JOB CLASS DESCRIPTION Page 1 of 7 Job Summary: Job Class: Public Health Nurse Department: Public Health Supervisor: Public Health Nursing Supervisor (Occupational Health Nurse reports to Director of Health Promotion and Protection) FLSA Status: Exempt and Nonexempt Grade: 13 Revision Date: October 2016 Prepared by: Trusight Under direction, performs professional nursing to clients in their homes, at clinic sites, correctional health, school settings, etc. as part of a comprehensive public health program and to employees in the occupational health program including assessments, treatment plan development and education. Carries out programs and provides services to protect and preserve the health of the population through application of public health principles. Plans and provides direct care, makes referrals to providers and evaluates services. Scope of Responsibility: Responsible for the quality and accuracy of his or her own work. Complies with current ND Nurse Practice Act and scope of practice. Work is performed independently under general supervision. Provides direction to Home Health Aides, LPNs, other ancillary staff, and students. Responsible for the care and safe operation of equipment. Minimum Qualifications: Bachelor's degree in nursing and two or more years of previous professional nursing experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Occupational Health program experience is preferred for the Occupational Health assignment. A valid State of North Dakota license as a registered nurse and driver's license or evidence of equivalent mobility are also required. Activities are varied including patient care and similar work with moderate physical demands, as well as computer and telephone use, reading, and other work of a light nature. There is regular lifting, pushing or pulling such as when transferring patients, and moving supplies and equipment. There is considerable attention to detail. Regular driving is required for home visits and school coverage in all types of weather conditions. Activities include stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing/listening, seeing/observing, repetitive motions. Medium Work: Physical demands are normally those associated with medium work: Exerting up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and/or 10 pounds of force frequently or constantly. The job may require dealing with individuals who are emotionally charged. There is regular exposure to potential hazards such as body fluids, contagious diseases and environmental hazards. Special Assignment – School Nurse: Assignments in addition to previously listed (1-10) essential duties and responsibilities 11 Maintains confidential health records for students at each school following both HIPPA and FERPA guidelines. 12 Administers medications based on doctor’s orders/standing orders as well as on an emergency basis, such as epi-pens. 13 Serves as a resource to school staff and parents. 13.1 Serves on school committees; 13.2 Conducts home visits as requested by school administration. 14 May plan and implement health fairs at schools. Special Assignment – Shelter/Withdrawal Management Unit Assignments in addition to previously listed (1-10) essential duties and responsibilities Special Assignment Summary Under the direction of the Shelter/WMU Director, the Registered Nurse (RN) provides professional nursing services to adult clients within the City detox and shelter facility, and oversees the day to day operations of client services of the Withdrawal Management Unit (detox). This includes providing support and direct supervision to staff members, and ensuring maximum effectiveness in the delivery of services. Performance of duties will incorporate recovery oriented care and harm reduction practices, and sensitivity to substance use, mental health, and co-occurring disorders. Establishes and provides oversight of medication administration training and protocol, monitors compliance with medication administration standards, and documents in client records as appropriate. Evaluates individual’s response to intervention and progress toward established outcomes with members of the health care team. Monitors staff training and development related to program specific information. Provides evaluation, documentation and statistics in accordance with established procedures. Ensures the use of assessment data utilizing appropriate assessment techniques. Assist with the development of an individualized plan of care for participants based on nursing expertise and individual’s condition utilizing assessment data and standards of care. Provides nursing interventions as identified by the plan of care and/or immediate need. Works closely with the Director and Program Coordinators to review and assess the effectiveness of all program components. Collaborates with Director and Program Coordinators to identify staffing needs. Participates in recruitment, retention and training of WMU and Shelter staff.
