SCOPE OF WORK
for
Short-Term Technical Assistance: Productivity Manager Fruit Value Chains

INTRODUCTION
The USAID Agro Horizon Project (the Project) is a key component of USAID Kyrgyz Republic’s
overall economic development program designed to accelerate the growth of diversified and equal
economic growth in the Kyrgyz Republic. The goal of the Project is to increase agricultural
productivity and output in value chains, in particular fruits, vegetables, meat, milk and eggs,
increase agricultural producers’ access to nutritious foods, boost employment in the agricultural
sector, and raise market share of crops in the value chains in both domestic and foreign markets. As
a result of the Project activities, national GDP growth rate is expected to increase over recent trends
with income distribution measured by a Gini-coefficient being broadened.
The Project’s target regions include Naryn, Jalal-Abad, Osh, and Batken oblasts. Focusing on these
four regions, the Project involves actors from other locations that have market links to production in
the target regions or the potential to strengthen competitiveness of the entire value chain for
domestic or regional markets. The Project envisions increasing human capital, improving businessenabling environment, and increasing competitiveness in selected economic sectors. Using a
facilitative, market systems approach, the Project will:

OVERVIEW OF THE ASSIGNMENT
USAID Agro Horizon supports the implementation of projects of mainly private sector partners in
agricultural value chains. It has prepared, and concluded contracts for, a number of such partner
projects in fruit and vegetable value chains. Their implementation started. Agro Horizon is currently
also preparing further partner projects and is also looking for additional partners. Every partner
project is managed by a member of the Agro Horizon project team.
As the number of projects under implementation and still under preparation is continuously
increasing, we are looking for a senior and experienced short-term consultant to support our team in
Agro Horizon’s Osh office.
The goals of the assignment are:

Ensure that partners and junior staff get the required project management guidance for timely
and effective implementation of the project, and that problems are identified and addressed in a
timely manner
Ensure that new projects under development with potential partners and assignments for subcontractors are developed swiftly and timely
We envisage to extend this assignment in the form of a longer term labour contract (max. until June
2018) with additional tasks, if the consultant is successful in the short-term assignment and willing.
SPECIFIC TASKS
The consultant will fulfil the following specific tasks:



Manage partners’ projects in the fruit value chain with support from assigned value chain
coordinators
Provide supervision and day-to-day guidance to value chain coordinators assigned to the ongoing partner projects
Contribute to developing additional partner projects, as well as technical assignments for subcontracts and consultants
QUALIFICATION REQUIREMENTS
The qualification requirements are the following:






University degree in (agricultural) economics, business, agronomy or related field
At least ten years’ practical and successful experience in implementing and managing complex
rural and agricultural development activities
Good sense of, and experience with, business approaches in agricultural development
Ability for, and experience in, supervision of a small team of junior staff
Excellent writing and verbal skills in English
Russian and Kyrgyz language proficiency
