Developments in Variety testing
World
• UPOV growing; now 72 members 91
countries
• Besides EU now OAPI also regional member
• Membership ARIPO not possible
• UPOV of 2 speeds?
• New member states have huge problems to
implement the system. Mainly lack of access
to reference material.
World
• Industry and trade more and more global
• Reproduction techniques more and more
advanced
• Life cycle of varieties shorter and shorter
• Need to have stronger IP position gets
stronger
• UPOV convention basically fitting for
1990
• What is needed in 2020?

• Many countries need development
• NL active in training (Myanmar, Ukraine,
China, Bosnia & Herzegovina, Rwanda,
Tanzania, ARIPO, OAPI)
• World Seed Partnership (FAO, ISF, ISTA,
OECD, UPOV) on board to help
developing total infrastructure in less
developed countries.
Industry
• More and more global
• Decision proces in companies not always
clear
• Variety development much faster
• More use of molecular techniques in breeding
• Differences between sectors (agriculture,
vegetables, ornamentals, (fruit)trees)
• New developments; TPS, seed shallots, seed
garlic, seeweed, mushrooms, duckweed
Europe
• EU:
- PRM revision collapsed, now many loose
ends;
- definitions,
- call for exeptions for ecological growers,
- alternative variety models,
- exemption for amateur use,
- discussions about import from third
countries.

NL position often difficult.
Aimed at trade in EU and 3rd countries.
All other countries mainly concerned about
home market. (restrictive Fyto legislation)
Consequences of Nagoya?
Europe
• Reducing subsidies in most countries;
• DE (BSA) and FR (GEVES) have to
increase their fees to have a higher %
coverage
DK privatised and as UK and NL on full
cost recovery basis.
• Rest of countries will follow.
• Example maize testing; GEVES informed
that the tesing fee for next year will raise
from Euro 800 to Euro 1.000
