
closed one (that is to say, the library is no longer subscribing to this title),
reports of the last year, last volume, etc. that the library owns, should be
mentioned after the dash. In case the subscription is continuing, the dash

after the statement of the first year, volume, etc. that the library owns,
remains open (not followed by anything). E.g.: ASTRONOMY. 9999–
9999. 1985(v15) –.
EXAMPLE :
ASTROPHYSICS>. 9999 – 9999. @+. 1960 (v1) – 1992 (v32). Lacks: 1975 (v1, no
2–3,5), 1990(v31). PO$ 1969(v9, no1,3). MO%.

All data appearing in the above table occurred while recording the titles held by participating libraries. According to the table,
these additional disciplines should be taken into account during the assessment procedures because of the existence of relevant
titles in the periodicals collections of the participating libraries.

However, the appearance of these titles in the collections does not prejudge the de facto need for inclusion of the relevant
disciplines in the assessment procedures. The need for those disciplines to be assessed additionally to the initial ones (physics, chemistry
and computer science) will be proved after locating the specific needs that each library should cover.

USER NEEDS ANALYSIS
For locating users’ needs the application of the “Course Analysis” method is
suggested. “Course Analysis takes information about courses (or research
projects) and represents it in a usable form. To analyze courses, librarians first
obtain the information by reading course catalog listings, studying syllabi and
reading lists, or interviewing teaching faculty. They then develop a course
description, which is usually a list of expressions in one of these formats: call
numbers, subject headings, or Boolean keyword expressions”15
For the project’s needs information can be gathered in the following way:
 From Students’ Guides, where a detailed description of the under- and
postgraduate courses offered by an institution is usually given.
 From web sites of the relevant Departments containing analytical descriptions of
courses, research programs, applications of departmental laboratories and faculty
areas of interest.
 From reading lists (where available).
 From descriptions of research interests of Ph.D. candidates.
 Through contacts with faculty and researchers.
All the information gathered would be transformed into relevant LC Subject
Headings. Then, for each subject heading one or more relevant LC Classification
System call numbers will be attributed. It is highly important that the subject analysis
of the information on courses and research or faculty interests is as detailed as
possible so that the result would represent thoroughly the needs that the libraries’
collections should cover (See below EXAMPLE 1:SUBJECT ANALYSIS OF COURSES).
It is advisable that all data regarding the corresponding course level (under- or
postgraduate) or research interest(s) is accompanying each subject heading. This will
facilitate the assignment of Conspectus Collection Goal Indicators (GL), by showing
in a direct way the depth and breadth that a library’s collection should have in order to

cover users’ needs for the specific subject heading. (See below EXAMPLE 2: DETAILED
COURSE ANALYSIS WITH APPROPRIATE COLLECTION GOAL [GL] INDICATORS ASSIGNED).

Course 1: SIMULATION TECHNIQUES
Course Description: The course presents the principles of system modeling and the
simulation techniques used for the evaluation of systems. Topics include: system
characteristics, types of system models, world view and time advance mechanisms,
computer simulation algorithms and methodology, random number generation,
analysis of simulation languages and tools, Monte Carlo simulation, analysis of
simulation output, models validation and verification.

Out of scope. The library has no interest in collecting material on this
subject.
Minimal services to other institutions. The library should collect only a
very limited number of titles in order to support only minimal inquiries
about this subject.
Minimal services to a greater number of other institutions. The library
should collect a limited number of titles in order to support only basic
inquiries about this subject.
Coverage of few undergraduate programs offered by other departments of
the same institution. The library’s collection should include a limited
number of periodicals that can be used for the introduction into a subject
and can support mainly the needs of users through the first years of
studies.
Coverage of a greater number of undergraduate programs offered by other
departments of the same institution. The library’s collection should
include a limited number of representative periodicals on this subject in
order to support the needs of users through the first years of studies.
Coverage of undergraduate programs offered by only one sector of the
same department. The library’s collection should provide information
about a subject in a systematic way, but at a level of less than research
intensity. Sufficient number of titles. A significant part of the collection
consists of titles highly recommended for the study of this subject.
Coverage of undergraduate programs offered by more than one sectors of
the same department. The library should dispose an extensive collection
of periodicals. Titles should be in more than one foreign language.
Sustained runs. About half of the titles are highly recommended for the
study of this subject.

