Chris Holmes, Chief Executive of Derbyshire CIL, explained how the Network could ensure that disabled people make the most of the choices that are now available to them because of recent changes in Adult Social Care. Workshop discussions looked at what shape the ULO Network should take and what it should do first. Service users needed to know what the options were before they could decide what they wanted from Personalisation. Groups would, therefore, need to provide them with extra information and support, such as Peer Brokerage. The Network had to be useful to its members and not just repeat something that already existed. There had to be good, clear communication between members. Service users, providers and ULOs should be contacted to make sure everyone in the disability community was involved. The Network could share information, expertise and resources. It would also be able to promote partnerships and joint working. ULO Network Who’s Who ULO Network Staff The Network staff will be working for the benefit of all the groups who are members, providing information and support by phone, e-mail, and faceto-face. Development Group This has been set up to make plans for the ULO Network. Representatives from some of the larger groups covering a range of different disabilities, along with Council officers, are currently on the Group. Consultation Event for Service Users, 23 September, Central Milton Keynes Location 2 Please let your service users know about this event and encourage as many as possible to come. This is their opportunity to get involved in making Personalisation work for them. Forms available from Lesley Marshall. Individual invitations will also be sent out shortly. Personalisation Terminology Resource Allocation System (RAS) The system used to work out the amount of money allocated to an individual or informal carer following an assessment. Advocacy Supporting people to explain their views to other people. Brokerage Brokerage helps people choose, plan and organise any support they need to be independent. Self-Directed Support When people who are eligible for social care decide what support they need, how the support is used and who will provide it to them. Cash Payments Payments made to people eligible for help from social services, who want to arrange and pay for their own care and support services. Support Plan (or Plan) An agreed plan that describes how a person will use their budget to achieve their desired outcomes. Indicative Personal Budget An amount of money allocated to an individual in order to meet their social care needs following an assessment. Supported Self-Assessment Giving people the choice to assess their own social care needs or carry out an assessment on behalf of someone else. Support is available if needed. Personal Assistant (PA) People can choose to use their Personal Budget to employ Personal Assistants to support them with their social care needs. Transformation The process of making changes to systems, structures, processes and culture, which will bring about new ways of delivering social care. Personalisation The term used to describe the national agenda to reform the social care system with an emphasis on early intervention and increased choice and control for service users. Helping us to help you So that we can start putting into place the ideas that came from the Launch, we need more details from groups that want to be part of the Network. Prevention / Early Intervention An emphasis on early intervention, low-level support and advice networks with a view to preventing or delaying the need for higher intensity and more costly care. Peer Brokerage Support The Latest on Personalisation Angela Doherty has now been appointed to develop the peer brokerage role for the Network. Putting People First in Milton Keynes: My Life, My Choice – Your Life, Your Choice The ULO (User Led Organisations) Network will support people who receive services from Adult Social Care and who will now be getting their own Personal Budget. To keep up to date with the progress being made by Milton Keynes Council’s Social Care Reform Team, please take a look at the following web site: Local groups who are Network members will be giving this support through a “peer brokerage” service. www.milton-keynes.gov.uk/socialcarereform If you have any questions, you can either speak to ASCAT on tel no. 01908 253772 or email [email protected] “Peer brokerage” is provided by someone with a similar experience or condition who can help a person plan and organise the support they need to be independent. Milton Keynes CIL will be co-ordinating this service to help find the peer brokerage that best fits someone’s needs. Terms of Reference One of the Development Group’s first actions was to agree Terms of Reference.
