Riann Ramkissoon-Hardeen Achievement First Brooklyn H.S A Resolution to Amend the Constitution to Remove Life Tenures for Supreme Court Justices RESOLVED, By two-thirds of the Congress here assembled, that the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several states within seven years from the date of its submission by the Congress: ARTICLE -Section 1. All Justices of the Supreme Court of the United States appointed after the ratification of this amendment will no longer have life tenures. Section 2. Justices will have terms that last 12 years unless sooner ended by death or retirement. Section 3. There shall be no term limit for Supreme Court Justices. Section 4. The Congress shall have power to enforce this article by appropriate legislation. The practice of prostitution is hereby legalized within the United States. 3 SECTION 2. A. Prostitution is defined as the employment of prostitutes for the sale of 4 non-reproductive sexual services for some form of payment to a client 5 over the age of 18. 6 B. Prostitute is defined as a consenting individual over the age of 21 7 whose profession is prostitution. 8 C. State and local Departments of Health shall be responsible for creating 9 monitoring programs to safeguard the health of both the employee and 10 the clientele. 11 D. Local law enforcement shall be responsible for the monitoring of these 12 businesses to ensure that all hired individuals are consenting and that no 13 illicit activities occur on premises. 14 SECTION 3. This bill will be enforced by the Department of Commerce. 15 SECTION 4. This bill will be implemented in January of 2017. 16 SECTION 5. The length of utility patents issued in the United States will be decreased 3 from 20 years to 10 years. The length of design patents will be decreased 4 from 15 years to 8 years; 5 SECTION 2. A patent grants the holder the exclusive right to exclude others 6 from making, using, importing, and selling the patented innovation for a 7 limited period of time; 8 SECTION 3. The U.S. Patent and Trademark Office (PTO) will be responsible for the implementation and oversight of this legislation; 9 10 SECTION 4. This legislation will be implemented at the start of FY 18; 11 SECTION 5. A Bill to Aid Education for Syrian Refugees BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. $1 billion dollars shall be used as educational funding in countries with high concentrations of Syrian refugees. SECTION 2. A. Educational funding shall be defined as funding to help build schools and develop additional ones. B. Syrian refugees are defined as Syrians registered as refugees with the United Nations. C. Countries with high concentrations of Syrian refugees currently include Lebanon, Jordan, Turkey, Iraq, and Egypt. Aid shall be focused on specific areas in these countries with many Syrian refugees. SECTION 3. United States Department of State shall provide the money used as educational funding. A. The United States Agency for International Development (USAID) shall implement the aid. B. The United Nations High Commissioner for Refugees (UNHCR) will be responsible for determining specific neighborhoods, cities, and regions with high concentrations of Syrian refugees as well as classifying additional countries as ones with high concentrations of Syrian refugees subsequent to the passage of the legislation. SECTION 4. This legislation will be enacted immediately after passage. SECTION 5. All laws in conflict with this legislation are hereby declared null and void. A Bill to Authorize the use of Military Force in Syria BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: Section 1. For the safety of all citizens within the United States of America the President of the United States is authorized to use the Armed Forces to defend the national security of the United States against the threat posed by insurgent radical groups like the Islamic State (ISIS). Section 2. Armed forces will be actual United States troops on the ground in Syria preventing the spread of ISIS at its source. Section 3. The responsibility of the enforcement of this bill shall be laid upon the United States Department of Defense and the United States Military. Section 4. Bill #1164 to Increase Trade with Mexico BE IT ENACTED BY THIS CONGRESS THAT: SECTION I. The United States will increase a free-trade market with Mexico, along with other countries and their territories. SECTION II. A free-trade market shall be defined as the unrestricted purchase and sale of goods and services between countries without the imposition of constraints such as tariffs, duties and quotas. Other North American countries shall include Canada, Germany, and Japan, along with their territories. SECTION III. The United States Trade Representative shall oversee the passage of this bill. SECTION IV. This bill shall be implemented a month upon passage. SECTION V. All other laws that are in conflict with this bill shall hereby be declared null and void. Respectfully submitted, Dominion High School A Bill to Adopt a Carbon Tax in the United States BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1 2 SECTION 1. The United States government shall impose a charge of $15 per metric ton of CO2 emitted from fossil fuel combustion upon companies on United States soil. This will increase by $3/ton every year until it reaches 3 $150/ton in 2052. This revenue will then be returned to low income 4 households and will fund investments in low-carbon energy. 