Dear Mr. Gritti:
Our plan is to install a flood protection berm “earthen berm” across the end of Read Avenue
adjacent to the Bay. This will keep the high tides out. We will also install a small concrete vault with 2
pumps within the existing storm pipe system at the west end of Read Avenue. This will pump out any
storm water or water that may seep into the storm water piping system.
The pumping system will be design to pump down the existing Del-DOT storm water pipes and
keep them empty. The discharge from the pumps will be returned to the bay on the other side of the
berm, preferable into the upland area near the end of McKinney Avenue. The volume of water that will
be pumped to the bay will not cause any increase in bay level due to the shear volume of water in the
bay versus the minimal amount of water we will be pumping. The plan will also provide for the removal
of the existing duck-bill check valves and replace them with Flapper style check valves. This is to allow
the drainage system to perform as originally designed during low tide events. During high tide, the
check valves will block the incoming tide from entering the storm water pipes and the pumping system
will be able to adequately prevent stormwater flooding of the Read Avenue area for storm events up to
the common 2-year storm as defined by DNREC and high tides in the bay up to elevation 2.75ft. To
protect against higher tides a larger and more expensive system would be required and outside the
requested scope of the Infrastructure Committee.
