Principles for Protection, Utilization and
Control
Article 1
Resource and land utilization within the planned range of Taroko National Park shall
be managed in accordance with these Principles in conjunction with the National
Parks Act and its Enforcement Rules.
Article 2
For the purposes of resource protection, visitors' safety and education & research, the
following facilities may be set up in the National Park with the permission of
Headquarters:
•
Lookout posts, fire breaks, and other fire prevention and fighting facilities
used to prevent forest fires.
•
Trail safety facilities used to maintain the safety of mountain climbing.
•
Explanation and education facilities concerning ecology and the human
landscape.
•
Research facilities concerning ecology and the human landscape.
•
Sightseeing facilities may be set in scenic areas.
•
Simple accommodation and water supply facilities for mountain climbing.
•
Waste treatment facilities for the purpose of environmental protection.
•
Other protection facilities and other facilities necessary for environmental
protection.
•
Other necessary public service facilities and public utilities.
Article 3
The lands of the Ecological Conservation Area shall be mainly used to protect its
natural biology and environment. The resources, lands and buildings in the Area shall
be utilized in accordance with the following provisions:
•
To enter the Ecological Conservation Area, the permission of the National
Park Headquarters is required and an application procedure shall be followed
in advance. Except for administrators and authorized ecological researchers, no
visitor may leave the trail or Sightseeing Area.
•
Except for necessary facilities constructed with the permission of the
Headquarters with the aim of resource preservation, no building, road, bridge
or other engineering facilities may be set up in the Ecological Conservation
Area.
•
Except for the purpose of resource preservation and with the permission of the
Headquarters, any action that changes the original terrain or associated features
is prohibited in the Area.
•
Except for the disposal of residual materials for the purpose of avoiding
serious wind damage, plant disease or insect pests, any wood cutting and other
actions that will change the surface features is prohibited in the Area.
•
For reasons of ecological protection, research and education, special animal or
plant protection areas may be allocated in the Area and Check Points may be
set up to control them.
Article 4
The lands in a special sightseeing area shall be mainly used to protect the natural
landscape, and the resource and land utilization and buildings shall meet the following
provisions:
•
Except for administrators and ecological researchers, no visitor, after having
entered a special landscape area, may leave the trail or the sightseeing area
without permission.
•
To build, reconstruct or extend any original buildings or engineering facilities
in a special landscape area, the permission of the Headquarters shall be
required in advance. Except for necessary facilities set up for the purpose of
resource preservation and with the permission of the Headquarters, no building,
road, bridge or other engineering facility may be constructed in the Area.
•
Except with the aim of resource preservation and with the permission of the
Headquarters, any action that changes the original terrain or associated surface
features shall be prohibited.
•
Except for the disposal of residual materials for the purpose of avoiding
serious wind damage, plant disease or insect pests, any wood cutting and other
actions that change surface features shall be prohibited in the Area.
Article 5
The lands in the Historical Sites Conservation Area shall be mainly used to preserve
important prehistoric sites, historical and cultural relics and valuable antiques, and the
utilization of the buildings and lands thereinto shall meet the following provisions:
•
The repair of historic trail and sites shall be in keeping with their original
appearance, and the National Park Headquarters shall draw up management
and maintenance plans, and send them to the Ministry of the Interior for
approval prior to implementation.
•
Wood cutting or any other action that changes surface features shall be
prohibited in the Area.
•
The reconstruction of any historic trial and sites shall be implemented
according to the results of research using original materials and in accordance
with architecture, structure and style.
•
The preservation and maintenance of other historic trails, sites, and any
antiques discovered, if not prescribed hereinto, shall be implemented in
accordance with the relevant provisions set forth in the Cultural Assets
Preservation Act.
Article 6
The Recreational Area refers to the area in which the construction of proper
recreational facilities and limited utilization of resources are permitted for holding
recreational activities:
•
The development of the Recreational Area shall make use of the ambient
natural environment to provide high-quality recreational resources. The
architectural design, building materials and color of the buildings shall be in
keeping with the terrain and associated surface features, and be in harmony
with the natural environment, and the construction of too many artificial
facilities shall be avoided.
•
For the development of the Recreation Area, the National Park Headquarters
shall draw up detailed plans and report them to the Ministry of the Interior for
approval.
•
Regulations governing the construction of various facilities in the Recreation
Area and the management of investment therein shall be implemented in
accordance with the detailed plan.
Article 7
The term "Ordinary Control Area" refers to the lands in the National Park, which do
not belong to the other four areas and in which original land utilization is allowed
under the precondition of not violating the goals and guidelines of the national park
plan. The utilization of resources, lands and buildings shall meet the following
provisions:
•
In the Ordinary Control Area, depending on the actual environment and
development requirements, various classes of lands may be divided into areas
for utilization to varying degrees, and detailed plans shall be outlined in order
to promote planned development.
•
To apply to build a farm building on agricultural land in the Ordinary Control
Area, the construction shall meet the following provisions:
•
The building coverage rate may not exceed 5%.
•
The maximum area of the floor storey may not exceed 330m2.
•
The total floor area may not exceed 495m2.
•
The building height may not exceed 7m.
•
Any underground basement area may not exceed 4m2, and shall be counted
as part of the total floor area.
Article 8
The control of military facilities and the grounds covered by barracks within the
National Park shall be implemented in accordance with the National Parks Act and
the relevant regulations in force of the Ministry of National Defense. If it is necessary
to make any alteration or addition, the competent authority of the National Park shall
negotiate with the departments of national defense and military affairs.
Article 9
The forests of the National Park shall be operated in accordance with the following
provisions:
•
The principal products and byproducts of the forests in the Ecological
Conservation Area, Special Landscape Area, and Historic Sites Preservation
Area may not be cut or gathered.
•
The preceding paragraph is not applicable in any of the following
circumstances provided the consent of the forestry administration and
operating department and the National Park Headquarters has been obtained:
•
The preservation and cutting-back of the artificial forest in the Special
Landscape Area and the Historic Sites Preservation Area of the National Park.
•
Necessary measures for response to emergencies or disasters.
•
Disposal of hazardous wood.
•
Necessary seed and spike collecting for experimental research and
preservation of the gene pool.
•
The forestry operating plan of the Ordinary Control Area and the Recreation
Area shall be approved by the National Park Headquarters and meet the
following provisions:
•
Cutting shall be prohibited in the natural preservation area, forest security
and construction limitation area divided in accordance with forestry laws and
the Forestry Land Classification Map.
•
All areas 2500m or higher above the sea level, in which it is difficult to
successfully perform forestation, shall not be listed as cutting areas for the
purposes of homeland security.
•
Forest cutting shall not be performed in nearby areas which can be seen
from the Recreation Area, and species of the trees planted near the Recreation
Area shall be in harmony with the ambient forests.
Article 10
The operation and management of mining in the National Park shall be implemented
in accordance with the Mining Act, the National Parks Act, and the Regulations
Governing the Disposal of Mining Cases in National Park Areas.
Article 11
Private lodgings in the National Park may only be built in the Recreational Area and
Ordinary Control Area, and shall be operated and managed in accordance with the
Regulations on the Management of Private Lodgings.
