Fleet Challenges
• Aircrew are flying longer missions and in more extreme environments
• Aircrew are interfacing with a multitude of sensors
• Current helmets and hearing protection do not provide the level of protection
to the aircrew and maintainers to meet DoD defined noise level limits in and
around USN/USMC aircraft
• Average Aircrew personnel/gear size has increased while technology and
safety improvements have decreased available cockpit space
•
A multitude of equipment is outdated: helmets, seats, life preservers,
emergency equipment, restraint systems
We are discovering that numerous integration efforts are lacking a
systems approach with regards to human integration
The person must be considered up front in the design
of weapons systems

Recent/Current Programs & Pursuits
Personnel Protection and Performance Sustainment:
• Aircrew Endurance Vest: Provides improved ballistic protection, superior
load distribution, and a new universal color that allows for increased
endurance and deployment in a wider variety of terrains for USN/USMC
rotary wing aircrew.
• Flight Deck Ensemble: Provides breathable, fire retardant materials that
afford an appropriate level of protection, durability and comfort for use by
flight deck maintainers in all operating environments.
• Flight Deck Hearing Protection: Delivers improved hearing protection and
communication intelligibility for USN/USMC flight deck maintainers to safely
endure the increased noise environment on the flight deck.
• Aircrew Hearing Protection: Identify and develop alternate solutions that
provide improved hearing protection and increased speech intelligibility for
rotary wing aircrew.

Technology Gaps & Desired Enhancements
Personnel Protection and Performance Sustainment:
Technology gaps:
• Hearing Conservation:
• Accurate understanding of noise levels, exposure & damage.
• Reduced-bulk technologies capable of exceeding 40 db noise attenuation with talkthrough capability for aircrew and maintainer applications.
• Affordable digitized ear canal mapping.
• Fire Retardant Textile Design:
• Affordable replacement for legacy Aramid fibers used in DoD flight clothing
applications.
Capability Gaps:
• Aviators are flying with fixed wing helmets that were designed decades ago.
Commercial and militarized helmets have significantly advanced technology in crash
protection, hearing protection, comfort, and weight.
• Clothing that meets extreme heating & cooling requirements while enabling effective
mobility for longer missions without over-heating or dehydrating.
• Integrated approach to reduce bulk.
• Change fleet culture of hearing conservation

Recent/Current Programs & Pursuits
Combat Operations Survivability & Persistence:
• On Board Oxygen Generation Systems (OBOGS): NAVAIR is
aggressively addressing hypoxia via a three-pronged approach.
1. More robust/consistent training (ROBD – Reduced Oxygen
Breathing Device)
2. Leverage CRU Solid State Oxygen Monitor into T-45
3. Continue advanced research with personal Oxygen
concentration monitor
• Also pursuing 4 contamination mitigation initiatives:
1. CO Catalyst for GGU-12 Concentrator
2. Edgewood Chemical Biological Center Testing
3. Air Cycle Machine (ACM) Investigation at Cherry Point
4. Cold Corner Tap 1
• Laser Eye Protection (LEP): Provides the Warfighter with improved fit/ flexible
mission/operational solutions to mitigate increased occurrences of self and enemy
lasing and prepare for future threats.
• Non-Ejection Seat Endurance (NESE): Provides improved pressure distribution and
thermal management to improve aircrew endurance during extended missions. Seats
have been delivered and returned mixed results.

overall life cycle costs. Air Force and
Army support this strategy for their
survival radio inventories. *Not yet a
formal program – still in the strategic
planning phase.
• Crash Demonstration. Used to update
crash models and determine system
performance

Aircrew Systems Takeaways
• The Aircrew Systems program office heavily relies on Industry to provide
solutions that enhance aviation warfighter effectiveness.
• Affordability is crucial to the transition of technology to programs of record.
• Due to joint nature of many commodity type programs, multi-service
coordination between S&T communities is essential.
• Miniaturization is a common theme to support Mission Endurance. Lighter,
smaller, reduced bulk = less fatiguing.
• Acquisition efforts should yield government ownership of data rights to
applied technologies whenever possible.
