E D U C A T I O N 1 12 SNEC pushes the frontier of ophthalmic education at several levels: EDUCATION Undergraduate Head, Training and Education Dr Ong Sze Guan Two-week undergraduate postings are offered every year to a select number of third and fourth year students from the National University of Singapore (NUS). In these postings, students attend live surgery demonstrations, clinic attachments, ward teaching sessions and other activities conducted by SNEC consultants who hold clinical teaching appointments at the NUS. SNEC has also forged affiliations with Singapore Polytechnic which offers Singapore’s Basic and Advanced Diploma programme in Optometry. Students in the programme undergo regular training attachments in the SNEC. Growing demand for Wet-lab and skills transfer courses conducted by the SNEC faculty 4 In addition, SNEC conducts weekly Continuing Medical Education (CME) sessions as well as special CME courses throughout the year for practising ophthalmologists to provide updates and reviews on new advances in the field. Regular CME programmes are also conducted for family physicians covering topics that are of interest and relevance to their practice. Overseas Fellowship Programme SNEC regularly receives fellows from overseas for training attachments in the various subspecialties. Over the years, a total of 114 fellowship trainees as well as short-term observers from 19 countries have completed their training in the SNEC. International Conferences and Advanced Teaching Courses SNEC has established its reputation over the last decade in the organisation of highly specialised teaching courses, skills transfer workshops, wet lab courses as well as large-scale international congresses which have attracted thousands of participants from the region and beyond. Ophthalmic Nursing, Paramedical and Technician Training Courses The programmes include basic Ophthalmic Nursing Course, Clinical Updates for Optometrists, Opticians and Orthoptists as well as special courses targeted at Ophthalmic Technicians organised by the training arm of the SNEC Nursing Department. The Basic Ophthalmic Nursing Course organised since 1996 is well attended by participants locally and abroad from countries such as Malaysia, Thailand, Brunei, Myanmar, the People’s Republic of China and Vietnam. 13 R E S E A R C H 1 14 2 Research is the other core activity given top priority in the SNEC. Scientific papers written by SNEC clinicians have been published in prestigious, internationally renowned, peer-reviewed journals such as The Lancet, Journal of the American Medical Association (JAMA), British Medical Journal (BMJ), Archives of Ophthalmology, Ophthalmology and others. To further propel ophthalmic research in Singapore, the Singapore Eye Research Institute (SERI) was set up in 1997 under the auspices of the SNEC. SERI has since evolved as the national coordinating centre for ophthalmic and vision-related biomedical research. Much synergies have been achieved with the close proximity of SERI within the SNEC complex. Singapore has witnessed numerous ophthalmic advances resulting from research led by SERI and SNEC investigators. Some highlights: • In collaboration with SERI’s Ocular Surface Stem Cell Research Programme, SNEC has become a world pioneer in performing conjunctival stem cell transplantation. The Centre has continually been the regional reference centre for the evaluation of many of the latest technological advances in the field. Large-scale epidemiological studies to examine the distribution of and risk factors for major eye diseases in Singapore including myopia, glaucoma and pterygium have been completed. A new vision improvement programme using neural stimulation exercises is also under trial with promising results. Landmark SERI-ARVO Meeting In 2003, SERI hosted the first joint meeting with the prestigious US-based Association for Research in Vision and Ophthalmology (ARVO), the world’s largest organisation in eye research with more than 10,000 members from over 60 countries. It was the first large-scale vision research meeting in Asia, and involved more than 800 attendees from 36 countries. In Feb 2005, SERI has once again been honoured to host the 2nd SERI-ARVO meeting which attests to the tremendous success of the inaugural event. 15 I N T E R N A T I O N A L C O L L A B O R A T I O N S 1 16 Over the years, SNEC has spread its reach and has established strategic alliances and collaborative links with major eye institutions from various parts of the world. Community Involvement SNEC has organised numerous public forums, public lectures, and community eye screenings to foster local awareness of eye care and to promote eye health over the years. One major undertaking is the National Eye Care Day, held annually since 2000. The National Eye Care Day, spearheaded by SNEC involves thousands of Singaporeans receiving free eye screenings, health screenings and public education on wide ranging eye care topics. The 4th National Eye Care Day launched by the Acting Minister for Health, focused on Eye Care for Children which saw SNEC’s collaborations with Health Promotion Board and Singapore Polytechnic in hosting over 1,800 school children from 25 schools in Singapore to a series of activities 1 2 1. School children learning the importance of good eye care habits as they try out eye patches to simulate loss of vision 2. Acting Minister for Health, Mr Khaw Boon Wan launching the 4th National Eye Care Day 3. SNEC regularly organises community eye screenings for common blinding eye conditions that afflict the elderly 3 including interactive displays, poster exhibition, video screening on eye care, public talks, quizzes and games that reinforce good eye care habits. Another initiative, Project ElderVISION which is supported by the Ministry of Community Development & Sports and the Ministry of Health, aims to raise the level of eye care provided to the elderly through training of care providers from elder care organisations. Through the SNEC training workshops, caregivers are educated to recognise and refer eye conditions among seniors to eye care specialists. This community service programme is hailed as an important step forward in empowering general care providers to be involved in basic eye care and in making referrals to and interventions by eye specialists more effective. SNEC also plays an important part in the prevention of diabetic eye disease among Singaporeans as it is the major cause of blindness in Singapore. Early detection of this condition can prevent further deterioration and blindness in many cases. Over 120,000 screenings for diabetic retinopathy using fundal photography technique have been conducted since 1990 and represent the world’s largest series in this field. Regular public talks have also been organised to raise awareness on the proper management of diabetic eye disease.
