A future without traditional financial development aid in Zambia-why and how?
Workshop in Lusaka, 10th to 11th February, 2009 – Norwegian Embassy
1. Background
This workshop represents the second step in a process embarked upon by the Norwegian
Embassy in Lusaka, to analyze and assess arguments for/against and options with regards to a
phasing out of traditional financial development aid in Zambia. Step 1 consisted of the
drafting of a concept note on this idea as well as the commissioning of 6 academic papers by
recognized international scholars in this area and a peer review by leading Zambian
academics. The commissioned papers together with the overall peer review by the Zambian
academic scholars will be presented at the 10-11 feb 2009 workshop through different panel
discussions on each theme. The sessions will also contain prepared international and national
discussants for each paper.
2. Program-approach and format
The workshop is envisioned as a 2 day exercise where day one will consist of the presentation
of the papers and the discussions, whereas day two will be a smaller closed session to attempt
to draw some general guidelines and conclusions with regards to what emerged from the
discussions on day one. For day one selected representatives from the CPs and relevant
institutions in Zambia will be invited, both to participate as discussants as well as general
workshop participants.
Issues for discission will include:

International experiences of successful phasing out of traditional financial
development aid.

Can traditional financial development aid be phased out in Zambia without risking
increased poverty, social unrest and economic decline?

Macro, micro and and sector implications of a possible phase out of traditional
financial development aid in Zambia.

Political economy considerations related to a phasing out of traditional financial
development aid:
 Scenarios and strategies for phasing out of traditional financial development
aid in Zambia.
 Key areas and conditions-triggers for the phasing out of traditional financial
development aid to Zambia (considering both general and specific proposals).

Content and elements of a post traditional financial development aid support to
Zambia? (general principles of cooperation and proposals for support-areas, size and
delivery mechanisms).
