Development of the trail systems
Driving forces, (what’s the problems/activities that makes problems): Growing tourist
industry. Rein deer herding. Local people with their rights to use the areas. Privet land
owners. One large land owner – the government. Large areas of sensitive and protected
nature.
Influences, (what’s the reason to the problems): Decreasing population, the tourism
industry have potentials to develop. Not enough tourists, especially in the summer. Needs to
upgrade present trail systems. The municipalities have not enough money to develop and
maintain the present trail systems. The public administration have not the same interest/task to
develop the tourism industry or the trail system (their task is to take care of the nature and the
land). Conflicts with other land use activities (rein deer herding). Large areas with sensitive
environment. Increasing snowmobile traffic, particularly Norwegians. Higher and higher
standard on the snowmobiles. Local peoples right to drive snowmobile almost everywhere.
Conflicts between skiers and snow mobile drivers. Not enough knowledge about the tourist
market. Claims for other kinds of trails, adapted to people with handicaps or horses or
mountain bikes. Lack of influence from local people.
Status (in the environment/area): Numbers of hiking tourists. Number of snowmobile
drivers (driving days). Kilometres of summer and winter trails. Part of the winter system
separated in skiing and snowmobile trails. Number of accidents with snowmobiles involved.
Areas where snowmobile driving generally are forbidden and only allowed on trails. Incomes
from hikers and snow mobile drivers. Costs to maintain the trail systems. Number of reindeers
and areas used for herding.
Consequences (on the surroundings): Disturbance on the surroundings; protected animals
and animals in general including reindeers. Damage on the ground. Not enough preparedness
to meet an increasing snowmobile traffic. Not enough money to maintain all trails, you have
to close some of them, that makes more “free” traffic that means more disturbance. A trail
system not adapted for the market – not attractive for the tourists. Not optimal income to the
local businesses from the people using the trail systems….
Measures (to solve the problem)?: Upgrade the importance of a good planning and process
among the trails. Make them to a obvious part of the Comprehensive plan. Get a more local
influence on the development and management of the systems. Try to separate snow mobiles
from skiers. Make restrictions for the snowmobiles. Fees for using the snowmobile trail
system. Making the trail system more attractive….
Development of the sport fishing
Driving forces, (what’s the problems/activities that makes problems): Not so
good/productive fishing water. Local people are allowed to fish a lot on government waters,
even with net. Sport fishing.
Influences, (what’s the reason to the problems): Lack of regulations and strategic visions
for the government owned waters. No possibility for the tourism companies to manage and
marketing “own waters”. Lack of fish.
Status (in the environment/area): Number of fishing days. Amount of fish. Income from
selling rights to fish. Other incomes from sport fishers. The value of the local peoples fish- do
they sell the fish or having it for their own living.
Consequences (on the surroundings): Lack of fish. The areas loose their power of
attraction. Less income for the local business. Conflicts between tourism industry and local
people.
Measures (to solve the problem)?: Higher local influence. Divide the areas in different
zones, for tourists and local people. Restrictions how much allowed to fish per day. Guided
tours to some sensitive and really good areas as a legitimate claim?. …
