February 2013 Seeking to fill the position of DATA ANALYST Food and Drug Administration (FDA) / Center for Devices and Radiological Health (CDRH) / Office of Surveillance and Biometrics (OSB) / Informatics Staff Silver Spring, MD General Job Description: Provide expertise to acquire, manage, manipulate, and analyze data and report results. Responsibilities: Daily Operations 1. Identify problematic areas in data quality, and conduct research to determine the best course of action to improve the data quality 2. Analyze and problem solve issues with current and planned systems as they relate to the integration and management of medical patient data (for example, review for accuracy in record merge, unmerge processes) 3. Analyze reports of data duplicates or other errors to provide ongoing appropriate inter-departmental communication and monthly or daily data reports (for example, related to the EMPI) 4. Monitor for timely and accurate completion of select data elements (for example, verbal physician orders) 5. Identify, analyze, and interpret trends or patterns in complex data sets 6. Monitor/maintain/update data dictionary and provide statistics Data Capture 1. In collaboration with others, develop and maintain databases and data systems necessary for projects and department functions 2. Acquire and abstract primary or secondary data from existing internal or external data sources 3. In collaboration with others, develop and implement data collection systems and other strategies that optimize statistical efficiency and data quality 4. Perform data entry, either manually or using scanning technology, when needed or required Data Reporting 1. In collaboration with others, interpret data and develop recommendations based on findings 2. Develop graphs, reports, and presentations of project results 3. Perform basic statistical analyses for projects and reports 4. Create and present quality dashboards 5. Generate routine and ad hoc reports as requested Knowledge, Skills, and Abilities 1. Technical expertise regarding data models and database design development. Understanding of XML and SQL 2. Proficient in MS Word, Excel, Access, and PowerPoint 3. Experience using Business Objects and Informatica software packages is desirable for analyzing large datasets 4. Computer programming skills preferred. Adept at queries and report writing. 5. Knowledge in using basic statistical functions and usage in data analysis CDRH Data Analyst Page 1 February 2013 6. Experience in data mining techniques and procedures and knowing when their use is appropriate 7. Ability to present complex information in an understandable and compelling manner 8. Able to read and understand policies and processes and represent the office in CDRH’s Data Management Working Group 9. Able to document process flows, policies and procedures and have excellent writing skills to document and present project accomplishments, policies and procedures Preferred Qualifications: 1. Bachelor's Degree in Information Management, Healthcare Information, Computing, Mathematics, Library and Information Sciences, Operation Management, Statistics, or related fields 2.