5 SECTION 2. 6 7 Low income households include those households making less than $80,000/year. Low-carbon energy investments encompasses solar, wind, geothermal, and more. SECTION 3. The implementation of this bill will be carried out by the 8 Environmental Protection Agency, the U.S. Treasury, and the Department 9 of Energy. 10 SECTION 4. This bill shall take effect on January 1, 2017. 11 SECTION 5. A Bill to Keep It in the Ground BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1. SECTION 1. The full text of the Keep It in the Ground Act of 2015 (S. 2238) is hereby enacted, which stops new leases and ends nonproducing leases for all fossil fuel mining and drilling on Federal lands and in the Pacific and Gulf of Mexico and bans offshore drilling in the Arctic and Atlantic. 2. SECTION 2. “Nonproducing leases” shall be defined as drilling sites which are not currently producing fossil fuels. 3. SECTION 3. The Department of Interior shall oversee implementation of this legislation. The Department of the Interior shall have the authority to exempt any provision of this Act if it determines that “there is an imminent national security threat and that issuing an exemption would significantly reduce such threat, but only for as long as the threat persists.” 4. A BILL TO CREATE A NEW VISA PROGRAM FOR IMMIGRANTS TO RECEIVE AN EDUCATION, GET A JOB IN THE UNITED STATES, AND RECEIVE A GREEN CARD BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. Whereas the United States will create a two-part system to educate, employ, and integrate immigrants into the nation. SECTION 2. The education portion will take place before the person immigrants to the United States. After the education portion finishes, the person will be granted a work VISA. The person cannot show any type of criminal activity, including any type of drug transportation/abuse, sexual/domestic abuse, or any other moderate to severe federal felonies. The year before the work VISA expires, the person will receive a United States green card. SECTION 3. The Department of Education and the United States Civilization and Immigration Service (USCIS) will oversee the enforcement of this legislation A. The Department of Education will oversee the education portion B. The USCIS will oversee the immigration process and the integration process. They will also monitor the people to make sure no one commits any crimes that were listed above SECTION 4. This bill will become active on January 1, 2017 SECTION 5. The United States will adopt a National Renewable Portfolio Standard that will require 30% of our nation's electricity to come from renewable energy sources by 2030. SECTION 2. A Renewable Portfolio Standard shall be defined as a regulatory mandate to increase production of energy from renewable sources such as wind, solar, biomass and other alternatives to fossil and nuclear electric generation. SECTION 3. The Department of Energy shall oversee the implementation of this bill. SECTION 4. This bill shall go into effect on January 1, 2018. SECTION 5. All laws in conflict with this piece of legislation are hereby declared null and void. Respectfully Submitted, Holy Ghost Prep A RESOLUTION TO CLOSE MILITARY BASES IN JAPAN BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: WHEREAS, The United States, presence with military bases in Japan, in addition to United States personal stationed there, has caused increased tension with the Japanese People; and. WHEREAS, the bases present no valuable or strategic position for the United States; and WHEREAS, overseas bases are a drain to the federal budget; and WHEREAS, the United States is currently in a period of downsizing and consolidating their military, be it RESOLVED, That the Congress here assembled cancel all plans to construct new bases in Japan; and, bit it FURTHER RESOLVED, . That all United States military bases in Japan will be closed The Iona Preparatory School A Bill to Remove the Electoral College Section 1. The Electoral College system will be removed in favor of a populationoriented system. Subsection 1a. The system will be replaced with a majority system. If there is an 80% majority from popular vote for a candidate, the candidate wins. If there is no 80% majority, then the candidate with popular vote majority shall be declared winner. Subsection 1b. In the occurrence of a tie, Congress shall join the voting process. The winner of Congress voting shall be declared winner. Section 2. Implementation of the new system shall be overseen by the individual state. Section 3. Majority-based voting will begin with in 2020 with the next presidential election. Subsection 