ROLE SUMMARY AND SPECIFIC JOB PURPOSE
The clinical development manager will play a strategic leadership role in leading on the
development of high quality clinical care pathways across the Trust.
This requires the post holder to encourage, influence and facilitate healthcare professionals
and other colleagues to develop practice that is patient centred, health promoting and
evidence based. The post holder will use service improvement skills, to enable a more
consistent performance across the trust. Approaches to care delivery, nursing, allied health
and medical protocols will be routinely developed implemented and standardised. The post
holder will also work with colleagues to support the development of a culture of continuous
improvement across the organisation.
The post will focus on a specific identified clinical area and for 2017/18 this will be the
deteriorating patient (including Sepsis and early warning scores), pressure ulcers and as
required some other Clinical Priorities that may emerge within the PaCE directorate. The post
holder will therefore need to have transferable skills to new clinical areas as the portfolio may
change within the term of the secondment according to the needs of service users,
commissioners and the organisation.

DIMENSIONS OF JOB
The post holder will have a significant impact on the development and success of the
organisation and the wider NHS through the use of their clinical credibility and knowledge and
skills to define and deliver new or improved clinical care pathways.
The post holder will need to identify, balance and manage the complex networks and service
and organisational needs and intentions in a context of multi-organisational working. This is a
highly visible clinical leadership role that will be flexible and will change according to priorities.
And specifically for 2017/18:
The post holder will need to focus on a work plan that is consistent with the principles and
objectives contained within the National and local strategies, (depending on the emphasis of
the specific post). The post is therefore an integral part of the trust’s senior clinical structure
within the Professional and Clinical Effectiveness (PaCE) directorate providing senior
leadership.

5. KEY DUTIES AND RESPONSIBILITIES
Clinical
Develop new or improved models of care, engaging the contribution of clinicians and other
clinical staff, other stakeholders and service users, which will promote and facilitate clinical
developments in practice as well as integrating these into robust new care pathways.
Lead on these developments through the chairing of forums, task groups and other areas
of work in order to produce improved or new clinical care pathways.
Maintain an expert level of professional competency, acting as a positive role model through
direct contact with people who are directly affected by the relevant area of clinical care in the
clinical areas.
Advise and support colleagues using sound knowledge, professional skills and up to date
understanding of national and international development in the specified clinical area of
care of the post.
Exercise a high degree of personal and professional autonomy when supporting and
advising clinicians, demonstrating the ability to make critical judgements when complex
situations arise, where precedents do not exist. This may have relevance to issues such as
mental capacity, management of risk and best interest decision making.
Act as a change agent by implementing practice development initiatives that increase the
skills and confidence of clinicians in the clinical area.
Develop mechanisms that enable clinicians to critically reflect upon their day to day practice,
within a supportive and facilitative environment.
To provide leadership and support for all staff and to act as a role model and professional
support to practitioners at all levels within the trust.
To act the as the lead for issues relating to the management of patients within the
specified clinical area assigned to the post.
To ensure clinical practice follows a sound evidence base and is in the best interests of
patient care and to take the lead in co-ordinating action on standards, to ensure the
environment is fit for purpose for the particular care pathway being developed.
Ensure patient and carer involvement in the evaluation and development of the clinical care
pathways.
To act as an expert communicator, inspiring and acting to disseminate relevant information
as well as receiving feedback from staff and patients.
Investigate and respond to comments/complaints relating to the specific clinical area
assigned to the post in line with trust policy.
Contribute to clinical governance and effectiveness through identifying and leading audit
topics for practitioners by promoting the development of research skills and practice within
the area of responsibility.

