The Truth about ISIS, the New Kharijites
His Eminence Sheikh Salah al-Budair, may Allah preserve him, delivered the Friday
khutbah entitled, “The Truth about ISIS, the New Kharijites”, in which he talked about the
Kharijites and their evil doctrine, as represented by the so-called ISIS group, warning
against their extremist ideas and deviation from the right path. He addressed the Muslim
young people as well as officials and parents about the necessity of confronting these alien
ideas by seeking true knowledge and referring to religious scholars for any question about
Islam.
Part One
Praise be to Allah, from Whom alone blessings are anticipated and Who alone is
sought to relieve distress. I praise Him, for He gives wealth and contentment and bestows
whatever He wills upon His servants. I bear witness that there is no god but Allah alone,
Who has no partners – a testimony made by a servant who has established true monotheism
and rejected polytheism, innovations in religion, factionalism, and partisanship, and doing
so is the best way to draw nearer to Allah. I also bear witness that our prophet and master,
Muhammad, is His servant and messenger, who is clear of those who divide their religion
and split up into groups and factions. May Allah bestow His peace and blessings upon him
and upon his family and Companions. We ask Allah to be pleased with his Companions
and we love them, and we invoke Allah’s curse upon those who accuse them of disbelief,
hate them, insult them, and tell lies about them.
Now then, O Muslims!
Fear Allah, for fear of Allah is the best of all gains and obedience to Him is the
most honourable source of pride.
O you who believe! Fear Allah (by doing all that He has
ordered and by abstaining from all that He has forbidden)
as He should be feared. [Obey Him, be thankful to Him, and
remember Him always], and die not except in a state of
Islam [as Muslims (with complete submission to Allah)]. (Al
‘Imran: 102)

O Muslims!
It is our religious duty to expose the delusion of those who introduce innovations
in religion and follow their evil whims and desires and to warn against their ideas and
doctrines. As Imam Ibn Battah states in his book al-Ibanah al-Kubra (The Great
Clarification), “I have only mentioned these statements included in their schools so that
our fellow Muslims may be aware of the Jahmites (an old dissident sect, named after alJahm ibn Safwan) and their various types of delusion, forms of shirk (associating partners
with Allah), and abominable acts, and so that the young people who lack religious
knowledge may not sit with them, accompany them, agree with them, or pay attention to
any of their opinions and statements.”
Among the deviant groups in terms of creed, doctrine, ideology, and conduct, is
one that has managed to deceive some of the ignorant, inexperienced juveniles, by using
slogans that inflame their enthusiasm, ignite their emotions, and make them lose all their
senses and reason. This group has formed an entity called the “Islamic State in Iraq and
Syria”, or ISIS as it is commonly known among people. ISIS is the place for male and
female devils; it is like waste areas frequented by devils and dirty dens. It is an entity that
consists of a strange mixture of riff-raff and savages, who are nothing but the mouthpieces
of evil and hypocrisy, the swords of sedition, and the brigades of Satan.
They have sunk deep into error, displayed extreme aggression, and gone to great
lengths to incriminate Islam, turn people away from it, tarnish its reputation, and distort its
image. They claim to be bearing the banner of jihad, but this so-called jihad of theirs is
nothing but dirty practices, heinous crimes, and a combination of brutality, savagery,
violence, captivity, slaughter, murder, treachery, suicide bombings, and accusations of
disbelief. Their main goal is to cause chaos, incite unrest, provoke sedition, create division
among Muslims, undermine security, fight against the Followers the Sunnah and the
Muslim Community (Ahlus-Sunnah wal-Jama‘ah), and support the enemies of Islam.
One sign of the enmity they have for Islam and Muslims is their bombing of
mosques and killing of people who are engaged in prayers. Blowing up the worshippers in
the mosque of the Emergency Forces in ‘Asir region is a heinous crime and a vicious act
which proves their criminality and hostility to Islam. May Allah have mercy on the victims
of their crime and accept them among the martyrs, may He speed the recovery of those
who were injured in the attack, and may He help their families overcome this calamity and
adversity. He is the All-Hearer of Supplications!