3a. Any states that fail to implement majority-based voting will have their votes in the presidential election invalidated until the new system is added. Section 4. Respectfully submitted by Loyola Blakefield A BILL TO GIVE VOUCHERS TO THE POOR TO ATTEND COMMUNITY COLLEGE BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: Article I: Persons 17 years of age and older who are registered with a state, county or municipal agency as residents of a shelter for homeless persons as defined by each state shall be eligible to receive vouchers subsidizing their matriculation in a community college. Article II: Such persons shall receive vouchers sufficient to pay the full cost of each of the following: (a) Tuition (b) Books deemed essential by the college for the courses in which they are enrolled (c) Supplies deemed essential by the college for the courses in which they are enrolled (d) Public transportation to and from the school for those days on which classes are held Article III: This bill shall take effect upon enactment. Article IV: The sum of $16 billion is hereby appropriated in equal yearly installments over the next four fiscal years for these purposes to the United States Department of Education, which shall be responsible for the implementation of this bill. Farrell High School A BILL TO INCREASE SPENDING ON INFRASTRUCTURE TO PROVIDE FOR AMERICA’S FUTURE BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: Article I: There is hereby appropriated for one fiscal year the sum of $500 billion, from the funds of the Treasury not otherwise allocated, for projects to construct, complete the construction of, or improve, transportation facilities and infrastructure within the United States. Article II: “Infrastructure,” shall include highways, roads, streets, vehicular and pedestrian bridges, overpasses, railways, ports, piers, docks, ferry vessels, electrical transmission facilities and/or natural gas pipelines, together with their attached, ancillary or supportive structures, terminals, stations, signaling or monitoring facilities. Article III: This act shall take effect on the first day of the next fiscal year. Article IV: The Secretary of Transportation shall be responsible for implementation of this act, and shall make the determination of which projects shall be selected for funding under it. Farrell High School A BILL TO ABOLISH MANDATORY MINIMUM SENTENCES BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: Article I: All mandatory minimum sentencing laws and guidelines for federal crimes shall be abolished. In addition, all existing prisoners, which have been sentenced through mandatory minimums, will be allowed to apply for retroactive reduced sentencing after completing one fourth of the preexisting sentence. Article II: “Mandatory minimums” refers to the sentencing guidelines formerly enacted by Congress to set a minimum amount of prison time for offenders of federal laws. Article III: This act shall take effect six months after enactment. Article IV: The Department of Justice will be responsible for the implementation and enforcement of this legislation along with creating a committee upon passage of this legislation to produce federal sentencing guidelines for federal crimes. These guidelines shall be non-mandated and return jurisdiction to judges, and be reasonable and based on judicial opinion. Farrell High School A Resolution against the Sale of Arms to Saudi Arabia Whereas: The State Department announced the potential sale of Military arms to Saudi Arabia Whereas: and the sale of arms may harm innocent civilians and may fuel a regional arms race and; Whereas: The sale of arms may also contribute to the killing of innocent Yemen citizens, as has occurred in the past and may be further perpetuated by an influx of weapons into the region. Therefore: Be it resolved by the Congress assembled today that this legislative body vehemently disagrees with the proposed sale of weapons to the Saudi Arabian military by the United States State Department. Triclosan shall be banned from use in all health products, including, but not limited to, soaps, teeth cleaning products, and surgical scrubs. 2 3 SECTION 2. Triclosan shall be defined as the antibacterial effective used externally for activity against yeasts, bacteria, and fungi that has been found to cause and perpetuate cases of cancer and other health problems. 4 5 SECTION 3. A. The enforcement of this legislation shall be overseen by the United States Food and Drug Administration (FDA). 6 B. Body Cameras will be mandatory uniform equipment for all state police 2 officers. 3 SECTION 2. Said cameras will be cigarette-sized devices clipped to hat, collar, short 4 sleeve or eyewear. Supervisory officers must turned them on and off. 5 SECTION 3. The Federal Bureau of Investigation (FBI) will enforce this legislation 6 through federal and state oversight. 7 A. Enforcement of this legislation will reside with the FBI 8 B. Funding for this legislation will be allotted in the annual federal budget 9 SECTION 4. The Banking Act of 1933 is hereby completely reenacted. 