23/2003/016LB MR R ROSSITER REPLACEMENT OF EXISTING SOFT WOOD SASH WINDOW, METAL FRAMED CASEMENT WINDOW AND METAL FRAMED DOOR WITH UPVC WINDOWS AND DOOR TO REAR OF 2 OLD POLICE HOUSES, SILVER STREET, MILVERTON. 12371/25780 LISTED BUILDING CONSENT-WORKS PROPOSAL The proposal is to replace a first floor softwood sash window, a ground floor metalframed window, and a metal-framed door with white UPVC windows and door. The windows and door to be replaced are to the rear of the Grade II listed building. CONSULTATIONS AND REPRESENTATIONS CONSERVATION OFFICER views awaited. PARISH COUNCIL has no objection. POLICY CONTEXT In the assessment of this application, the following Taunton Deane Local Plan Revised Deposit policies are relevant:- EN 17 - seeks to ensure that development proposals do not harm a listed building, its setting or any features of special or historic interest; EN18d (Alteration, conversion, extension, change of use affecting a Listed Building) seeks to ensure that the design, materials and building methods used are sympathetic to the age, character and appearance of the building. ASSESSMENT The dwelling is one of a pair of cottages built with red sandstone that front onto Silver Street, within the Conservation Area. The front of the dwelling has wooden sash windows and a wooden door; this is replicated with the adjoining property. The rear of the dwelling has a small patio area with the garden further away. The rear of the property is not visible from the roadside, but is visible from the gardens of neighbouring properties. The adjoining cottage has wooden sash windows, and new wooden windows have been installed to the cottage and adjoining barn. Though the existing ground floor windows are not constructed in wood, the use of UPVC would not be sympathetic to the character of the listed building and would also have an adverse affect upon the setting of the adjoining cottage, the proposal is therefore not considered acceptable. RECOMMENDATION Permission be REFUSED for reasons of design, materials, and appearance of proposal would be unsympathetic and out of keeping with character of the listed building, would adversely affect the setting of the adjoining cottage which is also a Grade II listed building, contrary to Policy EN17 & EN 18 of the Taunton Deane Local Plan, Revised Deposit.
