APPLICATIONS ARE BEING ACCEPTED FOR
WATERSHED MANAGER
JOB SUMMARY
The purpose of this classification is to be responsible for supervisory and administrative work in directing and planning
activities in and around Greenville Water’s watersheds to maintain the highest quality raw water supply while ensuring
compliance with all applicable federal, state, and local regulations, under occasional supervision. Develops and directs
community education and environmental stewardship programs with assistance from Community Relations.
ESSENTIAL JOB FUNCTIONS:
The following duties are normal for this position. The omission of specific statements of the duties does not
exclude them from the classification if the work is similar, related, or a logical assignment for this classification.
Other duties may be required and assigned.

With assistance from the Superintendent of Watersheds and Right of Ways manages and directs the activities of the
watershed staff; oversees maintenance, security, safety, environmental compliance, emergency preparedness (to
include dam safety and wild land fire protection), and operations of Greenville Water’s reservoirs; develops and
implements standard operating procedures for assigned duties.

Instructs, trains, inspects work activities of assigned staff; performs other supervisory duties to include scheduling,
assigning and reviewing work, maintaining standards, coordinating activities, allocating personnel, interviewing,
selecting, and recommending transfers, promotions, discipline and termination of employees. Conducts staff
performance evaluations.

Develops and monitors assigned Watershed Management operations, maintenance, and budgets; develops annual
staffing plan for area of responsibility.

Coordinates assigned Watershed Management operations with Greenville Water maintenance, laboratory,
engineering, and plant operations groups.

Understands stream ecology and how land practices impact that ecology. Is able to develop a monitoring program to
determine water quality and determine if there are negative changes occurring that may impact water quality.

Assists in the development of the division budget and develops future budget projections.

Develops a list for Capital Improvement Projects related to Water Resources.

Manages the operations and maintenance of reservoirs, dams, grounds, fire roads, public hiking trails, assists in
making decisions regarding operating lake levels and provides input related to downstream flows; oversees the
safety/maintenance inspection program for the Table Rock and North Saluda dams.

In cooperation with the Superintendent, manages Greenville Water’s security for the lakes, dams, drinking water
plants, and other critical facilities; develops security policies and implements security measures; oversees law
enforcement at Greenville Water lakes and properties.

Manages assigned duties related to the Watershed Management Programs; conducts monthly water quality surveys,
river and lake inspections, and point/non-point pollution source inspections.

Develops and implements emergency preparedness plans for lake facilities including drought conditions, high water
levels, and downstream releases.

Responds to emergency situations at the reservoir and within the watersheds and assists in the coordination of
emergency services in response to flooding, wild land fire and other emergencies. Must be available to respond to
emergencies 24 hours a day.

Coordinates special projects related to lake management, forestry and wetland projects, and sedimentation studies.

Ensures compliance with Company safety programs and regulations; ensures required safety training, observation
records, and reports are accurate and up-to-date.

In coordination with Public Relations and at the direction of the Director of Water Resources, coordinates public
relations/awareness efforts with regards to environmental stewardship and education. This includes working with
school programs, community groups, and other partnerships to educate on the importance of watershed protection,
conservation, wildfire preparedness and other topics as appropriate.
ADDITIONAL JOB FUNCTIONS:

Interacts and communicates with various groups and individuals such as the Chief Executive Officer, Chief
Administrative Officer, Chief Operations Officer, and other division heads and employees, subordinates, customers,
consultants, engineers, professional scientists, researchers, City/County personnel, other government agencies,
regulatory agencies, suppliers, sales representatives, and the general public.

Manages areas of responsibility performing administrative work as needed; attends and conducts meetings; prepares
reports, correspondence and other documentation, utilizing a computer.
MINIMUM QUALIFICATIONS:
A Bachelor’s degree in Watershed Management, Engineering, Forestry, or Environmental Science is required. It is also
required that the Bachelor’s degree is supplemented by five (5) years of progressively responsible supervisory
experience. Must possess and maintain a valid South Carolina driver’s license. Must possess or be able to obtain and
maintain Red Cross certifications in the following: SCDNR Boating Safety, Water Safety, CPR, and First Aid.

Physical Ability:
Tasks require the ability to exert light physical effort, typically involving some combination of climbing, balancing, stooping,
kneeling, crouching, crawling, reaching, standing, walking, and which may involve some lifting, carrying, pushing and/or
pulling of objects and materials of light weight (10-20 pounds). May involve making repetitive motions.
Tasks require the ability to express or exchange ideas by means of the spoken word, and engage in those activities where
detailed or important spoken instructions must be conveyed to other workers accurately, loudly, or quickly.
Tasks require the ability to perceive the nature of sounds at normal speaking levels with or without correction, and having
the ability to receive detailed information through oral communication, and making fine discriminations in sound.
Sensory Requirements:
The visual acuity requirements include color, depth perception, and field of vision.
The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures;
transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or
operation of machines (including inspection); using measurement devices; and/or assembly or fabrication of parts at
distances close to the eyes.
The worker is required to have visual acuity to operate motor vehicles or heavy equipment.
Environmental Factors:
Essential functions are performed in both inside and outside environmental conditions. May require exposure to adverse
atmospheric conditions.
Salary depending on experience: minimum $54,884.
