Project Purpose or Justification:
The General Division’s analog tapes are old and the court can no longer purchase a warranty for
replacement parts. The court is concerned that the analog tapes will break and not be able to record
court hearings. The court needs to upgrade its technology so that it can provide digital recordings of
hearings and minimize the risk of the solution not meeting the needs of the court.
Project Description:
The court will purchase digital recording system through a Request for Proposal or State Term Schedule
process.
Project and Product Requirements:
1. Project Constraint-the current analog tapes go off maintenance in ten months. .
2. The solution must be a server bases .Net solution using a SQL database.
3. The solution must have the ability to search digital recordings by case number, date, judge, court
room.
4. The solution must be redundant and have the ability to provide backups recordings to disk as well
as an offsite hard drive.
5. The solution provider must provide a project plan with dates and tasks to complete the project.
Acceptance Criteria:
1. The project can be completed within ten months.
2. A criterion checklist must be passed before the final payment of the contract is made.
Initial Risks:
1. Project is delayed where the analog tapes are no longer under warranty.
2. Budget Constraints – The court has been feeling pressure of the BCC to help offset general fund
costs.
3. Elections coming in November (8 months into the project).
4. County Network staff is managed by the Auditor. Her priorities are sometimes different than the
court’s priorities.

Estimated Budget:
$93, 000 per court at 10 court rooms and one mediation rom. at $25,000. Contingency of 10%. Rough
estimate at $1.1 million for the total cost of the project.