Ensure any planning and management of capital or revenue projects meets the requirements
of people within the specified clinical area assigned to the post.
When appropriate, be an advocate for the person/service user who is affected by the
specific clinical area assigned to the post.
Clinical Systems (e.g. SystmOne)
To contribute to the performance of the trust in respect of delivery of solutions to information
management and technology programmes, addressing ineffective processes, identifying
benefits and development of appropriate change plans to enhance service delivery and
performance standards.
Key Performance Indicators
Ensure that appropriate systems are in place to closely monitor and deliver relevant
performance targets related to the clinical pathways assigned to the post.
Assist and where necessary lead on the investigation and response to reported incidents and
verbal and written complaints within the specified clinical area of the post (both formally and
informally in line with trust guidelines).
Professional Leadership
Liaise with charitable organisations, the independent sector, primary, secondary and social
service providers of the clinical care pertaining to the pathway in order to identify greater
integration of local care pathways for the service users.
Influence health and social care workers through collaborative relationships across the
organisational boundaries. This will include clinical scrutiny of recommended new pathways of
care, clinical, financial and cost-benefit analysis of new proposals, challenge and raising of
risks where appropriate, as well as leading celebrations on new clinical initiatives.
Actively promote the physical, psychological and social needs of people affected by the clinical
domain specified in the post by working with colleagues to set standards for best practice and
disseminating these throughout the trust.
Act as a source of expert strategic and clinical advice and critical thinking, empowering others
to develop creative approaches to problem solving.
Take the lead in developing frameworks for improvement, recognising that the views of service
users and their families/carers have an integral part to play in any quality initiative.
Evaluate the service against existing frameworks and take responsibility for further developing
this via national and international networks.
The post holder will be expected to demonstrate a methodical structured approach to their
work and be able to implement project management skills when introducing new or improving
existing clinical care pathways.
Foster a culture of innovation, working in collaboration with senior leaders across the trust,
embracing the Listening in to Action culture and working where appropriate with the
Ambassador of Cultural Change.

To be available on the management and capcity on-call rota as per Trust Policy.
Coach and mentor staff to develop where appropriate.
Act as a champion for patients and their interests, ensuring the patient’s voice is at the heart of
clinical pathway and network activities.
Keep up to date with the evidence base of the relevant clinical pathway for continuous
improvement and disseminate the specialist knowledge both locally and where appropriate
nationally.
To deputise for the Director of Nursing or Deputy Director of Nursing as and when required.
Able to produce detailed reports for the various trust committees, including Clinical Reference
Group, Quality and Performance Committee and Trust Board.
The post holder will have excellent general computer and other information technology skills
and have a sound working knowledge of SystmOne.
Ability to communicate with staff at all levels in the organisation and the public.
Work collaboratively with other specialities and professional groups to ensure that best
practice is achieved for all aspects of clinical care.
Able to innovate, motivate, and implement development of improved clinical practice through
excellent persuasive and negotiation skills.
Steer the production of key communications materials associated with the respective clinical
pathway programme for executive directors and senior managers in the trust as well as trust
colleagues and external stakeholders.
Liaising with others both within the organisation and outside the organisation to ensure the
trust’s relevant care pathway strategy is embedded into and integral to other developments
across the trust, including the overall clinical strategy.
Project management skills
To develop and implement a detailed and robust project plan for the clinical pathway with all
stakeholders.
Develop, refine, maintain and monitor the project plan ensuring progress is tracked and
reported on to the relevant care pathway/strategy group and higher committees.
To Lead, manage and coordinate work streams to achieve their objectives which will include;
a) Setting up of meetings and management of the necessary documents
b) Facilitating work stream meetings
c) Proactively manage stakeholders (e.g. events)
Analysing and presenting data to help identify good practice and other’s experiences of the
process that may be relevant.
Education
Work with the Head of Professional Practice to ensure high quality training to the Trust’s
colleagues.
Provide a strategic overview of the training requirements for any relevant clinical area/pathway
to support local and national recommendations.

Demonstrate the ability to work closely where appropriate with academic institutions to
develop educational programs that are relevant to the specific clinical pathway.

Required to ensure work is bound to Caldicott standards.
Responsibility for Policy/Service Development
Translate the significance and potential impact of government policies, NICE guidance and
other standards as they relate to the specific area of care/clinical pathway to the development
of policies, guidelines and standard operating procedures.
