United Nations Development Programme Namibia Terms of Reference for Data Analyst Contract Duration: (three months) Unit/Programme: United Nations Development Programme, Namibia Organisation Context: UNDP Namibia, Country Office (CO) is re-focusing its efforts to support innovation, knowledge management and an evidence based approach to enhance UNDP’s leadership as a thought leader in sustainable human development. In order to respond effectively to the corporate UNDP Strategic Plan 2014-2017, the Harambee Prosperity Plan (2016/17-2019/20) and National Development Plan priorities, the CO, seeks to enhance development effectiveness by improving systems, tools and mechanisms for national policy and strategy planning, analysis, monitoring, evaluation and reporting. In this regard, UNDP works closely with the UN Country Team in Namibia through the Office of the UN Resident Coordinator. For this tasks to be achieved, timely availability of credible data is critical to buffer the upstream engagement of UN/UNDP. In this context the UNDP CO and the Resident Coordinator’s Office (RCO) proposes to set up a robust data base to collate and disseminate up to date and credible information on the social economic and environmental development in the country. For this purpose, UNDP CO and RCO seeks the services of a Data Analyst, to design develop and maintain a data base of relevant statistics. Responsibilities Under the overall guidance of the Economics Advisor and supervision of the Poverty Reduction Officer and close collaboration of the UN Coordination Specialist or Coordination Analyst, the Data Analyst will undertake the following assignments: Planning and development of a data management system and processes specifically related to data collection templates in the frame of the database and other reporting requirements. Maintain a database of economic, social and environmental indicators for Namibia. Support to the relevant stakeholders to provide necessary inputs to the reporting required, review existing and incoming data and metadata for currency, accuracy, usefulness, quality and completeness to facilitate consistent and harmonized datasets. Linkages to reference datasets. Generate Interactive Web-Based Reports Create Dashboards for Real-Time Tracking and Insights Advice and support on enhancing the compatibility of data and metadata structures with related systems, standards or regulations. Generation of relevant maps for data review and analysis as well as reporting. Preparation of spatial data queries (with Post GIS database) for maps, graphs or tables. Production of printable maps (with ArcGIS or similar software) for reporting. Collate data in the thematic priority areas as determined by the supervisor in line with the CO and UN programmatic requirements (e.g. Inclusive growth; Macro analysis and impact of environmental projects, Poverty projects, and any related development issues as identified by the UNDP and UN Country Team. Compilation and updating of relevant socio-economic data on sustainable development and key thematic areas for assisting with National Human Development Reports(NHDR) and Africa Economic Outlooks(AEO) Assist in data collection and information gathering to support ongoing and proposed research, policy/strategy development. Mentor the UN Coordination Analyst (Monitoring & Evaluation) and interns on relevant thematic issues. Any other task as needed. Qualifications/Competencies: The successful candidate will fulfill the following criteria: University degree in Economics, Social sciences, Statistics, Computer Science. Proficiency in computer programs, including Microsoft Excel and ACCESS and STATA; Knowledge about the technical aspects of data management and utilization. Knowledge about data processing and evaluation, management and in organizing the collection, storage and usage of geographic data. Ability to handle a large volume of work in an effective and timely manner Experience working in the field of international development or research (desirable); Understanding of the social, economic, institutional, and political environment in Namibia including an understanding of local power structures; Ability to support evidence-based policy analysis through collection of relevant data; Fluency in English Punctuality, intellectual curiosity, willingness to take initiative and work under pressure to meet deadlines.
