The Wildlife Conservation Society’s Indonesia marine program aims to conserve marine
resources vital to the protection and sustainability of human livelihoods across the Indonesian
archipelago from the Bay of Bengal through to the heart of the Coral Triangle. WCS employs a
rigorous scientific approach to build capacity, strengthen management and inspire community
stewardship for the protection and sustainable use of critical marine ecosystems, fisheries and
threatened species. The program has three objectives: (1) to establish and increase the
management effectiveness of 1 million hectares of marine protected areas (MPAs) in seascapes
in Aceh, Java, Sulawesi, and the Sunda-Banda sea; (2) sustainable management of coastal
fisheries in and around networks of MPAs; and (3) conservation of threatened marine species,
particularly sharks and rays, through improving the sustainability of fisheries and trade, and
combatting illegal trade in protected species.
Job summary:
This position is responsible for the strategic oversight of and technical support for the WCS
Indonesia Marine Program in all areas of program development and implementation. This role
supports WCS management team in the development and implementation of the strategic plans
and policies, provides leadership and direction to the marine program (currently focused on
programs of work in Sunda-Banda Seascape, marine protected area management, sustainable
coastal fisheries, sharks and rays). The position reports to the Regional Director and Indonesia
Country Program Director and works closesly with the Indonesia marine program Seascapes,
Fisheries and Species Conservation teams and the global WCS marine program in NY. The
position oversees all technical assistance to the program, strategic research activities, and
maintains appropriate communication with WCS project leads, key donors, funding agencies,
local government institutions and NGO partners.
Responsibilities
 Technical oversight of WCS-Indonesia’s marine programmatic activities, and
management of technical assistance across the program (currently Aceh, Java, Sulawesi,
and Nusa Tenggara, Maluku and North Maluku in the Sunda-Banda seascape).
 Collaborating with WCS Indonesia and Regional leadership and marine program staff to
maintain an updated vision and strategic plan for WCS' marine and coastal work in
Indonesia that identifies goals, objectives and programs of work for each objective.












Contributing to integration of the marine program with the broader WCS Indonesia
program priorities and activities.
Ensuring effective coordination between programmatic activities and the administrative
and financial aspects of WCS-IP Program.
Overseeing and supporting technical reporting to donors, government agencies, and other
WCS offices.
Strategic development of the WCS Indonesia marine program, including managing incountry fundraising, engagement with private sector, business development and
partnership activities.
Representing the organization to donors, public, other key stakeholders and partners; and
ensuring good working relationships are maintained.
Technical oversight of staff activities and partners within all projects.
Improving WCS-IP marine activities through the analysis of program and project
outcomes and adapting management and strategies in response.
Leading WCS-IP’s marine scientific research and publications, in particular focusing on
conservation and fisheries challenges and evaluation of program impacts, and
engagement with international scientific institutions.
Coordinating with WCS’s Global Marine program, in particular for monitoring program
impacts, MPAs, fisheries and species interventions, and contributing to regional strategy
development, policy discussions and scientific publications.
Support capacity building of WCS-IP marine technical staff and local partners.
Contribute to performance reviews of WCS Indonesia marine conservation team and the
recruitment of new staff and short-term specialists.
Proactively support the development of high quality communication pieces for increasing
the profile of WCS-IP’s marine program and its technical activities.
Specific technical and program development responsibilities will also include:
 Leading technical assistance on fisheries, both at the policy and the fishery level, with a
particular focus on supply chains, policy interventions, private sector engagement and
catch monitoring and documentation systems.
 Leading on the establishment of large marine conservation and fisheries programs in the
Coral Triangle funded by various bilateral donors and foundations.
 Leading on the integration of scientific and research activities into the marine program,
including:
– Building a marine science unit to better understand the challenges to seascape and
fisheries management, and assess the impact of conservation interventions.
– Developing and implement an action plan to assess historic datasets collected by
WCS Indonesia on marine conservation issues in order to inform future actions
and to raise the visibility and profile of WCS’s interventions in Indonesia.
– Ensuring integration of latest advances in marine conservation and coastal
fisheries science in program and project development and in fundraising efforts

and proposals and ensure diffusion of latest science to members of the marine
conservation team.
– Ensuring appropriate and efficient collection, analysis, dissemination and
publication of field data.
– Publicizing WCS Indonesia marine program achievements through popular and
scientific media, and publish project results in scientific journals and through
presentation at national and international forums.
– Ensuring national staff have capacity to and actively undertake research,
contribute to scientific publications, and participate in national and international
scientific fora.
– Developing fundraising proposals to further these goals.
Leading on the development of a new program focused on shark and ray conservation
and fisheries management in Indonesia, including the implementation of CITES COP
decisions.
Qualifications:
 Ph.D./ MSc., or equivalent experience and strong record in marine and/or coastal fisheries
conservation, marine ecology or biology, including field-based conservation and project
management experience.
 Proven ability to achieve successful on-the-ground conservation success in tropical
developing countries.
 Experience in community-based and collaborative conservation initiatives, coastal fisheries
sustainable management, coral reef habitat and fisheries monitoring and/or marine species
conservation.
 SCUBA certification level equivalent at least to PADI Advanced Open Water
 Demonstrated success in publishing scientific articles in peer reviewed journals and ability to
communicate scientific information to a general audience.
 Demonstrated experience in dealing with the challenges of field-based tropical conservation
and local community and conservation politics.
 Ability to work sensitively and effectively with people of diverse cultures, value systems,
perspectives and levels of education, and to manage and work with staff in these contexts.
 Excellent interpersonal, written and oral communication skills.
 Professional proficiency in English. Working knowledge of Indonesian will be an advantage.
 Proven ability to write fundraising proposals and manage grants and donor reports.
 Ability to build capacity in community-driven natural resource management, field research,
conservation biology, conservation advocacy, and project management.
 Willingness to travel within Indonesia and internationally.
