IBAC Technical Report Summary Subject: NAT Operations and Air Traffic Management Meeting: North Atlantic (NAT) Air Traffic Management Group 42nd Meeting (ATMG/42) IBAC File: Reported by: Brian Bowers Summary: NAT ATMG/42 was held in Paris, France 9 to 13 September, 2013. The ATMG at the 42nd meeting agreed it was too early to explore the possibility of a trial allowing flexibility in adherence to Mach settings; for flights which do not require a speed restriction for operational reasons. The Group noted NAT SPG Conclusion acknowledging the acceptability of Inmarsat I4 Classic satellites and the subnetwork for the provision of CPDLC and ADS-C operations in the ICAO NAT Region. The ATMG noted it will be providing a leading role in supporting further detailed development of the NAT 2025 Concept of Operations (CONOPS). The Group also noted the necessity to amend the ATM Operational Contingency Plan - NAT Doc 006 to address extreme space weather events. The ATMG noted the NAT OPS/AIR sub-group needed additional time to review the proposal to allow non-MNPS authorized airplanes to operate in MNPS airspace where ATC surveillance service is provided, due to the complexity of the issue. The ATMG/42 received a presentation on the activities associated with an ADS-C Climb/Descend Procedure (CDP) operational trial being conducted by the USA in the Pacific Region, with the CDP based on in-trail DME rules. It was indicated to the Group that they could anticipate a WP at a future meeting for a fully automated operational trial of ADS-C CDP in the New York FIR in 2015. The ATMG was informed on the status of the implementation of 30 NM lateral, 30NM longitudinal and 50 NM longitudinal separation in the New York FIR, planned for 10 December 2013. The group proposed for agreement to the IMG (provided that support is received from NAT SARSIG) to endorse the Concept of Operations for the application of 30NM or 50NM longitudinal separation and 30NM or 50NM lateral separation in Santa Maria Oceanic CTA in accordance with ICAO PANS-ATM (Doc4444) where separation is based on RNP. The group proposed for agreement to the IMG (provided that support is received from NAT SARSIG) to endorse the Implementation Plan for the application of 50NM lateral separation between RNAV10 (RNP10) and RNP4 approved aircraft in Santa Maria Oceanic CTA in accordance with ICAO PANS-ATM (Doc 4444) where separation is based on RNP. The ATMG proposed for agreement to the IMG to recommend to the ICAO Regional Director, Europe and North Atlantic to publish ATMG agreed material as guidance for use by States for the preparation of the aeronautical information (e.g. AICs and AIP Supplements). This will provide operators with the information necessary to prepare for the RLatSM trial which is planned to commence in February 2015. The ATMG proposed for agreement to the IMG to recommend relieving pilots from the obligation of providing revisions to ADS-C position estimate data that they are not aware of. An amendment proposal to the NAT Regional Supplementary Procedures (NAT SUPPs, Doc 7030/5) would be required. It would propose a new paragraph after 3.1.3.7 as follows: Note: If the aircraft is equipped with and operates ADS-C the requirement for revised estimates is considered fulfilled. ICAO has approved the division of the NY Oceanic FIR into two FIRs, NY Oceanic East and New York Oceanic West. The NY Oceanic East FIR will be addressed in the NAT ANP and NAT SUPPs. The New York Oceanic West FIR will be addressed in the Caribbean and South American (CAR/SAM) ANP and in the CAR SUPPs. It was indicated that the amendment was expected to be effective before the end of 2013. The ATMG was presented with information on a PfA to PANS-ATM (Doc 4444) section 15.8 subsequent to a recommendation from the International Volcanic Ash Task Force (IVATF) to transfer the responsibility for Volcanic Ash avoidance or the decision to fly or not to fly into an area of known or forecast Volcanic Ash contamination from Air Traffic Management (ATM) to Aircraft Operators (AO). ATMG/43 is planned to take place in Prestwick, United Kingdom, from 10 to 14 March 2014. It was agreed to recommend to the NAT IMG that NAT ATMG/44 should take place at the EUR/NAT Office of ICAO from 8 to 12 September 2014. Implication for Business Aviation: Note.
