Proactive management to contribute to the fulfilment of the Baltic Sea Strategy:
1. Information
a.) Proactive appointments with potential project organizations in order to inform about content
of the programme and to give advice how to set up the project

In this context could we add information about BSS, Flagship areas and how its related
to the selection critera of the programme (internationalization and ev. labelling)
-
If the project is in an early stage it might seek contacts with international partners.
We could recommend the project to contact the EEN-network. We could
also guide to a common database with existing projects regarded as ”flagships”.

b.) A specific e-newsletter that highlights efforts and best practice in the region, information
about possible co-financing opportunities, contacts to existing programmes
c.) When informing about the programme – add information about BSS in a few slides
- Broad and general meetings
- Thematic meetings with specific target groups and with potential financers
- International seminars with BSS-themes, projects, public and private
investors - ”speed-dating”
d.) Link the homepage of the programme to information about BSS and the
territorial programmes. Link to the list with information about ”flagships” and contacts.

3. Additional selection criteria for the cohesion policy programmes
Existing selection critera for the programme ”Småland and Islands”:
To be selected the project should show improvements regarding sustainability, added value for
all counties, added value for Baltic Sea Region, lead to structural changes and
improved international competetiveness and links.

How does the project affect the Baltic Sea in the field of environment, transport,
energy and prosperity?

Has the project recieved the label ”Flaggship”?

Ask existing and not yet approved projects to describe the linkage to and the possibilities to
cooperate with ”The flaggships” in later stages.
Make changes in the programme(selection critera and a new indicator)and guidelines.

Environment is a horizontal criteria of the programme
Answers to four questions should be found in the application:

What are the environmental objectives of the project?
What activities is planned to reach the objectives?
What impact has the result and effects of the project on environment?
Does the project have an impact on any Natura 2000-area?

How will the project contribute to the BSS?