O Muslims!
While Islam commands us to clean and maintain mosques and forbids defiling or
infecting them, ISIS permits booby-trapping mosques, blowing them up, and desecrating
copies of the Qur’an in them. Islam also forbids passing in front of a person who is
performing prayers. The Messenger of Allah, peace and blessings be upon him, said, “If
anyone who passes in front of a person performing prayers knew the burden of the
sin he incurs, he would stand still for forty years rather than pass in front of him.”
While Islam strictly forbids interrupting a Muslim while he is praying, ISIS considers it
lawful to blow him up and tear his body to pieces. May Allah curse them! How are they
denying the right path?
They have opened a door of great evil against Islam. They have killed many
innocent people and shed the blood of many whose life is protected under Islam. Therefore,
beware of ISIS, this heretic group whose members are the descendants of Safriyyah (the
followers of Ziyad ibn-al-Asfar, a sub-sect of Kharijites) and the Azariqah (the followers
of Nafi‘ ibn al-Azraq, who, like the rest of the Kharijites, accused whoever committed a
major sin of disbelief). Beware of present-day Kharijites, who are the descendants of alRasibi, Quturi, and Dhul-Khuwaisirah, along with other Kharijite dissidents.
ISIS is in fact nothing but the product of international and regional intelligence
agencies that have recruited some figures to lead this group and move it to serve their own
policies and interests, taking full advantage of the leaders, symbols, and intellectuals of the
takfirist groups (those who accuse other Muslims of disbelief) and attracting some of the
fools, the dupes, the rabble, the young, the naïve, and the inexperienced juveniles to use
them as scapegoats.
In the past, Ibn as-Sawda’, also known as Abdullah ibn Saba’, a wicked Jew from
San'a, Yemen, plotted against the Rightly-Guided Caliphate and against the Muslim
community at large. To carry out his wicked plan, he took advantage of some of the riffraff and befooled some of the mobs. He ignited the fire of sedition in their hearts and
mobilised a large number of followers. Then he led this evil group to al-Madinah, the city
of Allah’s Messenger, peace and blessings be upon him, threatening and intimidating the
Leader of the Faithful, the Rightly-Guided Caliph, the generous and the Muslim warrior,
the truthful and righteous man, who was martyred in his own house, Uthman ibn Affan,
may Allah be pleased with him.
It was Uthman who equipped the army of ‘Usrah, or the army of distress that fought
the Battle of Tabuk, with the result that the Muslims did not even lack a halter or a shackle,
bringing one-thousand gold coins in his garment and pouring them into the lap of the
Prophet, peace and blessings be upon him. The Prophet, peace and blessings be upon him,

kept turning them over in his lap and said, “Whatever ‘Uthman does after today will not
harm him.” The Prophet, peace and blessings be upon him, also once said, “Who will dig
the Well of Rumah and be rewarded with Paradise?” Uthman, may Allah be pleased
with him, bought it, dug it, and made it available to all Muslims to drink from for free.
These are but a few examples testifying to his great merits.
Despite all this, Uthman, may Allah be pleased with him, was besieged in his house
and was prevented from leading Muslims in prayers in the mosque. Then, the wicked rebels
attacked him and killed him while he was holding Allah’s Book and reading from it.
Wicked indeed are the Kharijites in every era, and severe indeed are the trials and
tribulations they unleash on Islam and Muslims!
Hassan ibn Thabit, may Allah be pleased with him, composed some verses in which
he eulogised Uthman, may Allah be pleased with him, and attacked his killers. He said,
You shied away from conquering the enemy’s lands,
And came here to kill people by Prophet Muhammad’s resting place?
Evil is the “guidance of the righteous” which you followed,
And evil is the deliberate deed of the ignorant.
It is as if the Companions of the Prophet became
Sacrificial animals slaughtered at the gate of the mosque.
O Muslims!
O Youth of Islam!
Jihad, or striving in the cause of Allah, is the loftiest part of Islam. Jihad does not
mean committing absurd suicidal operations and criminal bomb attacks that target people
whose life is protected in Islam. Jihad does not mean engaging in rebellions and acts of
disobedience, nor does it mean staging violent, rabble-rousing demonstrations and
revolutions. Jihad does not mean destroying oneself in wars of sedition that are waged
without a banner to fight under, without a Muslim leader, and without any plan or specified
course of action. Jihad is much more sublime than all this.
Similarly, Islam does not mean being divided into groups, organisations, parties,
and sects on the basis of which alliances or enmities are established. Indeed, Islam, along
with jihad and da‘wah (calling to Islam), is a divine and noble message that calls to justice,
mercy, and good for mankind.
The enemies of the Ummah, however, have created certain criminal entities, such
as ISIS, which they continue to support and move in order to distort the image of Islam and

