SMART CITY MISSION – KOCHI
The Ministry of Urban Development (MoUD), Government of India, launched
the Smart Cities Mission (SCM) to develop 100 cities selected through a
challenge process into sustainable efficient Cities and the mission period is 20152020.
Kochi was selected from Kerala to participate in the National Level Smart Cities
challenge. Kochi prepared Smart City Proposal (SCP) through a participatory
planning during October – December 2015 and submitted the proposal to the
MoUD. Kochi competed with the shortlisted cities across the country and got
selected in 5th position among Top 20 cities.
1. Over view - Kochi Smart City Proposal
The Smart City Proposal of Kochi aims at a planned and integrated development
of infrastructure through the application of smart solutions.
The proposal envisages a region wise, step-by-step development and
subsequently to create replicable models within the city. The Smart city
development has two major strategies
1.1 Area Based Development (ABD)
ABD aims at Integrated development of a selected area within the city. The
regions identified for ABD are Fort Kochi, Mattancherry and the Central City
Area. Major project themes and project components envisaged in the
delineated area are (List of Project Annexure-1):
 Theme - SEAMLESS MOBILITY
Integration

 Water metro connecting Fort Kochi and Central city area
 Non Motorised Transport Systems- Walkways, Cycle lanes etc

 Detailed Town Planning Scheme for the selected region.

 Creation of plazas, walks along canals and green pockets.

 Differential FAR based on the carrying capacity of the region
 Theme-WORLD CLASS URBAN SERVICES
Provision of best in class infrastructure services, inclusive housing
embedded with the Smart Solutions.
 Underground cabling
 24X7 water supply
 100% Coverage of Sewerage management/Septage management
 Housing for all
 Efficient Health and Educational infrastructure
 Theme-REVIVAL OF IDENTITY AND CULTURE
 Heritage conservation & tourism management in Fort Kochi
 Redevelopment of the market area
 Branding Kochi through Biennale

whole Kochi Municipal Corporation area.

2. Smart Cities Mission Status in Kochi
2.1. Institutional Building
a. Incorporated the SPV – Cochin Smart Mission Limited
 Registration of the Company - 16th March 2016

c. Selection of Project Management Consultant(PMC)
Evaluation process for the selection of Project Management
Consultant has been completed and the process is approved by
Government and issued order -GO (Rt) 1153/LSGD dated 12th April
2017.
M/S IPE Global Pvt Ltd obtained the highest score in the QCBS and
organised the first meeting with M/S IPE Global Pvt Ltd on 28th
April 2017. The Project Management Consultant (PMC) will be
positioned after the approval of Board of CSML and to position the
PMC to support the CSML.
d. Hand Holding Agency
Appointed KMRL as hand holding agency for institutional building
of CSML and implementation Partner for projects and Urban
Mobility. The Scope of work includes
 Proposing an appropriate organisational structure for CSML and
Selection and Positioning of key Managers and personnel.
 Advising on aspects pertaining to Finance, Secretarial practice
and other immediately required inputs for CSML.
 Advisory services on Intelligent Transportation System (ITS) and
Information Technology (IT) services.

 Setting up of a unified Command and Control system for urban
transportation, in coordination with Kochi - Unified Metropolitan
Transport Authority (UMTA).

2.3 Project Status
2.3.1 AREA BASED DEVELOPMENT
a. Theme - Seamless Mobility
 Water Metro
One of the key projects of Smart City proposal is to integrate Fort
Kochi Mattanchery area with central city area through integrated water
transport. KMRL has initiated a project to enhance the efficiency of
water transport system in the Kochi city and the project has been
inaugurated and being implemented through KMRL.
 Non Motorised Transport (NMT)
The 3rd Board meeting of CSML held on 7th October 2016 has
accorded Administrative Sanctions to 6 projects under the category of
Urban Mobility and IT Services. The projects are being implemented
through KMRL.

b. Theme - Reconstitution of Urban Form
 Town Planning Scheme
To promote integrated sustainable development, the smart city region
has been divided into 3 TP schemes. The T P schemes are being
prepared by the Town and Country Planning Dept in consultation with

