Annex 1 Terms of Reference Individual Consultant for National Project Management Specialist ==================================================================================== A. Project Title: RBAP Pipeline Development and Innovation (Youth Action for SDGs) B. Project Description The project aims to socially and economically empower young men and women in entrepreneurial skills, confidence building, and empowering skills necessary to improve their access to productive resources and sustainable income potential as well as better engagement in development processes. Entrepreneurial training and incubation will be systematically linked and integrated with other complementary interventions such as access to markets, finance, appropriate technology, entrepreneurship development and follow up technical assistance, advisory services, and referral. This project is also aim to empower youth to have meaningful voice and participation in decision making processes in local and national level. The project involves strategic partnerships with private sectors, government authorities, local leaders and community, civil societies and relevant institutions, thus, it will contribute to strengthening their capacity as responsible service providers, facilitators and advocacy actors. The project will operate in the One Stop Shop centre in the capital city which connects to regional/municipals centres/hubs. This project has two main components: I. Entrepreneur development and toolbox A one-stop-shop centre, a physical space to engage youth in various innovative and empowering activities such as training, incubation, and technical and advisory support necessary for youth to start and grow their business. Web-based and mobile application toolbox, a collection of independent resources that can assist youth in formulating their business ideas or locating the resources they need to grow their business, and access job opportunities. It will be supported with a mobile apps for youth to access new financial opportunities (Financial Apps), and jobs opportunities (Jobs apps). Timor-Leste e-commodity and services market, an electronic marketplace which will serve as an innovative tool to contribute to the domestic and foreign trade capacity of Timor-Leste. The initiative aims at linking farmers and youth entrepreneurs with market opportunities in the agricultural and tourism sector. II. Amplifying youth voices and participation Civic Empowerment, a capacity building initiative to enhance the leadership qualities, civic awareness, and engagement of youth suco council members and youth emerging leaders in decision-making, policy formulation, and national SDG implementation. E-voice platform for youth suco council members and youth to connect and share knowledge, experience, and best practices which can lead to improved knowledge, confidence, and participation in development processes. C. Scope of Work The consultant will work under the overall supervision of the Country Director and the Head of Communication and Management Support Unit, and the Project Manager to perform the following tasks/activities: Overview of Project and Strategic Approach: i. ii. Review and become familiar with the youth related development plans, national development plan, and sectorial policies and strategies related to private sector development and economic diversification. Also, Become fully familiar with and knowledgeable about the project, its objectives and strategy and the work plan. Technical Support: i. ii. iii. iv. v. vi. vii. Assist Project Manager in developing the entrepreneurship development and toolbox strategy, and and developing the ToRs and Memorandum of Understanding (MoUs) of the trainers and implementation partners to execute the youth entrepreneurship programme; Assist the Project Manager to finalise, validate, and translate training materials and contribute in preparation and facilitation of trainings Contribute in preparation of post-training programmes and adaption and utilization of existing training materials relevant to youth enterprises; Facilitate procurement of required inputs for training and post-training support in line with the plan; Provide technical assistance to youth and implementation partners in access to market, financial services, and other relevant information necessary for youth to start or grow business; Facilitate exchange visits and networking between youth and the private sector, and networking between youth entrepreneurs to enabling sharing of knowledge and experience. Assist in the development and management of e-commerce websites and applications including development of content and translation, promoting its use by potential suppliers and buyers. Liaison, Coordination and Partnerships: i. ii. iii. Assist Project Manager and consultant to develop partnership engagement strategy, mapping of potential partners, and build active partnerships and networks with key actors including government offices, Chamber of Commerce, and other private sector entities, industries and commercial entities for market access, and collaboration with the project; Coordinate with the UNDP Country Office, as necessary, the preparation of, MoUs/Agreements with government, private sectors and other partners to ensure implementation and monitoring of results; Coordinate with the UNDP Country Office, as necessary, the preparation of,MoUs/Agreements with large enterprises, industries for market access, and follow up on MoUs/agreements for satisfactory completion. Monitoring and Reporting: i. ii. iii. Regularly monitor project implementation, prepare monitoring and project reports as required, and provide inputs for reporting and communication of the progress and best practices; Monitor the work of the international consultants and implementation partners to ensure quality delivery of technical and advisory services; Perform other related duties as assigned by the Project Manager. D. Expected Outputs/Key Deliverables and Timeframe The successful individual consultant is expected to deliver the following outputs/key deliverables within eight months (150 working days) of the assignment. Institutional Arrangements Under the supervision of the Country Director and Head of CMSU, and Project Manager, the consultant provides ongoing technical, coordination, supervision, and monitoring to ensure implementation of the project and delivery quality results. The contractor will produce monthly progress reports regarding the pertinent activities and the deliverables/outputs. F. Duration of Work The successful individual consultant is expected to perform the above mentioned outputs/key deliverables within 8 months (150 working days) of the assignment. He/she is expected to start on the 15th of May 2017 and all outputs have to be delivered by the 31 of December 2017. G. Duty Station The main duty station will be Dili. The consultant must be available for regular meetings with the CMSU unit and other meeting with the Programmes and Country Director when required. H. Qualifications of the Successful Individual Contractor a) University degree in project management, development studies, international development or similar field. b) A minimum of two years’ experience in the areas of project management, economic development, monitoring and evaluation or programme development/implementation c) Experience in the usage of computers and office software packages, website and mobile applications d) Techniques and accepted practices of research, writing, and reporting e) Familiarity with UNDP systems, reporting requirements and programme management approach is an advantage f) Team player, able to work respectfully and cooperatively with colleagues of different national and cultural backgrounds g) Native Tetum speaker and fluency in oral and written English is a must I. Scope of Price Proposal and Schedule of Payments Lump Sum Contract The Financial Proposal must be expressed in the form of an all-inclusive1 Lump Sum Amount, linked to the Expected Outputs and Deliverables, supported by a breakdown of costs as per the template provided by UNDP. Under the lump sum approach, the contract price is fixed, regardless of changes in the cost components or duration of the assignment. Recommended Presentation of Offer Interested individual consultants must submit the following documents/information to demonstrate their qualifications: a) Dully accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP (to be downloaded from the procurement notice link); b) Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references; and c) Financial Proposal in the template provided by UNDP (to be downloaded from the procurement notice link). Criteria for Selection of the Best Offer Cumulative analysis OR combined scoring method The applications will be evaluated using weighted scoring method, where the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; 70% * Financial Criteria weight; 30% Only candidates obtaining a minimum of 49 points of the technical criteria will be considered for the Financial Evaluation.
