William H. Howard Bill Howard is an in-house lawyer with Zurich American Insurance Company, where he counsels Zurich employees in General Liability, Environmental, and Workers’ Compensation Claims on coverage issues and where he manages coverage and bad faith litigation involving Zurich member companies. Prior to joining Zurich in 2009, Bill spent 29 years in private practice, 21 of which were as a member of Cozen O’Connor. For most of his career, Bill has specialized in insurance law and litigation, with a sub-specialty in insurance coverage for environmental claims. Bill also has experience in civil and commercial litigation, substantive environmental law and regulation, and bankruptcy. Bill is a former law clerk to The Honorable Timothy S. Hogan (deceased) of the U.S. District Court of the Southern District of Ohio. Bill is a 1978 graduate of the Case Western Reserve University (“CWRU”) School of Law, where he was an Editor on the Law Review. Bill is a 1975 graduate of CWRU’s Western Reserve College, from which he graduated magna cum laude, with Honors in English and a Bachelor of Arts degree in History and English. Bill is a member of Phi Beta Kappa, Omicron Delta Kappa, and Phi Alpha Theta. Bill has authored or co-authored articles on insurance coverage/litigation, which have been published in the Coverage journal of the American Bar Association (“ABA”), Section of Litigation, Insurance Coverage Litigation Committee (“ICLC”); the Tort Trial & Insurance Practice Law Journal of the ABA Tort Trial & Insurance Practice Section; the Environmental Claims Journal; Andrews Insurance Coverage Litigation Report; the course handbook to the Practicing Law Institute seminar, Insurance Coverage 2003: Claim Trends & Litigation; and The Geneva Papers on Risk and Insurance. Bill has spoken on insurance coverage, litigation, and regulation at seminars sponsored by the ABA, Section of Litigation, ICLC; the Pennsylvania Bar Institute; the Philadelphia Bar Association; the Insurance Society of Philadelphia; and Cozen O’Connor. Bill is admitted to practice before the Supreme Courts of Pennsylvania and Ohio, U.S. Courts of Appeals for the Third and Sixth Circuits, U.S. District Courts for the Eastern and Middle Districts of Pennsylvania and the Southern and Northern Districts of Ohio, and U.S. Court of Appeals for Veterans Claims. Bill is a member of the ABA and its Section of Litigation (ICLC and its In-House Counsel SubCommittee), Defense Research Institute (Insurance Law and Corporate Counsel Committees), and Philadelphia Bar Association (Insurance Law Committee).
