TOPIC A: International Nuclear Safeguards for Atomic
Production
Is clear that nuclear energy production is a controversial and polemic subject now a
days, for ecological, economic and terrorism acts reasons. It´s worldwide influent, creating
both fear and mistrust atmosphere, especially when it´s applications are far from peaceful
purposes. By peaceful purposes it means that the nuclear technology is used in energy
generation, agricultural applications, medicine uses and others.
However, this great source of energy can also be used to evil acts, such as terrorism
attacks. With the developing of the nuclear technology by the Nations, nuclear technology
had became easier and cheaper to acquirer. Another concern on the nuclear proliferation
was the dismantling of the USSR, which brought to the black market miscellaneous war
storage, such as warheads, nuclear materials and others mass destruction weapons.
Switzerland is an active proponent of disarmament and the non-proliferation of
weapons of mass destruction. It also emphatics the illegal trade in small arms e light
weaponry. Another Switzerland´s foreign politic is to track and destroy the financing to
terrorism, acting to ensure “Human security”.
Regarding energy source, nuclear energy responds to 42% of all energy generated
in all its 26 cantons. Clearly, Swiss Confederation struggles to a safer and rigorous control
of nuclear materials produce and distribution, obviously, its reasons. For this difficult task,
Switzerland develop the “Security through cooperation” slogan, consciously to remind the
states that only together as a cohesive and concrete block is possible to obtain security in
nuclear proliferation.

TOPIC B: The Risk of Nuclear Proliferation in the Middle East
As a result of the nuclear race established in the Cold War, the Middle East suffered
several influences for territorial strategy, armed and technology supported Middle East
Nations. As a consequent of this war strategy, the actual “Petroleum powers” states are
equipped with one the greatest nuclear arsenal. On top of that, others nations afraid of the
nuclear neighbors, have started they nuclear program.
From there, a vicious cycle is formed, where fear and suspicion controls and
threatens bilateral or multilateral agreements and treaties. The idea of creating a NuclearWeapon-Free Zone is ancient and not yet has been implant, because is not possible to
obtain transparency and verification measures, since the nations involved have tension
diplomatic relations with the organs responsible.
Regarding the world´s security, Switzerland believes on mutual cooperation between
the nations. Although the efforts to bring peace in Middle East have been frustrated
because the religion and economical question, such as petroleum interest and acts of
terrorism as protest attitudes injuring thousands of innocent civilians, it is clear that
precaution is the key for nuclear proliferation negotiations in the region.
Bearing that in mind, Switzerland maintains a neutral position in this topic, since the
terrorist acts in United States and Spain, demonstrated the organization capacity of
infiltrating on that nations, and consequently causing the damage that had been created.
Although the fear installed in Europe after Spain´s attacks, Switzerland and its partners
wish to put a end on the Middle East conflict, improving the life´s style & quality among the
nations citizens.
