CHINO VALLEY INDEPENDENT FIRE DISTRICT FIRE PROTECTION STANDARD FIRE ALARM SYSTEMS STANDARD # 1. REVISED 10-22-14 PAGES 4 ADMINISTRATIVE 1.1 AUTHORITY: The standard is adopted under authority of the 2013 California Fire Code, Chapter 9, as adopted by the Chino Valley Independent Fire District. 1.2 SCOPE: This standard provides specific requirements for the installation of fire alarm and sprinkler monitoring systems. This standard applies to new installations and/or tenant improvements. 1.3 PURPOSE: The purpose of this standard is to establish a policy for standardization of the installation of said systems and to set forth inspection and policy requirements within the District. 1.4 PLANS SUBMITTAL: A minimum of three (3) complete sets of plans shall be submitted for approval by Chino Valley Independent Fire District. A minimum of two (2) complete sets of data sheets, manufacturer’s instruction, and current California State Fire Marshal (CSFM) listing sheets shall be submitted with the plans. Plans shall clearly indicate the required information as outlined in Chapter 7 of National Fire Protection Association (NFPA) 72, and in addition to said section the following information shall be included: 1.4.1 1.4.2 1.4.3 1.4.4 1.4.5 1.4.6 2. 133 Provide a floor plan showing the location of all initiating and signaling devices, control and trouble-signaling equipment, annunciators, power connectors, and all egress-control devices. Identify all zones and notifying circuits. Each address shall be located next to said device. Provide the ceiling configuration, surface and height. Provide the sequence of operations following the actuation of any fire and life safety device. This shall include all special egress-control systems, and the Knox Box. Specify the device mounting heights and locations. If special egress control devices are located within the building, the plans shall demonstrate compliance with the California Building Code. GENERAL 2.1 All fire alarm or monitoring systems shall be designed and installed to the requirements of the current adopted edition of NFPA 72, the California Building Code (CBC), California Fire Code (CFC), California Electrical Code (CEC), and California Mechanical Code (CMC). 2.2 No deviations from the requirements outlined in this standard will be made without prior approval from the Fire District. In the event a deviation is desired, said deviation shall be Std. #133 Fire Alarm Systems submitted through an Alternative Means & Methods process. The deviation shall be designed so the level of safety is not reduced. 3. 4. 2.3 Voluntary fire alarm installations are required to comply fully with all applicable codes. A letter of acknowledgement from the building owner shall be submitted to the Fire District. Said letter shall acknowledge that the owner is aware that the system is being installed voluntarily and that the system will be maintained in accordance with all applicable codes and standards. 2.4 It shall be the responsibility of the Fire Alarm Company to notify the Fire District’s Dispatch Center for periodic inspections during construction and prior to final inspections of the building(s). Failure to notify and place the system on test can result in a fine(s). POWER SUPPLY 3.1 Voltage calculations shall be on the plans. The voltage drop shall not exceed 20%. For fire alarm tenant improvements, voltage drop calculations shall be provided for the most demanding circuit(s) in the area of work. 3.2 Stand-by battery calculations shall be on the plans. These shall include both stand-by and alarm conditions. Calculations shall be performed for 100% of the load. 3.3 When auxiliary power and/or control panels are being added to an existing system, detailed point to point connection between this equipment and the main control panel, including relays and modules, shall be on the plans. Only circuit zones affected by this work need to be identified on the drawings. SYSTEM REQUIREMENTS 4.1 The new installation of combination security and fire alarm systems are prohibited. In existing buildings, a panel upgrade or major construction remodel shall require the fire alarm system to become a stand-alone system. 4.2 If duct detectors are part of the alarm system or if required to be monitored by an applicable code or standard, their activation shall initiate a shutdown of all applicable HVAC system(s) and a supervisory alarm signal to the central station. Activation of the duct detector alone shall not put the alarm system into general alarm. Duct detectors shall not be tied into a fire sprinkler monitoring system. In the event, it is requested by the building owner, a letter of acknowledgement shall be submitted with the plans. The letter shall comply with Section 2.3 of this standard and the duct detectors shall report as aforementioned. 4.3 A supervised remote annunciator is required to be located at a constantly attended location within the main lobby area of a building or other approved location. In strip malls or multitenant buildings, the annunciator shall be located in the lowest number or lettered suite. 4.4 If the building is equipped with a Knox Box it shall be monitored by the fire alarm or monitoring system. The switch ordered with the Knox Box is a normally closed tamper switch. It shall report as a supervisory alarm to the central station. 4.5 All fixed fire protection systems shall be interconnected (monitored) by the fire alarm system. This shall include the tamper valve to the in-rack sprinkler systems. 4.6 All high volume low speed (HVLS) fans shall be interconnected to a fire alarm system or monitoring system. The fan(s) shall shut down upon an alarm condition. Std. #133 Fire Alarm Systems 4.7 Systems shall directly transmit a signal to an approved central station and such signal shall be shown on a permanent record. These records shall be automatically dated and time stamped at the time of their receipt. These signals shall be designed to transmit the following information. 4.7.1 4.7.2 5. SPRINKLER MONITORING SYSTEMS 5.1 6. Single alarm signals may be permitted when multiple zones are required, provided that an approved visual means of zone indication is located at the protected premises, in an approved location. Transmit clearly defined signals including but not limited to alarm tamper, power loss and general trouble. A fire sprinkler monitoring system shall meet the provisions of the current adopted California Fire Code. The system shall comply with Section 4 of this standard. Additional items added to the fire sprinkler monitoring system shall be submitted with a letter of acknowledgment from the building owner, as identified in Section 2.3 of this standard. INSPECTION REQUIREMENTS 6.1 All fire alarm systems shall be tested and inspected in accordance with the proper NFPA standards. All tests shall be witnessed by a Fire District Inspector, as required. The following inspections are required, as applicable, for each specific system and/or permitted scope of work: 6.1.1 6.1.2 6.1.3 New Fire Alarm Installation – 100% functional test Panel Upgrade, including new circuitry – 100% functional test Device upgrade or change out – All new devices shall be tested The 100% functional test shall be performed with the buildings primary power only. It shall include transmission of signals to a central receiving station, devices shall include, but not be limited to the following: smoke detectors, heat detectors, sprinkler water flow and tamper switches, manual pull stations and Knox supervisory; trouble test of each zone, primary and secondary power test and notification devices. 6.2 Failure to comply with the Inspection Requirements will result in the inspection not being completed and a re-inspection fee charged. All inspections shall be scheduled a minimum of 48 hours in advance. Certificate of Completion Maintenance Agreement Test Signals received from the Monitoring Company 6.5 Any existing system undergoing alterations must be provided with a current annual inspection form. Certificate shall be current prior to final acceptance of any system modification. 6.6 Each system install shall be provided with a matrix and zone list located at the annunciator and FACP. SPECIAL CONCERNS Std. #133 Fire Alarm Systems 7.1 Notification within stairwells, for multi-story buildings shall be similar to the spacing requirements as set forth for corridors. A device (15 cd) shall be located on the 1st floor stairwell, top floor and every 100 linear feet in-between. Notification devices within the stairwell shall activate upon an alarm signal from any floor within the building/structure. 7.2 When a fire alarm system is installed within a residential occupancy, smoke detectors within sleeping area, corridors or areas adjacent to sleeping areas shall be installed in accordance with the California Building Code. __________________________________________________________________________________ Std. #133 Fire Alarm Systems
