Model on Demand Base Case Change Discussion MOD-032 Users Group April 12, 2016 Introduction • Model quality is a high priority. MISO is working on metrics for our model development process. – MISO is gathering error based metrics and is using data from Model On Demand • There are hundreds of Base Case Change Correction projects applied to MOD base case committed annually – The nature of the base case correction is often not clear. Is it an error correction or field change? – MISO wants to improve information provided on Base Case Change projects, so we can implement metrics – Clarify MTEP project versus Base Case Change use 2 MTEP project type in MOD • BPM-020 Section 4.2.3 contains MTEP Project Reporting Guidelines (excerpt) – All projects that represent a system topology change (i.e., constructing a new circuit, tapping an existing circuit, removing a circuit from the planning model, or retiring a circuit). All projects that include interconnecting new distribution service from new or existing transmission facilities... – All new circuit breaker additions to transmission facilities. – All upgraded circuit breakers that result in changes to a breaker’s continuous current-carrying or interrupting capacity. – All projects that change the electrical characteristics of a circuit (i.e., changes to shunt or series inductors, capacitors, conductor type or performance, switches, current transformers, or wave traps). – All projects that change a circuit rating. • Projects meeting these guidelines must be submitted as MTEP project type, not Base Case Change project type, and must go through the MTEP project review process 3 Issues with Base Case Changes in MOD • Base Case Change projects are all “Corrections” • MISO recommends adding new statuses to clarify the nature of the Base Case Change project type – Error correction. Any PSSE data errors. For example, line impedance was wrong. – Field change. Fixed tap transformer adjustment. Switched shunt voltage Vhi and Vlow limits. Not topology changes that would be MTEP project type – As Built. Impedance and rating adjustments after MTEP project already committed to MOD base case • Project should reference original MTEP project ID – Any other that are not MTEP project type? 4 Other Issues with Base Case Changes • MOD process issues found reviewing the data – 10% of projects do not have submitting company acronym in project name. • We need this to efficiently direct projects to staff for review and acceptance – Base case update projects should not contain company’s entire system representation • Please submit only changes to the MOD Base Case in your MOD projects.
