Job Description Job Title: Wastewater Asset Risk Technician (r) (WW10) Reports to: Wastewater Asset Risk Coordinator Team: Wastewater Networks Location: Linea Band: 4 (£20,337 - £23,109) As a credible member of the Wastewater Network Asset Management Team you will: Work with colleagues in the Network Asset Management Team to identify asset and operational issues that could lead to service failure. Interfacing with all stakeholders to ensure the waste water network business understands all potential issues. Complete investigations into known sewerage network issues, identifying the root causes of asset failures primarily from desktop analysis. Work closely with the network operational teams identifying network problems and developing innovative risk identification methods to ensure that all network risks are identified and investigated. Liaise with the DCWW central asset strategy team to ensure that a consistent risk scoring methodology is in place and utilised correctly in line with the Asset Management Framework. Optimise performance, understand risk and prioritise investment in line with whole life cost solutions. Liaising with colleagues in the Network Asset Management Team and above ground Local Asset Management team to maintain DCWW’s corporate Risk Capture Database Liaising with Asset Planning Technicians and above ground Local Asset Management Team in order to populate all above ground asset risks into the corporate Risk Capture Database Identify and implement best practice from across the business and assess opportunities for innovation. As Asset Risk Technician you will: Assist in the coordinate the network asset risk prioritisation, identifying sewerage network issues and the consequence of service failure. Carrying out investigations and assisting in the development of optimal operational and outline capital solutions and mitigation. Support above ground Asset Planning Technicians by populating their identified risks onto the corporate Risk Capture Database system and applying consistency to the risk scoring and liaise with Local Asset Management’s Risk and Programme Manager Ensure the network asset management teams investigations are carried out uniformly across Wales and to the appropriate standards. Monitor and report on the effectiveness of delivered solutions and mitigation. Identify any areas for future efficiency savings. Influence capital project implementation to ensure changes satisfy operational needs and are fit for purpose whilst achieving required statutory and/or business outputs. Ensure that all wastewater identified asset risks and issues (above and below ground) are logged and kept up to date on the risk capture database. Principle Accountabilities: Develop and maintain the risk prioritisation Populate the Risk Capture Database for both above and below ground risks Ensure network asset investigations are planned and completed in line with Health and Safety policies and procedures. Ensure that all asset investigations are carried out using a consistent approach capturing all relevant data from desktop study and site visits. Ensure that risk prioritisation documents, performance trackers and other coorporate systems are maintained and updated through solution development and implementation. Work with operational network teams and capital delivery to correctly identify issues. Having a clear view of the ‘worst performing’ assets in terms of service and cost and ensuring the root cause of problems are correctly identified and holistic solutions are implemented. Work with DCWW asset strategy to develop consistent and appropriate risk scoring criteria and develop detailed processes to progress schemes through the various available routes. Ensure implementation of agreed solution back to catchment operation and monitor subsequent performance improvements delivered by solution. Document these asset management processes and ensure good communication through the business and look to regularly refine as processes become more established. Develop and maintain good, consistent, working relationships with Capital Delivery and Capital Partners Facilitate post project reviews, promote best practice, innovation and refine processes accordingly Ensure the provision of accurate and timely management information Identify and implement Quality Assurance procedures, produce and maintain user documentation, define and maintain data quality standards, monitor compliance and recommend actions. To carry out any other duties as required to meet business needs. There may be a requirement to participate in the network operational standby rota. Experience, Qualifications and Skills Assessment Method A I T Experience and understanding of the operation and maintenance of sewerage networks and able to demonstrate a track record of sector leading performance. Experience gained through thorough understanding of waste water service delivery and highly competent in identifying the root causes of service failures. Able to demonstrate a commercial approach to cost efficiency and leading large scale change programmes to achieve a high performance business culture.
