Andorra is a small state, nestled in the Pyrenees Mountains, which has throughout its history enjoyed a tremendous amount of freedom from persecution and strife. The Andorran, French, Spanish, Italian, Portuguese, British, and other people who inhabit this microstate live in peaceful coexistence and reap the daily benefits of both having a booming tourist economy and being a headquarters for multinational corporations. The citizens of Andorra can not comprehend the horrors that have stricken the people of the Balkans, but as fellow Europeans, and as citizens of the world, they recognize the importance of swift repatriation and reintegration for these dejected individuals, and for any displaced persons around the world. Of utmost importance in any post-conflict region is stimulation of the economy. The Balkan states are in a beautiful geographic region on the coast of the Adriatic and they hold the potential to be one of the premier tourist locations in Europe. While Croatia, Slovenia, and Greece are already renowned for their idyllic coastlines and physical appeal, countries like Albania and Montenegro are often overlooked by the average tourist. As a European vacation hotspot, Andorra understands the inner-workings of a tourist-centric economy, and it is eager to use its influence to help the Balkans. With the requested help of developmental NGOs and corporations, Andorra hopes to morph the war-torn coasts of today into the sun-drenched beaches of tomorrow. This extensive development project will provide employment for some of the hundreds of thousands of jobless refugees, and it will put the Balkans in the right direction for restitution. Successful economies are not ones which rely on only one product, but they have many, varied sources of income. If these troubled states are to attain success, then they need more than just tourism. Andorra calls for a massive educational initiative, with a special emphasis on vocational education, so that the people of the Balkans are prepared for any job that comes their way. With a population of educated individuals and an economy lurching to a start, the Balkan states will have commenced their rehabilitation process. Although it is the root of many of the problems that displaced people face, economic strife is not the only obstacle keeping refugees from successful repatriation. In many states, these refugees and Internally Displaced Persons or IDPs are unjustly barred from access to their basic human rights. Without proper safeguarding, many refugees will be subjected to unacceptable practices such as discrimination in the workplace and the housing market, repression of the right to vote, and a lack of protection from state persecution. These people need serious legal protection that will come only with vigilant support from the global community. The current situation is that the thousands of people who have attempted to repatriate have largely failed, and their lives can not continue at this rate. With a bolstered economy, increased education, and a legal team ready to defend them from injustice, the state of the displaced people of the Balkan states should improve, albeit over time. The other issues that face the refugees of this most-recent Balkan flare-up, such as violence and accessing healthcare should improve as well with increased productivity and earning in the region. Andorra, familiar with the struggles that a multiethnic community faces, hopes to aid the displaced people of the Balkan peninsula in any way possible, especially in utilizing its experience with the economic sectors of finances and tourism.
