The changes in legislation for the upcoming year are listed below: An institution may not create a printed portfolio of information (e.g., pictures) to be used in the recruiting process. An institution may only provide a media guide to a PSA via an electronic mail attachment or hyperlink. 13.4.1.1.2 Revised: 1/15/11 effective 8/1/11, applicable to media guides produced for the 2011-12 academic year and thereafter. Specifically permitted as printed recruiting materials - a media guide and video and audio materials, as permitted in Bylaw 13.4.1.5. 13.4.1.2 Revised: 1/15/11 effective 8/1/11, applicable to media guides produced for the 2011-12 academic year and thereafter. There shall be no limit on the forms of electronically transmitted correspondence sent to a PSA (or the PSA’s relatives or legal guardians) beginning the calendar day after one of the following events occurs: (a) The PSA signs a National Letter of Intent (NLI) or the institution's written offer of admission and/or financial aid; or (b) The institution receives a financial deposit in response to the institution's offer of admission. 13.4.1.2.1 (Adopted: 1/15/11 effective 8/1/11) Permissible video or audio material may only be provided to a PSA via an electronic mail attachment or hyperlink, except as provided in Bylaw 13.4.1.5.4. 13.4.1.5 Revised: 4/28/11 effective 8/1/11, 6/13/11. Additional pages limited to plain white paper (8.5x11 in.), black ink, blank except for text. Attachments - only materials printed on plain white paper (8.5x11 in.) with black ink that are not created for recruiting purposes, except for other permissible printed materials (listed below G.C.). Envelope (9x12 in.) may include the institution's name and logo (or athletics logo) on the outside, must be blank on the inside. Newsletters from Friends Groups may only be sent as an attachment to general correspondence (black and white photocopy if there is color), or as an email attachment if it is provided to everyone for free/no registration required. NOT Permissible to send; may provide to prospect during campus visit. Electronically transmitted correspondence that may be sent to a prospective student-athlete is limited to electronic mail and facsimiles. *NEW* no limit on electronically transmitted correspondence sent to a PSA after: PSA signs a NLI or written offer of admission and/or financial aid; OR institution receives financial deposit in response to offer of admission. The body of an email is not regulated. Must be sent to an email address. May provide links and use decorative background. The body of a fax is not regulated. May be in color. Materials not created for recruiting purposes or those specifically permitted. **NEW** May include a media guide and video and audio materials. Other media guides may be produced but may NOT be given or sent to prospects. May not create sport specific newsletters for recruiting purposes. No text messages, instant messages, Facebook wall posts (not a full list) to a PSA *see exception after specific occurrences. No animation within the email.
