INTERNATIONAL DEFENCE TRAINING (ARMY) PROJECT SUBHAN
ENGLISH LANGUAGE TRAINING
STATEMENT OF REQUIREMENT
INTRODUCTION
The requirement is for a service to provide English Language Training (ELT)
in Kuwait and the United Kingdom to Young Officers of the Kuwait Army who
will go on to attend training courses with the British Army.
This requirement will be met by a service provider with experience in teaching
English as a foreign language and the necessary project management
capability to deliver the full requirement as described below.
Presently Project Subhan is negotiated annually with Kuwait and provides 3
“tranches” of training annually which are synchronised with the relevant British
Army Young Officer (YO) course each selected officer attends as the
culmination of the training scheme.
SCOPE
The service provider will provide a comprehensive and integrated programme
of ELT and supporting services containing the following.
Part 1. Initial training and selection period, conducted in Kuwait selecting
50% of the initial starting class of 24 officers in each tranche to progress to
part 2.
Part 2.
Formal ELT and supporting administration conducted in United
Kingdom.
REQUIREMENT
The requirement refers to each tranche of training provided by the service
provider. Training is to be delivered by suitably qualified and experienced
tutors accredited with Teaching English as a Foreign Language (TEFL) or
equivalent. International English Language Testing System (IELTS)
examinations are required to be conducted by an independent third party
holding the necessary accreditation.
Part 1 (Kuwait). The training to be delivered in Kuwait by the service provider
under supervision of the Kuwaiti Armed Forces Military Education Department:
Tuition
A period (not exceeding 5 weeks full time instruction) of ELT and selection
package which achieves IELTs level 3.5 from a starting standard of IELTS 3.0.
Programme design, planning and evaluation.
Testing, assessment, monitoring and regular reporting to Kuwait and British
military representatives.
Administration
The service provider will be responsible for:

Training management and liaison with all key stakeholders i.e. UK MOD and
Kuwait Armed Forces.
Provision of all training equipment and classroom facilities
Part 2 Requirement (UK). 12 Kuwaiti Officers to be accommodated with a
UK host family within easy travelling distance of the service providers training
facility delivering the ELT. During this period the officers will not be subject to
ongoing duty of care or supervision by UK Ministry of Defence although there
will be a programme of visits, planned at one day every four weeks, to UK
military establishments to carry out simple preparatory assessments and
training in advance of the relevant YO course.
Tuition.
A period not exceeding 14 weeks fulltime instruction which achieves IELTs
level 4.0 which is to be confirmed by formal IELTs examination.
Programme design, planning and evaluation.
Testing, assessment, monitoring and reporting.
The service provider will also be responsible for all training equipment,
facilities and transportation requirements, including the provision of full
catering and meal requirements.
Administration.
The service provider will be responsible for:
Host family accommodation appropriate to Kuwaiti cultural requirements and
conducive to the continual development of English Language skills.
Administrative support and advice for domestic arrangements, tuition and
travel.
Pastoral Care.
The service provider will be responsible for:
A programme of activities including cultural visits, team building and
participation in sport to encourage personal and physical development in
preparation for military training.
Provision of dedicated managers to advise and support students during their
UK home stay including emergency contact and assistance available 24/7.