3 SECTION 2. The Banking Act of 1933 will be defined as the law that prohibited commercial banks from taking part in the investment banking industry. 4 5 SECTION 3. All laws in conflict with this legislation are hereby declared null and void. 1 2 3 Oxbridge Academy A Resolution to Eliminate Family Detention Centers WHEREAS, Conditions in family detention centers are harmful and inhumane; and WHEREAS, Women and children are detained in these prison-like facilities where they do not have access to proper care which includes access to medicine, food, and clothing; and WHEREAS, These conditions have led to long-term physical and mental damage to families as well as the death of several children; and WHEREAS, Families are kept in these facilities for excessively long periods of time, therefore, be it RESOLVED, That Congress here assembled make the following recommendation to eliminate detention centers in the United States as a result of the short and long term harm they cause. Respectfuly Submitted, Pleasantville HS A Bill to Subsidize the African Farming Industry BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1 2 3 SECTION 1. The United States shall provide 12 million dollars in micro loans to African farmers. SECTION 2. Micro loans are defined as small loans (microloans) given to impoverished borrowers who typically lack collateral, steady employment 4 and a verifiable credit history. The loans specified in this legislation will 5 not exceed $6,000 per farmer, and will be designated to be used for creating sustainable agriculture. 6 SECTION 3. The United States Agency For International Development will oversee the 7 8 9 10 11 12 implementation of this legislation. A. The microloans will be provided directly to the farmers in Africa. B. At the end of the 2017 fiscal year, USAID will determine the effectiveness of the microloans and determine whether an additional 12 million dollars will be provided annually. C. If the aid is determined to be ineffective, the program shall be shut down immediately. D. The funds for this legislation will be supplied from the existing Official 13 Development Funds (ODA) being supplied to African countries. 14 SECTION 4. This legislation will be implemented at the start of the 2016 fiscal year. 15 SECTION 5. All laws in conflict with this legislation are hereby declared null and void. 16 17 18 19 Introduced for Congressional Debate by Ridge High School A Bill to Counter Boko Haram to Stabilize and Protect Western Africa BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. The United States will provide humanitarian and developmental aid to improve programs to assist internally displaced persons to Nigeria. SECTION 2. Humanitarian aid shall be defined as a sum of money designed to provide emergency relief and developmental aid as the sum of money designed to support programs to encourage a stable government, higher quality of life and democracy. Internally displaced persons shall be defined as individuals forced from their homes but who remain within their country’s borders due to national emergencies, avoidance of armed conflict or human rights violations by a terrorist or government organization. SECTION 3. International The bill shall be overseen by the United States Agency for Development (USAID) and the United States Treasury. A. $100 million dollars will be allocated for humanitarian aid, and directed toward the Nigerian National Emergency Management Agency. B. $100 million dollars will be allocated for developmental aid. SECTION 4. This bill will be implemented in January 2015. SECTION 5. void. Whereas: NATO-affiliated nations are not contributing the 2% of their national budget 2. necessary to be a member of NATO; and 3. The federal government shall incentivize law enforcement agencies to outfit 3 4 5 6 their officers with body-camera technology. SECTION 2. “Law enforcement agencies” (LEOs) shall be defined as all state & local agencies with police power. SECTION 3. The President Shall appoint, with the consent of the Senate, five members 7 to a Commission on Law Enforcement Modernization (CLEM). 8 A. CLEM shall oversee the disbursement of funds to state and local law 9 enforcement organizations for the purchase and installation of body 10 cameras for their officers. The Commission shall be funded at a rate of 11 $200 million per year over the next 10 years, with any unused money 12 rolling over into the next year. 13 14 15 B. The funds shall be used to match spending by LEOs on body cameras and any costs associated with their acquisition. C. Beginning 5 years after the enactment of this bill, any LEO that is 16 deemed by CLEM not to be in the process of outfitting eligible officers 17 with body cameras shall be subject to a reduction in the total value of 18 any extant or scheduled federal subsidies by up to 50%. This includes, 19 but is not limited to, the possible repossession of any equipment that 20 has been bestowed by the federal government to said LEOs. 21 SECTION 4.
