Charging and Remissions Policy
Other than in the specific circumstances stated below, College Town Junior School
will not charge for any activities, 50% or more of the duration of which, are
undertaken within school hours. Where an activity or event is arranged to take place
with 50% or more of its duration outside school hours, a charge will be made for that
activity. In such circumstances parents will be advised of the event and the charge to
be levied in advance and attendance will be purely voluntary.
1. School Trips
As a general principle it is not the practice of the school to arrange school trips
wholly or mainly outside school hours. In consequence, school trips will only be
undertaken provided funds are available from voluntary contributions.

2. Outside Agencies.
No compulsory charge will be levied to the parents for visiting drama groups or
speakers. Such arrangements will therefore be subject to the availability of
voluntary funds.
3. Ingredients and Materials.
As a general principle, a nominal fee towards materials used within the
curriculum will be payable to enable the children to take the product home.
4. Loss and Damage to School Property
Parents of a pupil who damages or loses any item of school property or
equipment, including, for example, windows or computer software, are liable for
the cost of repair or replacement. In certain circumstances and insurance
premium may be required (i.e. musical instruments etc).
5. Optional fee paying clubs
The Headteacher is authorised to charge for optional fee paying clubs (including
music) outside normal classroom activities, when permitted
6. Music Tuition
Although the law states that, in general, all education provided during school
hours must be free, instrumental and vocal music tuition is an exception to that
rule.
Charges may now be made for vocal or instrumental tuition provided either
individually, or to groups of any size, provided that the tuition is provided at the
request of the pupil’s parent. Charges may not exceed the cost of the provision,
including the cost of the staff who provide the tuition.

Voluntary contributions
Headteachers or governing bodies may ask parents for a voluntary contribution
towards the cost of:
 any activity that takes place during school hours
 school equipment
 school funds generally.
The contribution must be genuinely voluntary, though, and the pupils of parents
who are unable or unwilling to contribute may not be discriminated against. Where
there are not enough voluntary contributions to make the activity possible, and
there is no way to make up the shortfall, then it must be cancelled.
Residential trips
Schools are permitted to charge for the cost of board and lodging during
residential school trips. This cost must not exceed the actual cost of the provision.
Where the trip takes place wholly or mainly during school hours, children whose
parents are in receipt of the following support payments will, in addition to having a
free school-lunch entitlement, also be entitled to the remission of these charges:

Income Support (IS)

Income-based Jobseeker's Allowance (IBJSA)

support under part VI of the Immigration and Asylum Act 1999

Child Tax Credit, provided that Working Tax Credit is not also received and
the family’s income ( as assessed by Her Majesty’s Revenue and customs)
does not exceed £16,190 (financial year 2013/14) This figure is subject to
change if and when new legislation is brought in.

the guarantee element of State Pension Credit.

an income related employment and support allowance that was introduced
on 27th October 2008
A similar entitlement applies where the trip takes place outside school hours but is
necessary as part of the National Curriculum, or forms part of the syllabus for a
prescribed examination that the school is preparing the pupil to sit, or the syllabus
for religious education.
Remission Policy.
The school reserves the right to add to or amend the above policy as changes in the
law or educational provision by the school demands. Any such changes will be
subject to prior notification in writing to the parents.
This policy should be read in conjunction with the Department for Education
guidance document, ‘Charging for School Activities’ published October 2014
This policy is also subject to change pending a review of the advice given from the
DfE in summer 2015
