PCSO ANNUAL AWARDS
Annual Session Honoree Gerald D. Nelson, DDS
T
he PCSO Board of Directors
selected Dr. Gerald D. Nelson
of Oakland, California, as this
year’s Annual Session Honoree. The
Annual Session Honoree Award is
given to a PCSO member who has
demonstrated outstanding leadership
and professional qualities and who
has given unselfishly of his or her
time and talent to promote the association and the orthodontic
profession. The award may be give each year, if a candidate is
selected or as decided upon by the PCSO Board of Directors.
Dr. Nelson received his award on October 14 at the Annual
Session.
Dr. Nelson is currently the editor-in-chief of the PCSO
Bulletin and a delegate to the AAO House of Delegates. In
addition to his PCSO responsibilities, Dr. Nelson serves the
Orthodontic Division at the University of California in San
Francisco as clinical professor and vice chair. He also serves
on many UCSF committees. Dr. Nelson and his long-time
Berkeley partner, Dr. Michael Meyer, practice in Berkeley and
Orinda, California. In 1971, they founded an evening volunteer
orthodontic clinic at an Oakland Community Health Center,
La Clinica de la Raza. This clinic continues today and the
UCSF residents and faculty rotate through the facility, giving
residents a great public service experience and exposure to
many mixed dentition patients.
Dr. Nelson is currently the editor for the “Clinician’s Corner”
in the AJO/DO. In addition to his role as editor-in-chief of
the PCSO Bulletin, Dr. Nelson contributes many articles to it,
including a regular column, “ Practice Management Diary.” He
has served on the PCSO Board of Directors since 1991.
Dr. Nelson and his wife, Pamela Grove, are parents to six
grown children and six grandchildren. They live in Oakland
and Paso Robles, California, and enjoy riding their motorcycles
between their homes.
The Board of Directors recognized Dr. Nelson’s continuing
service to our specialty and the PCSO and is extremely grateful
for his many contributions. He has enriched us all by his many
examples of leadership and mentored many young residents as
they embarked on their new cares in orthodontics.
2007 Award of Merit Thomas F. Mulligan, DDS, MSD
T
he PCSO Board of Directors honored Dr. Thomas F.
Mulligan this year with the Award of Merit for his many
achievements and contributions to the PCSO and the
specialty of orthodontics.
Established in 1987, the Award of Merit recognizes and honors an
orthodontist or paraprofessional, within the geographic boundaries
of the PCSO, who has made a significant contribution to the
profession of orthodontics over a number of years. Dr. Mulligan
received his award on October 15 at the Annual Session.
Dr. Mulligan was born in Grand Forks, North Dakota. He was
one of ten children and attended school in Langdon, North
Dakota. Sports and physical activities were a major part of Dr.
Mulligan’s childhood.
In 1953, Dr. Mulligan left college for the Army, where he
played football. In 1955, following his Army tour, Dr. Mulligan
enrolled in the School of Dentistry at Marquette University. He
received his DDS in 1960 and then attended Indiana University’s
orthodontic program, graduating in 1962 with an MSD. He then
moved to Phoenix, Arizona, to begin his orthodontic practice,
where he continues to practice and reside.
Dr. Mulligan has been active in his profession and his
community. He is a Diplomate of the American Board of

Orthodontics and a past president of the
Southwest Component of the Edward H.
Angle Society. He is also past president
of his Toastmasters and Kiwanis clubs.
Dr. Mulligan has published many
scientific papers in a variety of journals
and contributed to and authored several
books. He has also lectured throughout
the world, bringing his “Common Sense Mechanics”
philosophy withhim, wherever he goes.
Dr. Mulligan has many interests outside of his profession,
including boating, sailing, flying and jogging. He holds
a commercial pilot’s license, a multi-engine rating and is
instrument rated. With all of these pursuits, he still has time
for his wife, Teresa, and eight healthy and successful children.
Dr. Mulligan’s philosophy has been to bring “Common Sense
Mechanics” to every orthodontist. He believes that “everyone
is born with music; unfortunately, many never discover what
their music is. There can be no greater tragedy in life than
for someone to take their music to their grave.” Dr. Mulligan
would like to leave his music behind for all to enjoy. Thank
you, Dr. Mulligan for your many contributions to our specialty.

2007 Lifetime Achievement Award
Arthur A. Dugoni, DDS, MSD

T
he PCSO Board of Directors selected Dr. Arthur A.
Dugoni, Dean Emeritus at the Arthur A. Dugoni School
of Dentistry at the University of the Pacific (UOP),
as the second recipient of the PCSO Lifetime Achievement
Award. Established in 2005, this PCSO award recognizes
exceptional personal effort by a PCSC member to advance the
art and science of the orthodontic specialty. The individual
must have lived his or her professional life committed to the
pursuit of excellence. The award is given only under very
special and exceptional circumstances. Dr. Dugoni received his
award on October 15 at the Annual Session.
Dr. Dugoni has been active in dentistry and his specialty since
his graduation from the College of Physicians and Surgeons
(forerunner of Arthur A. Dugoni UOP) in 1948, where he was
class valedictorian. He maintained a private practice for almost
40 years, until 1987. He was also active in dental education and
in the politics of our profession, including teaching operative
dentistry, pediatric dentistry and orthodontics. He also served
as chair of the department of orthodontics at UOP from 196367. He pioneered and initiated the primary and mixed dentition
orthodontic clinic at UOP in 1963 that continues today under
Dr. Steve Dugoni, his son and past president of the PCSO. Dr.
Dugoni served as dean of the UOP School of Dentistry from
1978-2006.
Dr. Dugoni is past president of the American Dental
Association, California Dental Association, San Mateo
County Dental Society, PCSO (Central Section) and the
California Chapter of the American College of Dentists. He is
a Diplomate of the American Board of Orthodontists, where he
served as a director (1979-86) and president in 1986.
FUTURE MEETINGS
Dr. Dugoni has received numerous awards, including the
American College of Dentists William John Gies Award (2001)
Dr. Dugoni
and the Dale F. Redig Distinguished Service Award (2003) from
the California Dental Association. In 2006, Dr. Dugoni received an
honorary degree, Doctor of Humane Letters, honoris causa, from
the University of Louisville, and the University of the Pacific
presented the Order of Pacific, their highest honor, for 55 years
of service. These are but a few of Dr. Dugoni’s awards and
honors.
Dr. Dugoni is a fellow of the American and International
College of Dentists and the Academy of Dentistry
International. A member of the Pierre Fauchard Academy,
Dr. Dugoni received their gold medal award in 1996 and the
Distinguished Service Award from the Northern California
Chapter in 1982. His bibliography is listed in many editions of
“Who’s Who.”
He has presented more than 900 lectures, papers, clinics and
essays throughout his distinguished career. Dr. Dugoni still
found time for his wife, Katherine, his seven children and his
15 grandchildren. Dr. Dugoni, you have, indeed, done it all
and done it extremely well. Thank you for your many years of
service to our profession.
