ROLE CONTEXT
Role Summary
The Senior Quantity Surveyor is a role within Property Services and is accountable to the Program
Manager, Nation Building for:


providing cost estimating and cost management skills in the design and development of Nation
Building projects, through contracted service providers, to monitor progress of contracts and budgets.

Program Manager (direct manager)

Directors and Senior Managers across DFC

Staff of the Asset Services division

Internal and external stakeholders, contractors, consultants, other government and non government
departments and members of the general public.

Successful applicant will be required to satisfactorily complete a background screening and criminal
history check.

Some out of hours work including intrastate travel may be required.
QUALIFICATIONS
Essential
An appropriate degree in building, Quantity Surveying or Construction Management accredited or
recognised by the Australian Institute of Quantity Surveyors.

RELATED TASKS
Project Budget & Costings

Monitor processes associated with identifying, analysing and responding to project
budget/cost risks for Nation Building projects.

Work with Program and Project Managers to minimise risks of project budgets and costs.

Provide cost estimation inputs into the relevant stages of concept design, evaluation and
project definition phases of the project.

Monitor and negotiate cost/quantity dimensions of variances in support of the Program
Manager and relevant project staff.

Monitor and report on cost management against project budget and plan for the Program
Manager and relevant project staff.

Provide input to contract, cost and risk management policies and practices, through the
application of all phases of all building projects.

Research and implement best practice initiatives in the area of cost management.

Assist in the development of pre-tender estimates to support tender documentation.

Prepare consistent and appropriate Bill of Quantities and other cost components of tender
documentation.

Assist in the comparison of tenders.

Prepare tender specifications and documentation consistent with project brief, SAHT
corporate and government requirements and current building industry standards (in
consultation with Program and Project Managers).

Act as an expert adviser to tender assessment panels.

Work with the Building Construction Managers to formulate tender and contract
documentation.

Evaluate the tender and contract processes, and provide recommendations for
improvement.

Prepare a rolling series of contracts in line with the agreed schedule of annual work, in
support of the Program Manager.

Assist in the negotiation of contracts with service providers/builders.

Maintain consistent and accurate contract files.

Manage the required insurance and bank guarantees processes.

Authorise contract payments.

Undertake “close-out” procedures for contracts.

Contribute to a project evaluation.

Provide specialist advice and expertise in quantity surveying as required.

Personal involvement in quantification of difficult sites when needed.

Monitor other service providers involved in tendering and contracting processes as
required.

Maintain professional skills and knowledge of quantity surveying through regular
participation in appropriate professional seminars and forums.

Understand and follow workplace safety initiatives, identify hazards and contribute to a safe
working environment, as well as follow procedures to manage and minimise risks within the
DFC.

Follow the principles of a sustainable working environment by following departmental
greening initiatives.


Quantity Surveying- utilise experience in providing cost estimating and cost management skills in the design and development
of building projects, including contracts administration and preparation of cash flow plans.

Negotiation and Conflict Resolution- utilise experience in negotiate successful contract outcomes for the department and
resolve conflicts.

Time Management – ability to manage a high and varied workload, organise priorities, meet deadlines and use initiative.
