SOUTH CAROLINA South Carolina Central Cancer Registry Are SC Patients Receiving Standards of Care for Breast and Colon Cancer: Using Cancer Registry Treatment Data in the State Cancer Control Plan NATIONAL PROGRAM OF CANCER REGISTRIES SUCCESS STORY Public Health Problem: SC has known health disparities, evidenced by differences in cancer incidence and mortality rates by county and by race. There has never been a statewide evaluation performed on whether nationally accepted treatment standards of care are being followed for SC cancer patients. The extent to which treatment standards are followed could impact patient outcomes, specifically cancer mortality/ survival. Examining treatment trends will help target issues related to cancer disparities in SC. months (120 days) of diagnosis for patients under the age of 80 with AJCC Stage III (lymph node positive) colon cancer. 5. Colon Cancer Measure: At least 12 regional lymph nodes are removed and pathologically examined for resected colon cancer. Collaboration: The major collaborator for this assessment is the SC Cancer Alliance (SCCA), the statewide coalition for cancer prevention and control. The SCCA is responsible for revising the SC Cancer Control Plan. Inclusion of additional data-driven objectives was the focus for the latest revision of the Plan in 2010-11. The SCCCR Director, serving on the SC State Cancer Control Revision Committee, recommended that objectives be added into the plan based on these clinical checks in order to evaluate cancer treatment in the state. The recommendation was endorsed by the ACoS CoC State Cancer Liaison Physician, and accepted by the Committee. Objectives were then developed based on the clinical checks and included in the 2011 Revision of the State Cancer Control Plan. Use of Surveillance Data: Five quality of care measures were developed and agreed upon by CoC, ASCO, and NCCN regarding first course of treatment for hospitals in recent years. (http:// www.facs.org/cancer/qualitymeasures.html) Clinical checks based on these measures were then developed for use in central cancer registries and presented at the NPCR Program Directors Meeting in 2010. They include: 1. Breast Cancer Measure: Radiation therapy is administered within 1 year (365 days) of diagnosis for women under age 70 receiving breast conserving surgery for breast cancer. 2. Breast Cancer Measure: Combination chemo- Public Health Outcome: The SCCCR protherapy is considered or administered within duced baseline measures using 2006-2010 4 months (120 days) of diagnosis for women data for breast and colon cancer, years for under 70 with AJCC T1cN0M0, or Stage II or which complete treatment was reported.