jihad, shake the stability and security of Islamic countries, and exhaust them with wars and
conflicts.
The manifest proof and clear evidence for that is that these organisations operate
only in Islamic territories. It is there that they shed innocent blood, burn people to death,
undertake suicide bombings, seize people’s property, loot their possessions, infringe upon
their rights, kidnap Muslim women and take them as slaves, and consider Muslims’ wealth
spoils of war. The Messenger of Allah, peace and blessings be upon him, rightly described
them when he said, “They will kill the Muslims and spare the idol-worshippers.”
Therefore, O youth of Islam, beware of such takfirist, jihadist groups, which claim
to perform jihad and accuse Muslims of disbelief, and beware of partisanship and terrorist
organizations. Avoid belonging to them or working under their banner. Never give the
pledge of allegiance to their leaders, masters, and founders. Beware of pledging allegiance
to that unknown, insignificant, and insane ‘caliph’. Pledging allegiance to such people is
utter deviation from the right path and obeying them is a sin and an outrageous act of
disobedience to Allah.
O Muslims!
The enemies of the truth and of the Sunnah seek to associate these terrorist groups
with the Salafist Call (ad-Da‘wah as-Salafiyyah) – that pure call to Islam which was
initiated by the pious leader, Imam Muhammad ibn Abdul-Wahhab, may Allah reward him
abundantly. They even persist in affiliating such groups with the Kingdom of Saudi Arabia
and its religious scholars and doctine, coining such erroneous terms as “Jihadist Salafism”
or “the Wahhabi ISIS”. It is regrettable that some of our writers and intellectuals use such
erroneous terms!
Our country, the Kingdom of Saudi Arabia, with its religious scholars and doctrines
and its Muslim youth, is clear of such terrorist groups, and should not be held responsible
for whatever exceptions that may arise. Indeed, there is no single word in our doctrine or
in the legal opinions (fatwas) of our scholars that justifies such heinous criminal acts or
provides the foundation for the establishment of such contemptible terrorist groups.
The Kingdom of Saudi Arabia is not a country of oppression or aggression.
However, whoever fights it, takes arms against it to attack its territory and borders, issues
fatwas and makes statements that threaten its security, sets up malicious entities to
destabilise it, and refuses to listen to reason and wisdom will find out that the people of the
Kingdom of Saudi Arabia is a people of brave warriors and fighters. As the poet says:
I used to be a man who never engaged in an unjust war,
But when they insisted on war, I set fire in all sides.

I kept averting war until I realized,
The more I averted it, the closer it got.
When war became an unavoidable reality,
I put on the fighter’s armour on top of my two garments.
O Allah! Protect us from the evil of all evil-doers, from the plotting of transgressors,
and from the calamities that strike at night and in the day, O All-Mighty! O Oft-Forgiving!
Part Two
Praise be to Allah, the Bestower of favours and blessings. I praise Him for His
numerous favours and for the protection which He has covered us with. I bear witness that
there is no god but Allah alone, Who has no partners, and I bear witness that our prophet
and master, Muhammad, is His servant and messenger, the intercessor whose intercession
for us will be accepted on the Day of Judgement. May Allah bestow His peace and
blessings upon him and upon his family and his righteous, faithful Companions.
Now then, O Muslims!
Fear Allah and be watchful of Him. Obey Him and do not break His commands:
O you who believe! Be afraid of Allah, and be with those
who are true (in words and deeds). (At-Taubah: 119)
O Muslims!
We should all fulfil the great responsibility that falls on us and should hasten to set
up an overall project to protect our youth from the dangers of all causes of evil, such as
unemployment, delinquency, and drugs, and to save them from religious excess,
extremism, terrorism, and the dangers of takfirist and terrorist groups.
Our youth are in need of guidance and affection. They need somebody to listen to
their complaints, to help them solve their problems, to teach them and warn them against

dangers, and to have a dialogue with them. This matter requires more than merely giving
speeches and writing essays. Parents and guardians should devote themselves to educating
their children and bringing them up. They should talk to them, get closer to them, and fulfil
their duties towards them before it is too late to find a remedy for their ills.
Ask Allah to bestow His peace and blessings upon Prophet Ahmad, the guide and
the intercessor of all mankind, for whoever invokes Allah to bless him once will be blessed
for it by Allah ten times over.
O Allah! Bestow Your peace and blessings upon our prophet and master,
Muhammad, the bearer of glad tidings for Allah’s mercy and rewards, the warner against
His complete power and punishment, and the intercessor whose intercession will be
accepted on the Day of Judgment. O Allah! Be pleased with all his family and Companions
and also be pleased with us together with them, O Most Generous! O Real Bestower!
O Allah! Provide power and glory to Islam and the Muslims, humiliate polytheism
and the polytheists, and destroy the enemies of the religion. O Allah, make this country
and all other Muslim countries safe, secure, and prosperous, O Lord of the Worlds!
O Allah! Guide our imam and ruler, the Custodian of the Two Holy Mosques, to
what You love and accept, and lead him to the way of righteousness and piety. O Allah!
Guide him and guide his two Deputies to do that which gives power and glory to Islam and
that which realizes the good of Muslims, O Lord of the Worlds!
O Allah! O Ever-Living! O Self-Subsisting! O Allah! Protect all Muslim countries
from wars, trials, evils, and conflicts, O Lord of the Worlds!
O Allah! Have mercy on our dead, cure the sick among us, relieve the distress of
the afflicted among us, release our prisoners, and grant us victory over our enemies, O
Most Merciful of all the merciful!
O Allah! Accept our supplication and answer our call, O Most Great! O Most
Generous! O Most Merciful!
