SPECIAL TERMS
1. All equipment must be of the latest models of the range specified by the
technical specifications (authenticated certificate by the manufacturer must be
submitted), old models will be rejected.
2. Submission of a formally endorsed certificate of FDA approval/ clearance for
selling equipment of USA origin to USA healthcare facilities (installation
references must be included in the offered documents), CE mark (MDD)
certification for European Equipment that meet the country of origin
requirements clearly indicating the certifying body number for class ΙΙ
equipment. JIS (Japanese Industrial standards) approval for Japanese
equipment, CSA (Canadian Standards Association) approval for Canadian
equipment, offers not including such certificates will be rejected.
3. Country of origin:
3.1. USA, Canada, Japan, UK, Sweden, Finland, Denmark, Switzerland,
Belgium, Germany, France, Netherlands.
3.2. Products manufactured by well-known companies based in countries
mentioned in item 3.1 that have manufacturing plants in different parts of
the world and hold free-sale certificates in the original country where the
mother company is based will be taken into consideration.
3.3. For countries not mentioned in 3.1, ONE of the following conditions
must be met:
a. A formally endorsed certificate from the Institute of Biomedical
Technology/ Royal Medical Services, indicating that the system itself or
an older model of the same type has been used by the Royal Medical
Services for a minimum period of five consecutive years with an
acceptable service record, and without any written claims.
b. The offered model must have successfully passed through the process of
medical equipment assessment program in accordance with the
regulations of the assessment committee in the Royal Medical Services
(acceptance certificate must be submitted).

4. Offers must include an original copy of free-sale certificates in the original
country where the mother company is based endorsed by the ministry of health

clear and unequivocal response to each and every entry on the other side, with
reference (page and line numbers) to technical brochure(s). Failure to comply,
gives the purchasing committee the right to reject the offer in whole, or in
part. Bidders will be held responsible for all information in compliance sheets.
Erroneous or misleading entries will be recorded for future reference and may
eventually render bidders in question blacklisted.
14.Any accessories and consumable items necessary to operate the offered
system(s) must be clearly identified and priced. Prices must be fixed for a
minimal period of 5 years. A start-up kit of accessories and consumable items
must be provided with the system(s).

15.Spare parts availability must be guaranteed for a minimum of 10 years starting
from date of installation and commissioning.
16.Offers must include a comprehensive, priced list of spare parts valid for a
minimal period of 5 years. Any item not listed will be considered as free of
charge. Another copy of the list must be submitted at the Institute of
Biomedical Technology (IBMT) before an installation-and-commissioning
certificate can be issued.
17.For PC based systems, a complete restoration CD/DVD (Operating system and
application software) must be supplied. Only computers made by hp/Compaq,
IBM/Lenovo, Fujitsu, Dell, SUN systems or by the same manufacturer of the
offered system(s) are acceptable.
18.This tender shall be processed as a package; partial bidding will be rejected.
19.The package must include a teleradiology solution for diagnostic, highresolution image viewing from KHMC department of radiology. Bidders are
encouraged to meet with senior radiologists at KHMC to acquaint themselves
with the required set up.
20.All items must be DICOM 3.0 and HL7 compliant.
21.Pre-installation:
21.1. For all items, pre-installation shall be the responsibility of the supplier,
and shall include all floor ducting and finishing, false ceiling, room
lighting, AC, and any electromechanical work and/or civil work
involving site modifications necessary to accommodate the new system
in coordination with the civil and/or electromechanical and/or IT
infrastructure contractor(s)
and in accordance with the system
manufacturers' specifications and international hospital standards.
21.2. For Item 1 (Magnetic Resonance Imaging System), A high-quality and
efficiency chiller sufficient to satisfy all the cooling requirements must be
supplied and installed with the system.
21.3. For each and every one of the X-Ray Imaging and computed
tomography systems, it is the suppliers’ responsibility to provide and
install the following:
a. An efficient, dedicated A/C system

b. Lead glass viewing window
c. Beam supports for x-ray tube weight bearing ceiling suspensions (where
applicable)
d. Partitions (where applicable)
e. Lead rubber under-door seals
f. A set of three lead aprons of different sizes complete with heavy-duty
wall-mounted racks for safe storage.
g. UPS where applicable.
21.4. Bidders are invited to conduct a field survey of the site before submitting
their offers.
22.Training:
Offers must include certified training programs (including user training
for at least one user (minimum period 10 working days) and service
training for at least one biomedical engineer/technician (minimum priod
10 working days) at a reputable training center sanctioned by the system
manufacturer for each item. Tickets, expenses, full accommodation and
board must be included. The program must conform to the following
standards:
 Training must be conducted on a system of identical make, model,
and configuration to that purchased by DRMS.
 Certificates must be endorsed and officially sealed by the system
manufacturer, legally empowering trainees to engage in user and
service activities according to operation and service manual(s).
