Biographical Notes
Nigel Henderson, Chief Executive, Penumbra
Nigel has been Chief Executive of Penumbra since 1999 and
has extensive knowledge of managing, developing and
delivering services within the field of mental health. He has
represented CCPS on many cross sector working groups and
was Convener of CCPS Board until 2007. He is also on the
Management Committee of the VSSSWU and co-chairs the
Service Development Change Programme which the
government instigated in the wake of the 21st Century Social
Work Review.
Linda Headland, Director, ELCAP
Linda has been a CCPS board member since 2000 and
represented CCPS on the Scottish Executive’s Adult Support
and Protection Bill Steering Group. She has 19 years’
experience as a director of ELCAP. In that time, she has
managed and developed the transition from provision of
institutional care to it becoming an organisation focusing on
supported living.
Her knowledge and experience of learning disability issues
cover not only support and care services but also the related
policy and legislation. She is a member of The Same as You
Implementation Group, The Lothian Learning Disability
Strategy Group and the In Control Scotland Advisory Group.
Kenneth Simpson, Chief Executive, VSA
When Kenneth joined VSA in 2004 as Chief Executive, he
brought VSA into CCPS. Prior to his joining VSA he was
Deputy Director of Operations for Guide Dogs for the Blind.
Kenneth’s professional background after leaving university
with a BA and BSc and subsequently a Masters degree in
Public Administration, was in health & social services and he
is a qualified rehabilitation worker. He is also currently a
member of SCVO Policy Committee.
Dana O’Dwyer, Chief Executive, The Mungo Foundation
Dana was appointed to the post of Chief Executive of the
Mungo Foundation in January 2005. Having previously
worked with both Greater Glasgow NHS Board and
Strathclyde Council as well as several voluntary sector
organisations, Dana can offer a wide perspective on many of
the issues confronting CCPS Membership, including.
an extensive knowledge of community care policy, public
procurement and practice issues which has been gained from
her work in service commissioning, delivery and
development within both the statutory and voluntary sectors.
TMF work with people with a wide range of needs –which
gives her a breadth of experience and knowledge of the issues
involved. Dana is also a member of the Institute of
Leadership and Management.
Addie Stevenson, Chief Executive, Aberlour Child Care
Trust
Addie has wide experience within children and family
services and can contribute effectively to a range of advisory
groups and committees on issues which affect this group,
particularly with regard to drug & alcohol issues. She is also
qualified and experienced in human resource management
and during her time with ADSW developed a framework for
people management within social care. While working in
England, Addie was involved with Best Value reviews,
developing e-government and other initiatives to progress the
government’s modernisation agenda.
Addie is also on the board of the Glasgow Simon Community
and the VSSSWU Management Committee.
Austen Smyth, Chief Executive, The Richmond
Fellowship Scotland
Austen is Chief Executive of the largest social care provider
in Scotland and brings considerable knowledge of the issues
facing voluntary sector organisation. He is keen to support
the promotion of skill sharing and co-operation on issues of
common concern within the membership. He is also a
member of the Housing Support Enabling Unit Committee
and regards this as an important link between the Unit and
CCPS.
Anne Houston, Chief Executive, CHILDREN 1st
Anne became Chief Executive of CHILDREN 1st in 2007 and
has a wealth of experience within the provision of services
for children, young people and families. She has been
involved with and is widely knowledgeable about public
policy, strategic planning and negotiating with government at
all levels. She is also experienced in dealing with the media.
Anne has held office on the Boards of SPPA, ACOSVO and
SACR and is currently Vice Chair of Stop It Now! Scotland
and a Trustee of the Cattanach Charitable Trust.
