Comments on AIE Accreditation Itaru Watanabe Japan Quality Assurance Organization 9 March 2006, Hilton Bonn Issues to be discussed 1. Accreditation i. Sectoral scope ii. Procedures 2. Related issues i. National guidelines and procedures ii. PDD and its guidance Accreditation / Sectoral Scope One of the big differences from CDM Sectoral scope – Basis on the assignment of an assessment team – Be useful for setting the competence criteria for an assessor. – It is difficult to define the sufficient knowledge and understanding of environmental issues, technical aspects, environmental auditing requirements and accounting methodologies for all sector/source categories. Accreditation / Procedures Three steps – Desk review (Document Check) /On-site Assessment/ Witnessing Reaccreditation Roles and responsibilities of an AIE – Same as those of a DOE or different ? – Whole steps are necessary for a provisional AIE ? National guidelines and procedures No need for guidance by JISC ? - National guidelines and procedures for approving Article 6 projects, including the consideration of stakeholders' comments, as well as monitoring and verification ( para. 20 ) - The AIE shall determine whether the project has been approved by the Parties involved (para. 33) Some guidance could be useful for efficient and effective development and determination of a project PDD and its guidance Need of the description of sector/source category in "Description of the project“ User friendly guidance – Verbal forms (Shall/Should/May) – Uncertainty level of data (High/Medium/Low) Thank you for your attention!
