SHERVIN DJAFARZADEH, B.S.
Manager
Shervin Djafarzadeh joined Hornby Zeller Associates in 2001. Situated in Little Rock,
Arkansas, he is the Manager of the firm’s privatized Quality Assurance Unit situated within
the Arkansas Department of Human Services, Division of Children and Family Services. In
this role, he provides leadership to the Unit staff who are responsible for producing periodic
management reports, conducting special studies and performing contract monitoring of
service providers.
Mr. Djafarzadeh has developed a number of intranet-based data collection and reporting
tools for use by the unit and the Division of Children and Family Services. Among the tools
he developed is the Arkansas Heart Gallery website which is updated nightly via the state’s
SACWIS system, making a list of children in public custody who are ready for adoption
readily available for prospective adoptive parents to view.
In his role as Manager, Mr. Djafarzadeh develops evaluation methodologies and data
collection instruments, and ensures the integrity of the data, regardless of the source or
method used to collect the information. He provides guidance to staff responsible for the
quantitative and qualitative analyses, and verifies the accuracy of their results.
Prior to joining HZA, Mr. Djafarzadeh served as a Teller Coordinator for Bank of America. In
that role, he supervised and led service associates in providing efficient, accurate and high
quality service to customers. He earned his Bachelors degree in Computer Science from the
University of Arkansas at Little Rock.

Shervin Djafarzadeh joined Hornby Zeller Associates in 2001. Located in Little Rock,

discussed above. In this role, he provides leadership to the unit staff who are responsible

monitoring of service providers, delivering ad hoc data reports, and maintaining a number of
web-based applications.
Mr. Djafarzadeh has managed many large-scale, complex evaluations that involved both
quantitative and qualitative data collection and analysis methods. He has developed
evaluation methodologies and data collection instruments for these evaluations, and
ensured the integrity of the data collected, regardless of the source or method used. He
provides guidance to staff responsible for the analyses of the data collected, verifies the
accuracy and quality of all results, and ensures that ensuing reports are delivered in a timely
manner.
Mr. Djafarzadeh has also developed a number of intranet-based data collection and
reporting tools for use by the unit and the Division of Children and Family Services. Among
the tools he developed is the Arkansas Heart Gallery website, an automated site that is
updated nightly with the data from the state’s SACWIS system. The Heart Gallery allows
prospective adoptive parents to view children in public custody who are readily available for
adoption.
Mr. Djafarzadeh is expert in the quantitative analysis of large datasets, relational databases,
programming, development of research methodologies, qualitative analysis, and child
welfare and public policy related issues.
Prior to his promotion to Manager in 2009, Mr. Djafarzadeh served as a Data Analyst for the
unit, performing data analysis and reporting, conducting case reviews, and building webbased applications.
Mr. Djafarzadeh received his Bachelor of Science in Computer Science from the University of
Arkansas at Little Rock in 2002. He expects to graduate with a Master’s Degree in Business
Information Systems from the same university in August 2017.

Senior Research Analyst: Shervin Djafarzadeh, B.S.
Roles and Responsibilities: Shervin Djafarzadeh joined Hornby Zeller Associates in 2001. He
will be responsible for working on complex datasets using appropriate statistical software.
His lead assignment will be on the Analyses of Complex Quantitative Data Team. However,
he will assist with variance estimation, compound weights, statistical methods for analyses
of sample survey data with a range of complex designs and expert reviews.
Background and Experience: Situated in Little Rock, Arkansas, he is the Manager of the
firm’s privatized Quality Assurance Unit located within the Arkansas Department of Human
Services’ Division of Children and Family Services. In this role, he provides leadership to the
Unit staff who are responsible for producing periodic management reports, conducting
special studies and performing contract monitoring of service providers.
Mr. Djafarzadeh has developed several intranet-based data collection and reporting tools for

he developed tracks caseworker compliance with more than 30 state and federal
requirements, producing the results at the statewide, regional, county, unit and caseworker
levels. Agency managers and staff can drill down on each requirement to determine which
units and workers are out of compliance.
In his role as Manager, Mr. Djafarzadeh develops evaluation methodologies and data
collection instruments (case record review tools, survey and interview guides), and ensures
the integrity of the data, regardless of the source or method used to collect the information.
He provides guidance to staff responsible for the quantitative and qualitative analyses, and
verifies the accuracy of their results. One of his main functions is to check and ensure the
quality of the data, especially that coming from the State’s management information
systems. He has repeatedly identified issues with some of the data, leading to changes in
the way data are entered and reports are generated. Mr. Djafarzadeh holds a Computer
Science degree from the University of Arkansas at Little Rock and is currently pursuing a
Master’s degree in Business Information Systems from the University of Arkansas at Little
Rock with the expected graduation of August 2017.