Corporation of Kochi and CSML.
c. Theme – Universal Provision of Best in class infrastructure
CSML team has initiated discussion with the line- departments.
For the projects proposed under theme are to be implemented with
support of the Project Management Consultants. The DPRs to be
prepared in consultation with the departments
d. Theme - Identify and culture
 Heritage conservation and tourism development.
Department of Tourism has prepared a master plan for Heritage
Conservation and Tourism Development of Fort Kochi Area. The
projects for implementation in the Smart Cities region to be finalised in
consultation with the Tourism department. The project implementation
would be initiated after the appointment of the PMC.
2.3.2 PAN CITY SOLUTIONS
a. Integrated Smart card and Kochi App for all G2C services
KMRL has developed the Kochi-One Card and App to enable the
ticketing the Kochi metro. The same Card can be used across all modes
of urban transit and also to pay water & power bills and other
Government services. The card is set to be launched in May 2017.
b. 24X7 water supply system
Kerala Water Authority (KWA) is the nodal agency for the project and
KWA has prepared the pre-feasibility study report and to be placed in
the Cabinet for approval to seek external aid from Multi-lateral
Agencies.
2.4 Urban Reforms under Smart Cities Mission
Kochi being a AMRUT city, the Ministry of Urban Development (MoUD)
has recommended to undertake 11 mandatory reforms during the mission
period (2015-20).

Along with the mandatory reforms under AMRUT, Ministry of Urban
Development (MoUD) recommended to 5 additional reforms under Capacity
Building for Urban Development (CBUD) of the World Bank.
MoUD has issued Office Memorandums (OMs) and model Request for
Proposals (RFP) along with the list of empanelled consultant (Annexure-iii)
in each category to assist the ULB in achieving Reforms. MoUD will be
giving financial assistance for tendering process under CBUD.

Corporation of Kochi has initiated the consultant selection process to assist
in implementing the reforms from 1 to 4. Kerala Water Authority would be
coordinating the activities under reform No5.
3. Reasons for Delay
The components of seamless mobility are under execution. Components like
smart power, heritage conservation, canal rejuvenation, etc. are to be
undertaken through the Project Management Consultant (PMC).
 Delay in appointing the Project Management Consultant
For end-to end support of project execution under Smart Cities Mission in
Kochi, the Mission Director had issued a RFP on 25th May 2016 and the
last date to receive the proposal was 1st August 2016. In response to the
RFP, proposals were received from 9 consultancy firms. The technical
committee has reviewed the proposal in detail and also invited the firms for
a presentation. Further three firms were shortlisted as per the RFP selection
criteria and their financial bid was opened on 18th November 2016. M/s IPE
global obtained the highest score in the combined evaluation process. The
evaluation committee submitted its report to the Mission Director. The
committee observed that e-tendering procedure has not been followed in the
selection process and hence recommended to obtain ratification from
Government before awarding the work.
As per the decision of 9th State Level High Powered Committee (SHPSC),
chaired by the Chief Secretary held on 25th January 2017, the Mission
Director submitted the file to the Government for waiving the eprocurement procedure for selection of the PMC. After seeking the advises
of Finance and IT Department, the matter was placed in the cabinet meeting
held on 28th March 2017. The cabinet approved the physical tendering
process initiated for the selection and the consultant and waived the etendering process in the selection of PMC.
The Selection of M/S IPE Global Pvt Ltd was approved by the
Government and issued order-GO (Rt) 1153/LSGD dated 12th April 2017.
The delay in the selection of PMC has led to delay in the implementation of
projects proposed under Area Based Development.
 Delay in Appointment of key personals
KMRL is the handholding agency for recruiting the Key personals. The
first advertisement for the recruitment of the Key personals was published

in November 2017 however number of applicants were not limited or not of
good quality.
Further it was re-advertised for the post of Chief Financial Officer (CFO)
and Urban Planner in January 2017. The interview of the Urban Planner
was conducted on 29th April 2017 and shortlisted the applicant for the post.
The delay in the appointment of the Key personals has led to the delay
over all institutional building and project coordination.
