PURPOSE OF YOUR JOB
Give in one or two sentences the basic reason why your job exists.
To maintain the force’s databases, ensuring service availability and
minimising the impact of system change and service disruption.
To provide database support via the ICT Service Desk or Service Delivery
support personnel, ensuring fault calls and requests for help and advice are
resolved and actioned within agreed time limits.
To complete project work to include:

Supporting an active user base of 2,500 (in excess of 1,800 terminals).
The postholder will be responsible for maintaining and operating the forces
databases. These are predominantly Oracle but also includes MS SQL
Server and MySQL.
The postholder will be in daily contact with systems with a value in excess of
£10 million.
There are in excess of 50 mid range application computer servers using
Solaris, Linux and Windows Server and hosting in excess of 100 Oracle, SQL
Server and MySQL Databases. These are connected to over 30 sites via local
and wide area networks supporting in excess of 2000 end users.

ACCOUNTABILITIES

ACCOUNTABILITY 1
Perform daily monitoring of the Forces databases and respond to any faults or
failures found. This should include overnight ETL processes, backups,
exports, checks of Disaster Recovery databases and processing of National
data extracts such as INI and NFLMS.
Respond to system faults and failures raised via the IT Service Desk and
proactively check for any additional issues.
Any procedures or corrective actions should be documented and the
documentation regularly reviewed and updated.

ACCOUNTABILITY 2
To assist the in the implementation, operation and management of the Force
databases, responding during periods of absence and unavailability, ensuring
that at all times an up to date record of the Force's data is maintained through
the data dictionary and event history. To identify methods to streamline
database enquiries in order that data management and enquiries are handled
efficiently.
Key tasks will include operational tuning of databases to ensure optimum
performance.

To take an active part in nominated projects, liaising with project team staff,
third party suppliers and end users to ensure that Force and user
requirements are met. To ensure issues relating to the Force database
standards, for example CorDM, are covered and accounted for within the
project. To apply ITIL standards and procedures to work.
To provide technical advice and assistance to the project team, when
necessary, and to assist with user and system testing and tuning. When
appropriate to produce acceptance test scripts.
To produce handover procedural documentation prior to completion of the
project and to provide training or advice to other DBAs and other ICT Services
staff where necessary.
To provide any scripting or ETL processes required for data extract or transfer
to or from other databases.

ACCOUNTABILITY 4
Provide analysis, diagnosis, support and technical advice in relation to
database software issues, including SQL and PL/SQL queries, in accordance
with ITIL principles. To provide database support to ICT Services staff and
users as appropriate in order to resolve faults and problems. To coordinate,
with the Senior Technical Support Analyst and User Managers, any database
work that may impact upon users. To liaise with 3rd party suppliers regarding
any faults where necessary.

To maintain a disaster recovery environment for core force applications. If
necessary to perform failover or switchover to standby databases either by
manual means or though specialised database tools such as Oracle Data
guard. This needs to take into account the variations in different systems and
differing database versions. Care must be taken as problems can result in
extended loss of service.
To update the Oracle LDAP name server to reflect the new location of the live
database.
Disaster recover plans must be actioned as quickly as possible to minimize
downtime to police officers and staff.

When appropriate undertake the installation of new database software, create
new databases and migrate existing databases to new version and/or servers.
To setup standby databases and identify any issues whilst upgrading or
moving databases. To liaise with 3rd party suppliers and where appropriate

As new database technologies, operating systems and police systems evolve
the postholder will be required to update their knowledge and understanding.
For example the DBA needs to maintain a current knowledge of the Oracle
world (new database releases, new database tools, revised best practice,

HARDEST PART OF YOUR JOB
Describe what is the most difficult, complex or challenging part of your
job and explain why.
In the event of major faults on the critical central server systems or databases,
being able, whilst under considerable pressure from outside influences, to
assess the full consequences of both the cause and any potential plan of
action giving due regard to the fact that any mistake could result in loss of
data and/or extended periods of system downtime.
The postholder is required to work with different versions of database
software, hosted on varying versions of OS platforms. Each procedure
completed by the postholder can require different steps depending on version
and platform. Many procedures can impact upon critical Force systems and
can have an impact on all end users.
The postholder is expected to be able to work autonomously and within the
bounds of ITIL and force IT policy. This often requires analysing problems,
planning and considering the best method of resolution. Good communication
is required at each stage both in dealing with users, managers and third
parties and within documentation produced.

Daily workloads fall into four basic categories:
i)
Allocated tasks by supervisors.
ii)
System generated tasks - the system identifies both hardware and
software faults or tasks which require action or alteration. For example
as more data is stored the databases grow and require more space.
iii)
User generated tasks - meeting the requirements of staff forcewide or
outside agencies who require specific non-standard database support.
For example requests to update a system.
iv)
Self generated - during daily routines other tasks become apparent
which require action. Individual projects have been self generated, for
example re-establishing the Oracle RMAN backups after the RMAN
repository database was moved. Much of the work requires
prioritisation and this is often the responsibility of the postholder.
Outputs are sent forcewide and to outside agencies as appropriate.
(c) How your job relates to the work of other officers, groups,
committees, general public, both within and outside the Constabulary.
The postholder’s work directly affects nearly all users of IT within the
Constabulary. Critical database systems such as Command and Control will
have an effect on the organisation and the general public.
The postholder’s work can affect outside agencies like the national NFLMS
and PLXCRB data extracts.
Contact is with staff at all levels throughout the Constabulary (individual
end-users, User Managers, IT Support staff, IT Systems Administrators, IT
Service Desk, Availability and Capacity Manager, Service Delivery, System
Developers, System Suppliers etc). Such a varied level of contacts requires
the postholder to have a high level of interpersonal skills in dealing with these
different groups.

IT background with proven experience in the DBA role. The postholder needs
to demonstrate an ability to learn complex technical material.
An IT qualification to Degree level or at least 3 years proven industrial
experience working within an IT environment.
3 years of practical Oracle/SQL Server database administration experience
(including installation, upgrades, migration).
3 years experience of production system support (including experience of
system housekeeping, client-server systems, fault-finding and performance
analysis).
2 years Unix experience (Solaris, Linux) with shell scripting.
2 years MS Windows Server experience.
Practical experience of database backup, recovery and disaster recovery
techniques.
Practical experience of using Oracle tools including Data Guard, Grid Control,
RMAN, standby databases, Oracle Networking and OID.
Sound knowledge of database theory and design.
Experience of Database Security principles.
Experience of working with Oracle Application Server.
Good knowledge of SQL and query writing.

ADDITIONAL INFORMATION
Briefly explain any aspects of your job which you think have not been

This post provides specialist technical skills in provision of underlying
database services utilised by key computer applications within the Force.
Failure of these services can have a severe impact upon the functioning of the
Force, either in part or as a whole. Strategies are adopted, no matter what
time of day, to restore services and data as soon as possible to minimise
disruption and maintain efficient running of the Force.
The high level of change in the Force may result in some instances of tasks
not specifically covered by this job description being allocated to the
postholder by senior staff. It should also be recognised that the prime
function of the Department is to deliver communications and computing
services to operational officers, as such the needs of the service must take
precedence (in atypical circumstances) over formal documentation of roles
and working practices. In the case of operational emergencies all members of
the Department will be expected to adopt a professional approach to
completing any tasks and duties that may be assigned to them.
