Call for Expression of Interest (EOI) from Reputed companies/ Firms for purchasing surplus
Fresh, Frozen Plasma (FFP) under Assam State Blood Transfusion Council
Assam State Blood Transfusion Council is a registered society under the Societies Registration Act,1860 which is
the body in relation to all matters pertaining to blood & blood products, as per the mandate given to it by Govt. of
Assam and National Blood Transfusion Council through various orders & notifications, within the state of Assam.
The Blood Safety program aimed to ensure reduction in the transfusion associated with HIV transmission to 0.5
percent, while making available safe and quality blood within one hour of requirement in a health facility. The
activities and functioning of a network of Blood banks in the state is supervised to ensure optimal quality. The major
Blood Banks of state producing good quality excess Fresh, Frozen Plasma (FFP), which is required to be sold to the
reputed companies.

Expression of Interest invited from licensed companies/firms for collection and resourcing of surplus plasma from
Govt. Blood Banks Hospitals of Assam for a period of three year.
Eligibility:
The eligibility will be assessed against evidence of skills and experience in fractionating/ collection of plasma from
Blood Banks. The company/firm must have valid license from Drug Controller General of India for dealing in
Human Blood & Blood Products. The company/firms must have own fractionating facilities (WHO-GMP certified)
in India. The derivatives should be fractionated in India for fulfilling the demand of India only. The company must
have 3 (three) years experience in fractionation of FFP.
Assessment:
The assessment of firm will be made on the basis of price offered for per liter FFP resourced. The firm will have to
sign a MoU with ASBTC initially for a period of 1 (one) year, which will be extended up to a period of 3 (three)
years, on the basis of performance of the company/firm. The MoU will be valid for the period of 3 (three) years, if
both the parties agreed to continue such engagement.
Requirements:
The EOI should be sent along with a Capability Statement including a profile of the organization relevant technical
and geographical location. Any EOI with inadequate information, those which do not meet the above criteria, or
those received after the closing date will not be short listed. EOI should be as concise and focused as possible to
give evidence of the above requirements including the capability statement and organization profiles. The EOI must
reach the undersigned on or before 06th March,2017. Only organizations, which pass the pre-selection process, will
be contacted and invited to submit detailed proposals.
