The City of Edinburgh City Council’s Property & Facilities Management team have an
opportunity for a Project Manger to join the the Capital Projects Team based in
Edinburgh on a full time, permanent basis. Reporting to the Senior Project Manager
(Minor Works), the post holder will manage a range of public sector projects in order to
ensure the Council’s requirements are delivered. Including;



Meeting time, cost and quality requirements.
Delivering the project safely.
Managing complex and/or numerous projects at any one time.
Primary Job Responsibilities:
The post holder will plan, manage and be responsible for the delivery of a variety of
challenging and complex projects. This will entail:













Establishment of the project’s requirements and the team to deliver them.
Engagement with client and various stakeholders.
Management of the project through the Council’s investment governance processes
and Local Authority Statutory Consents as required.
Launching projects and establishing effective governance and communication
routes.
Monitoring and controlling project costs, resources, programme and quality.
Ensure relevant technical solutions are applied.
Appoint and supervise a Project Team to maintain required standards of design,
quality, cost control and safety.
Assess and mitigate project risks.
Manage the performance of internal and external professional teams and
deliverables.
Directly supervise project teams, comprising both internal and external personnel
and external contractor resources with reports to Investment Steering Groups.
Reporting and making recommendations to relevant Investment Steering Groups.
The post holder will be responsible for a delegated annual portfolio of capital
projects and programmes valued at around £30m.
Planning, coordination and implementing of Minor Work programmes and projects.
Qualifications:
 A degree level of qualification is essential.
 Membership of a relevant professional body such as the APM, CIOB, RICS or similar
body is required.
Knowledge:





Understanding and experience of project and programme management.
Understanding of the principles and practices of planning, risk and cost
management at programme and project levels.
Understanding of design and development processes and their governance.
Awareness of the stage-gate principles of project delivery is required. The Client’s
governance processes will be explained in-post
Awareness of UK Health and Safety Legislation. Information concerning specific
company safety, quality and security procedures will be provided in-post.
Skills:











Superior interpersonal skills are required to enable effective interaction with
Clients, seniors and peers while working in a “Team” environment
Able to build and maintain effective internal and external working relationships .
Strong organisational skills, attention to detail and quality are required.
Must possess excellent verbal and written communication skills and be able to
exchange information at all levels in a clear and concise manner with a process
improvement mind set.
Capable of effective multi-task working, identifying and managing priorities and
working to challenging time scales.
Must possess good listening skills; enabling requests to be assimilated and
converted into action plans.
Ability to motivate and influence others.
Ability to work under time pressure.
Ability to manage stakeholders inside and outside the business.
Ability to think and plan strategically.
Proficient in MS Word, Excel, PowerPoint and MS Project.
Experience:






Evidence of experience in a Senior Project Management role within a Client facing
environment is essential.
Evidence of experience within a similar public sector programme is desirable
although not essential.
Experience of managing cross-functional teams in a highly regulated environment is
highly desirable.
Experience of managing projects from inception through to handover into
operation.
Proven ability for successfully managing teams.
Contract administration, management and negotiation skills.


Working autonomously by managing own projects.
Knowledge of standard forms of contracts.
Desirable:


Further qualification in project management (either MSc or APM Registered project
professional or equivalent)
Prince2 practitioner certified or similar.