Coverage of postgraduate programs offered by the department. Coverage
of postgraduate programs offered also by other departments of the same
institution in relevance to the disciplines under assessment. An extensive
collection of periodicals. Titles in more than one foreign language. Long
and fairly complete runs. Most of the titles are highly recommended for
the study of this subject.
Support of doctoral study and independent research. The library’s
collection should contain the major published source materials. A very
extensive collection of general and specialized periodicals. Titles in more
than one foreign language.
Almost all of the titles are highly
recommended for the study of this subject.
Support of study and research needs at a regional or national level. The
library has as a goal the exhaustive as far as reasonably possible collection
of the majority of published titles in all applicable languages.
The use of divisions: (a) and (b), under indicators 1 and 2 is optional when
assessing collection goals. A library can use only indicator 1 and/or 2 without
any division for generally referring to the criteria described under those
indicators. This is because it is highly unlikely that any of the participating
libraries would have to cover needs as described above, except for the case of the
University of Crete and the Institute of Technology and Research (Crete) sharing
a great interest for titles in Computer Science. Instead, heavy use of all divisions
under indicator 3 and use of indicator 4 is expected to represent in the best way
the collection goals of the libraries.
The criteria describe in the above table may be slightly different regarding
Central Academic Libraries. Central Academic Libraries should cover the needs
of all the institution’s departments equally. Therefore, indicators 2(a) and 2(b)
are not likely to be used for indicating priority to the coverage of specific
departments’ needs. For example, if both the Department of Chemistry and the
School of Medicine offer a course in Biochemistry, the Central Library should
consider the need to cover both departments’ requirements to be of the same
importance. However, one must always take into account that the needs of other
departments will be considered only concerning the DISCIPLINES UNDER
ASSESSMENT (i.e. Chemistry, Physics and Computer Science) and not any
other discipline.
This is not the same with the ADDITIONAL DISCIPLINES (i.e. Engineering &
Technology, Biology, etc.) where the main criterion in assessing them, should
strictly be the coverage of the specific needs of RELEVANT DEPARTMENTS
OR SCHOOLS (i.e. Department or School of Chemistry, Physics and Computer
Science). Needs of any other department of the institution (i.e. School of
Engineering, Department of Biology, etc.) should not be considered.
Consequently, unless other local needs require the use of indicators 2a and 2b, a
Central Academic Library should use mainly the divisions applied under
indicator 3 in order to indicate the different levels in coverage requirements of
departments belonging to the same institution. That is to say:

3a: if the collection should cover only the needs of departments other than the
Chemistry, Physics and Computer Science ones,
3b: if the collection should cover the needs of both the 3 relevant departments
and possibly the needs of other departments as well and
3c: if the collection should support postgraduate programs of the 3 relevant
departments and possibly the postgraduate programs of other departments
as well.

LIST CHECKING
Steps to follow in list checking:
1. For the assessment of current collections, list checking must be done according to
the checklists developed for the needs of the project. The lists with recommended
titles in each discipline or subject area are mainly based on the ISI Journal
Citation index (impact factor). Additionally, the resources below were also
included in developing the final collective Check-Lists for use in the attribution of
Current Collection Level (CL):
Katz, Bill and Linda Sternberg-Katz. Magazines for Libraries. New
Providence, R.R. Bowker, 1997 and 1992.

Malinowsky, Robert H. Reference Sources in Science, Engineering,
Medicine, and Agriculture. Phoenix, Ariz., Oryx Press, 1994.

Recommendation lists issued by scientific institutions or organizations.
This is the case of the American Chemical Association and the Canadian
Chemical Association that issues lists of recommended titles in Chemistry.
The library of any institution offering education programs in Chemistry must
hold these titles. Otherwise, the program is not accredited. (Titles mentioned
in these recommendation lists have been included in the collective Check-List
for Chemistry.)
Lists of relevant scientific societies. These lists were mainly created in order to
cover titles of periodicals published by scientific societies in several parts of the
world, but not indexed by ISI, or Katz, or Malinowsky. These lists do not include
journal titles but names of Associations. Therefore, they make a separate
Appendix, attached to the collective Checklists of some disciplines. By creating
these lists, an effort was made not to focus only on U.S. publications (heavily
represented among ISI, Katz and Malinowsky’s entries) and to give an emphasis
in the European nature of our libraries.


2. Current Collection Level (CL) depth indicators will be attributed after estimating
the percentage of titles held in each Conspectus Category or Subject according to
Guidelines No 7. When the assessment is being done at a Subject level, list
checking should be restricted to the specific number of titles included in the range
of relevant LC Call Numbers of the Check List within a Conspectus Category.

However, when the assessment is done at a Category level, all titles appearing in
Check-Lists under a Conspectus Category should be considered.
4. Below is an example of presenting the assessment both at a Subject and a
Category level. By describing in an analytical way the steps followed in
attributing the appropriate CL indicator, libraries provide justification for the
indicator given.
