ROLE DEFINITION: PANEL LEADER
BACKGROUND
Panel Leaders are appointed by NZQA to assist with the operation of the external assessment
process. Each panel leader is allocated a number of markers and answer booklets for which they
are responsible. The panel leader is responsible for assessing the allocated standard(s) and
checking marker judgements to ensure consistency with the national standard. The panel leader
will be required to prepare for the training of markers and marker panel meetings.
The nature of the job varies with each subject according to the number of answer booklets
allocated to markers. The role is further clarified in the schedules of the Contract provided by
NZQA.
KEY RESPONSIBILITIES
Panel Leaders will:
 lead a group responsible for the marking of the standard(s)
 assist in the establishment of a panel of markers if required
 conduct/participate in benchmarking meeting(s) with one other marker for each standard
soon after the examination
 organise and/or conduct marker meetings
 train their panel of markers
 ensure that marking is consistent with the national standard
 evaluate marker performance
 ensure marking deadlines are met by markers
 determine reallocations within the panel as required
 assess an allocation within the given timeframe
 prepare a report for NZQA
 be responsible for the reconsideration of previously marked answer books/portfolios or
marking of unmarked answer booklets/portfolios.
WORKING RELATIONSHIPS
The Panel Leader will:
 be responsible for and liaise with markers
 be responsible to and liaise with NZQA’s National Assessment Facilitator for their subject.
PROFESSIONAL AND PERSONAL QUALITIES
Panel Leaders will demonstrate:
 extensive knowledge and understanding of the learning area
 understanding and experience of the related standards
 understanding and experience of standards based assessment
 an ability to lead a group
 clear and effective communication and negotiation skills
 an ability to manage appropriate administrative systems
 knowledge of the rights and responsibilities of the partners of the Treaty of Waitangi in an
educational setting
 the ability to establish constructive working relationships with other professionals
 an ability to maintain confidentiality
 the ability to work to deadlines.
